BUILDING PERMIT FEE SCHEDULE
SECTION 2. The Inspector of Buildings shal�l, before issuing permits for the
erection of any building �f structure, or for any addition to any existing
build�ng:or structure, or for any alteration or repairs to any existing building
or structure, upon application therefore, require the payment by the applicant
f�r such permit of fees to the amount herein below set forth and in the manner
herein provided to-wit:
Uriform Building Code: Type 1,2, & 4- $1.75 for each one thousand cubic feet, or
fraction thereof, in such cubical contents. Type 3& 5-$1.50 for each
one thousand cubic feet. �
For the purpose of computing fees��for building nermits, the cubical contents of
any building or addition to a uniform height throughout by multipluing the ground
area covered from a point six (6) inches below the floor line of the basement or
cellar to the average height of the upper surface or to the average height of the
roof surface of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the
rate of $3.00 per each Five Hundred Dollars ($500.00) or' fraction thereof
in the cost of a11 proposed work.
In no case shall the fee charged for any permit as set forth in Section 2 be
less than $5.00.

The old sure way of combating frost action on
foundation walls is to place the bottom of the foot-
ing below frost liae. Since many farmers do not like
to place as much of the building below ground as
above, many foundations later give trouble due to
frost action.
This problem may now be eliminated by the use
of a column beam foundation. This consists of a shal-
low reinforced foundation wall set on top of concrete
columns that extend at least 1 foot below frost line.
If this method of construction is used, the foundation
need not be placed in the ground deeper than 1 foot.
The foundation should extend about 8 inches
above ground, making a total beam depth of 20
inches. The bottom of the column should be not less
than 6 feet below the finished grade line.
The skin friction between the rough sides of the
hole dug for the column and the concrete column
surface provides the desired support for the building.
The columns are spaced according to the load sup-
ported by the foundation. For any animal shelter
building the columns can be spaced 8 feet apart.
There should be 6 inches of gravel under the founda-
tion between columns.
There are four advantages to this system: (1) the
foundation is reinforced with steel to aid in keeping
it from tipping, spreading, or cracking; (2) this type
of foundation will prevent cracks—due to frost ac-
tion from appearing when masonry units are used
in the walls of the building; (3) the bottom of the
supports for the foundation wall are. below frost
action; and (4) it is economical since a minimum of
the building is below ground line.
There may be a disadvantage under certain con-
ditions. Along the outside of the building where cattle
stamp or hogs root, it will be necessary to protect the
shallow foundation from being tuidermined.
The steps in construction are as follows:
1. Dig a trench 18 inches deep and 10 fnches wide
for the foundation wall and gravel flll.
2. Starting at corners of builditig, locate the
column holes not farther than 8 feet apart in the
bottom of trench (see flgure 1).

3. Dig a very rough-walled hole 10 inches in
diameter to a depth of 1 foot below frost line or 5
feet below the bottom of proposed foundation—
whichever is greater. Use a clamp-type post hole
digger. �
4. Place two pieces of �r'z-inch deformed reinforc-
ing steel vertically in each hole. The steel should be
long enough to reach from within 2 inches of the
bottom of the hole to within 2 inches of the top of
foundation when it is cast (see flgure 3).
5. Cast the colutnns with concrete to a point 6
inches higher than the bottom of the trench. The
forms for the extra 8 inches are supported by 6-inch
form boards placed across the trench on each side
of proposed column (see 8gure 2).
6. Place 6 inches of gravel in the trench between
columns. The top of the gravel fill and the top of the
columns should then be the same elevation (see
figure 2).
7. Tie two pieces of continuous i/z-inch deformed
steel horizontally to the two pieces of vertical steel
extending out of the columns. This must be done at
both top and bottom of the foundation wall.
8. Place forms for foundation wall. Cast the foun-
dation w�ll with good-quality concrete. The founda-
tion wall is now a reinforced beam that carries the
load from column to column (see 8gure 4).
9. The average amount of concrete per foot of
wall (assuming minunwn depth of column and column
spacing of 8' 0") is 1.73 cubic feet. The gravel fill per
foot of wall is .42 of a cubic foot.
10. For single-story buildings the beam width and
column diameters may be reduced to 8 inches. For
wider walls the beam width and column diameters
should be the same as the width of the wall. Remem-
ber that a building is only as sound as its foundation.

� Mr. Lee Drossel of the Fridley Little League organization was there to present
their request to build a new storage building at the Fridley Little League Field on
58th and Jefferson,� near their existing building. He read Mr. Ma�k Brenny's let�er
of October 13th ico Mr. Biil Nee, explaining the project. He explained that the cost
of materials would be borne by the Fridley Little League, and they vrould put up the
building. He also requested the City waive the ordinance requi►,ing a licensed con-
tractor do the work. Mr. Peterson asked Mr. Drossel to check with the City BuiZ4ing
Inspector, Mr.. Dar�;•ell Clark, in order �co find out wha�i is needed. Mr. Harris ex= -
pressed conce►�n for adequate t�uilding inspection so that the roof doesro't fali in,

GOALS AND OBc1'ECTIV�S
The Commissioners briefly discussed the goals and objectives as wr�tten up in
their final form. P1r. Wagar mentioned that�it would be difficult �o im�l�emEnt a�l
that is written in the goals and objectives without a bond issue. Mr. Petersun
explained that the Planning Commission needs a plan first. He said that project
committees are going to be utilized to ir�plement•the goals and objectit��s for ��he
diffei�en� departments. They will help to take the load off the commissioners, �tc.
Mr. Boardman explained the Planning Commission decided to establish some goals
and objectives. They, in turn, asked eaeh of the member commissions to come up �vith
some ideas to. go back to the Planning Commission. Then the Planning Commissian w�uld
�ormulate these goals and objeciives for the community. He explained there would 5e
a constant reviewal of goals and objectives as the years go by. He said that wi�h
these goals and objectives in hand, by next spring the City administr�al:iui� will be
putting together a comprehensive parks plan, with an implementation program and
establishment or polieies. Mr. Peterso� mentioned they wanted to have their project
committees iogether before ihat time,�working along with it and giving it �eedl,acl�
information to �he com�nissioners.

BUILDING PERMIT FE� SCHEllULE
SECTION 2. The Inspector of Buildings shall, before issuing permits for the
erection of any building or structure, or for any addition to any existing
building or structure, �r for any alteration or repairs to any existing
building or structure, upon application therefore, require the payment by the
applicant fox such permit of fees to the amount herein below set forth and in
the manner herein provided to-wit:
UIVIFORM BUILDING CODE: Type 1, 2& 4-$2.15 fox each one thousand cubic
feet, or fraction thereof, in such cubical contents. Type 3& 5-$1.85 for
each one thousand cubic feet.
ADDITIONAL INrORMATION
Fox the purpose of computing fees for building permits, the cubical contents
of any building or addition, is determined by multiplying the gxound area
covered fxom a point six (6) inches Uelow the floor line of the basement
ox the cellar to the average heights of the upper surface or to the average�
�height of the roof surface of the main gaUle of a pitched roof.
For repaixs or altexations to an existing stxucture, the fee sha11 be at the
rate of $3.00 per each five hundred dollars ($500.00) or fraction thereof in
the cost of all proposed woxk.
In no case sha11 the fee charged for any permit as set forth in Section 2 be
less than $5.00.
VERIFICATION OF FOUNDATION
NOTE: Permits for construction will be issued a minimum of 24 hours�from the
ti.me of application, to allow for proper review of the proposed structure and
of the construction site.
A Certified Survey of the lot, showing the location of the foundation, oaice it
has been constructed, will be required before proceeding with the framing<
CERTIFICATE OF OCCUPANCY
Application fox a Certificaice of Occupancy shall Ue made ten (10) days prior
to the use or occupancy of any structure for which a building permit has been
issued; and said structure shall not be used or occup3.ed until a Certificate
of Occupancy has been issued. �

project which requires outside improvements, a Performance Bond or a Letter of Credit sha11 be
submitted to the City. The bond will cover a11 outside improvements, including but not limited
to landscaping, irrigation, curbing, blacktopping, screening fences, lighting, water & sanitary
sewer services, and storm drainage systems.
Calculation of bond amounts will be determined by the building permit values. The bond
amount will be 3% of the building permit value up to a$2 million dollar project or a
$60,000 bond. Actual amounts will be rounded to the nearest $100. The City reserves the right
to require greater or lesser bond amounts based on unusual circumstances. Projects with no
outside improvements generally will not require a bond.
Bonds must remain open until the project is fully completed. Reproducible "as-built" drawings
of a11 exterior underground utilities must be submitted to the City Engineering Department
before the project is considered complete and the bond released. All bonds will be held over one
winter and through the next growing season to insure the survival of all landscape installations.
The City will then inspect these properties in August of the year following the initial planting.
Bonds may then be released in October of that year if all improvements aze satisfactorily
completed.
