Seconded by Sondheimer. Upon a vo' e vote, there being no nays, the motion carried unanimously. FRIDLEY, MINNESQTA. (REQUEST BY ROBERT D. LEDIN, 1923 LINCOLN STREET. MINNEAPOLIS. MINNESOTA Mr. & Mrs. Robert Ledin were present to present the request. Plans for the dwelling and the section of the plat showing the lot were presented to the Board for their review. Mr. Bagstad came forward and explained to the Baard that Heather Hills Addition is a new plat and this is one of the first dwellings to be built in it. Therefore, there are no adjoining structures that would have to be considered, Mr. brigans asked Mr. Ledin if they couldn't cut down on the dimensions by one foot to be in accordance with the City Code. Mr. Ledin answered that the architect that drew up the plans had originally drawn the plans to be 2 feet smaller but they felt they would want the extra room so they had him redraw the plans to include this.�2 extra feet. The architect had told them he would have to increase or decrease the dimensions in 2 foot sections as that is how the materials were bought. Mr. Ledin also stated he had talked to the owner of the adjacent lot and the owner had stated he did not mind the variance. , � ♦ The Minutes of The Board of Appeals Subco�nittee Meeting of May 12, 1970 Page 2 Mr. Sondheimer suggested to the applicant a few ways the plans could be changed to decrease the length of the house by one foot. Mr. 0'Bannon: I will abstain from voting because I have a personal interest in the area. I developed the property, Heather Hills Addition, and I don't, like to see a new development coming before this Board no matter who develops the property. A person who buys a lot, should then build the house to fit that lot. This is only my own personal opinion. Drigans: The lot is an 80 foot lot which I feel has plenty of room to build on without variances of the City Code. Sondheimer: Z think the plans could be redrawn to decrease the size of the house by one foot without very much trouble. This would then allow the person who buys the adjoining lot to have the opportunity to use his whole lot to buil�d on as he would not be restricted by the one foot encroachment. 1�TION by Sondheimer to close the public hearing. Seconded by Drigans. Upon a voice vote, 0'Bannon abstaining, the motion carried. MOTION by Drigans to recommend to the Council, denial of the request for the following reasons : �-... 1. The area is a new development area and the lots are 80 feet wide which is quite adequate to build on without variances. 2. Although the architect has already drawn up the plans, the plans can be redrawn to decrease the dwelling from 66 feet to 65 feet to fit within the Zoning Codes. Seconded by Sondhe3,mer. Upon a voice vote, 0'Bannon abstaining, the motion carried. A REQUEST FOR A VARIANCE OF SECTION 45.053. 4A, TO REDUCE THE FRONT YARD � 17 AND 18 �E BEING 1501 MISSISSIPPI STREET N. . HELEN SHUTE, 1501 MISSISSIPPI ST � Mrs. Helen Shute was��sent to present the request. Mr. Bagstad explained that th ddition is proposed for the Northeast cornex of the house. The whole house is conforming as it was built quite a few years ago and sits back only 23.6 feet om Mississippi Street and only 6.5 feet from Arthur Street. The proposed addi will be setback 32 feet from Mississippi Street. Mrs. Shute stated she would liike the addition as it would d her kitchen out 7 feet a�d allow room for�a bathroom to be built on the groun loor. LEDII3, 1923 LINCOLN STREET, MINNEAPOLIS, MINNESOTA): � The City Engineer reported that there was no action necessary as this item was denied by the Board of Appeals. � REGULAR COUNCIL MEETING OF MAY 18, 1970 CONSIDERATION OF REQUEST FOR STORM SEWER CONNECTION TO ONONDAGA STREET SYSTEM BY MIKE J. ELNICKY: PAGE � " . The City Engineer said that he is building an apartment house and is willing to put in a pipe through to Bacon Drive on Onondaga Street. There is no ' easement so the City would have to acquire one, and he cannot hook onto the line in 73rd Avenue without digging up the new street. The question i� �, if the Council wishes to allow him to develop, with the thought that there ' will be a storm sewer system later when the property develops more, or to get an easement for him to connect onto the line in Onondaga. . Councilman Sheridan asked if he put in the conduit,from his building site to the line in Onondaga, would he be willing to put in the size pipe to take care of future development. The City Engineer said yes, the size is no problem, the problem would be the cost of the easement. Councilman Sheridan said that by acquiring an easement, the City may be dictating the future development. He thought that it would be better to let him develop his property until the development in the area dictates a storm sewer system, then put it in as a project. The City Enqineer said that this area was originally deleted from a district, so when it goes in, it will become a sub-district, � MOTION by Councilman Harris to let Mr. Elnicky develop his proper�y with surface drainage and a ponding area at the back lot line, until future development dictates a storm sewer system. 5econded by Councilman Breider. Upon a'voice vote, Kirkham, Harris, Breider and Sheridan voting aye, Liebl voting nay, Mayor Kirkham declared the motion carried. Councilman Liebl said that he felt that this was creating a problem, and if the developer was willing to put in the pipe, this would have been better. RECEIVING THE MINUTES OF THE PARKS AND RECREATION MEETING OF APRIL 27, 1970: MOTION by Councilman Harris to receive the Minutes of the Parks and Recr�eation Commission Meeting of April 27, 1970. Seconded by Councilman Breider for discussion. Counci�.man Breider said in reference to Chase Island, that the Parks and Recreation Commission seem to be talking about a considerable expenditure of money.• He said that in his opinion he would rather see the money spent on existing parks rather than the development of a new park. He said that he would like to see some priorities if they are starting on their budget for the next year. Councilman Harris aqreed that he felt that this would be a low priority item. He said that he thought that this was indicated to them before. Mayor Kirkham said that he felt that some areas should be left natural, and Councilman Sheridan agreed. Mayor Kirkham said that this could be done sometime, but he did not believe in the immediate future. THE VOTE UPON THE MOTION, beinq a voice vote, all voting aye, Mayor Kirkham declared the motion carried unanimously.
