Minutes of the August 6Ch, 1959 meeting were read. Mo[ion hy Sheridan to

Mr. LaGrange read letter received from Govexnor F.eeman an response to his

Ma}*or LaGrange recently sent a letter to P,epresentative iaier, relatLVe to t�e
aeed of a posk office building �n the Fridley area, I�iayor LaGrange received
an answer from t�r. S?ier stating that an invest�gation will be nade to determine
Che need for a post office in the City oE Frid7ey.
PUBLIC HEARING ON PROPOSEA TAX LEVX FOR THE XEt1R ]960
Mayor LaGrange opened the hearing on the above. Mx. Maday, City A4anager, pxe-
sented to fihe ^ouncil the proposed budge[ for 1960. Eie xnformed the council
tbat ihe purpose of the hea=ing is to perm�t tl�e council ta authorize tax mi11
levy oper the 30 mills which is permitted by the City Charter of rra.dley, A'1r.

riayor LaGrange suggested that there be a steno-pooi caherein one girl can ansc�er
the needs of all correspondence needed by khe various depaxtments,
Also, mentioned was the complete werall of the grander. Mayor LaGrange suggested
� that before the complete overall, that it should 6e found wnat is wrong with the
pzesent grader for if the repairs should xun into a higlx figure, i� probably
would be in the best interest of the Cily to purchase m new ane.
Mr, Wyman Smith appeared stating Chat he beiieved the increase in the budgek is
too much, He raised the question whether Northern Ordnance is [axed.
r[r. Larkin McLellan, Business Aepresentattve, Loca1 Union i� 49, drew the
attention of the Council to a letter of approximately Suly 1, 1959, auggesting
pay �.ncxease and certain fringe benefiks for Public 4lorks employees. He slso
requested permission to appear before khe Council on September 10, 1959.

REFERRAL TO PLANNING COMMLSSION

'rir. Maddy referred a letter received fsom Mr. A. E. Hohn and Son, requesting
for Che rezoning of Lot 3 and 4, �lock 6, to commercial for the purpose of
constructino a MedLCal Clinic. The Clinic wi11 be a 30 x 50 building with
future expansion in mind,
Councilman Sheridan moved that the above be referred to Planning Commission.
Motion seconded by Nagel and upon being puC to a vote carried unanimously.
RICE CRPEK PL�ZA, NORTH AD➢STION � rINAL PLAT
Report submitted by Mr. Comstock of Comstock & Davisy regarding design of
ntilities, uuggested changes were made on sanitary sewer, water and storm
sewer design. Kecommendations that certain lots be "red-tagged" to with-
hold building permits unless satisfactory arrangements have been made to
provLde sanitary sewer services, t�ith regard to the storm sewer design,
Comstock & Da�is advised that the sewer line be placed in the street rather
than nnder the curb with separate lines to the catch basins,
Motion by Sheridan that the design standards as set forth in the letter
dated Eugust I9th, 1959 from the £irm of Comstock & Davis� selating to
design standards of utilities and storm drainage in the proposed Rice Creek
P1aza, North Addition, be accepted as the standard criterla for design withLn
the City of Fridley.
Mation seconded by 4dolke and upon being put to a vote carried unanimously.

Mr. Maddy read letter from Ernest Madsen, Madsen Realty, wheYein he stated
he wished approval of plat of Rice Creek Plaza� North Addition, at said
meeting. He asked permission of the Council to deposit with Che City a cash
deposit in Che amount estimat�c '�n be the cost of Ehe street surfacing and curbs
for L-he enCire street along whictt said lots are located at the time of sale of '
the first house in any block and that this money will remain in escrow untll
such work has been completed.
Also mentioned in said letter as a protective measure for buyers of lots
prior to completlon of a11 utility improvementsy they would include the
following in all purchase agreements.
"It is expressly understood that the City of Fridley �aill not
issue a �ertificate of Occupancq to any home bmlt on the loCS herein des-
cribed, until municipal water and sewer lines to seave this property have
been installed, and until street surfacing and curbs have either been in-
stalled or cash covering cost oi same has been escrowed with the CYty o£
Fridleyo The seller hereby agrees to install said improvements and to make
necessary escrow deposits where snch may be required."
Mayor LaGrange suggested that the City i,ttorney check further into tHa legal
details of the above and repoxt back at Che nect Council meeting,

Fallowing discussian of the present existing Public Emplayees Retirement
benefits as compared to a program under Social Security, Councilman Sheridan
moved the adoption of the following resolution:

CONSIDERATION OF PtLRKVIEW OAK�S ADDITION

Mr, Maddy brought up the consideration of pernutCing N�. G"rlson Co install
his own water and sewer in Parkview Oakes, T�ere was considerable discussion
regarding the same, It was pointed out that Arvid E. Carlson and Sons, Inc „
are in the business of home construct�on rather t�an sewer and water contracCors
and that the City should not alloca construction of public util�ties by any com�an�
other than those that have es[ablished a reputat�on of Ueing expexienced in the
installation of util�ties.
' Mr. Kirchman indicated that he did not believe the woxk previously installed hy
Carlson within the City of Fridley was of good enough to estabiish Carlson as
a qualified Sewer & Water Contractor.

Mr. Maddy �resented to the council the consideratzon of a proposed Meat Pac?caging
and Frozen Food P1ant to be loaated north of Osborne Road, easC of Che Norther.n
Pacific Railroad tracks. He advised the Council that the people who proposed to
build the plant would have to have a guarantee from the City of Sewer and Water being
available within three months.
The council advised Yhat they did not think tha� assurance could be given and
suggested that Che party attempt to acquire land where �hose facilities are
available.
