RESOLUTION NO. 146 — 1960 EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF A SPECIAL MEETING HELD OCTOBER 25th, 1960, AT 7:30 O'CLOCK,P.M., AT THE CITY HALL CITY OF FRIDLEY MINNESOTA. Pursuant to due call and notice thereof, a Special meeting of the City Council of the Cit.- of Fridley, Minnesota, was duly held at the City Hall in said City on Tuesday the 25th day of October, 1960, at 7:30 O'clock, P.M. The following members were present: and the following were absent ;r Y' The Clerk announced that_the proposed assessment for SEWER AND WATER IMPROVEMENT PROJECT NO. 22 — 1959 had been filed in his office on the 4th day of October, 1960, and that notice of a hearing on said assessment to be held at the Special meeting of the Council on the 25th day of October, 1960, had been given in the form and manner as provided by Law. The Clerk presented an affidavit showing publication of such notice in the official news- paper, which -affidavit was examined and found satisfactory and ordered placed on file. The Mayor announced that the meeting was open for consideration of objections to the assessment heretofore filed with the City Clerk for SEWER AND WATER IMPROVEMENT PROJECT NO. 22 — 1959 The Clerk reported that written objections had been filed by the following persons affecting the following described lots, pieces or parcels of land, to —wit: NAME OF OBJECTOR OBJECTION The following persons were then heard and presented their objections to said assessment: NAME OF OBJECTOR DESCRIPTION OBJECTION After due consideration of all said objections, Councilman introduced the following resolution and moved its adoption: RESOLUTION CONFIRMING ASSESSMENT FOR SEWER & WATER IMPROVEMENT PROJECT NO. 22 — 1959 BE IT RESOLVED By the City Council of the City of Fridley, Minnesota, as follows: 1. The City Clerk has with the assistance of the engineers heretofore selected by this Council for such purpose, calculated the proper amounts to be specially assessed for the SEWER AND WATER IMPROVEMENT PROJECT NO. 22 — 1959 in said City against every assessible lot, piece or parcel of land in accordance with the provisions of law, and has prep-red and filed with the City Clerk tabulated statements in duplicate showing the proper description of each and every lot, piece or parcel of land to be specially assessed and the amount calculated against the same. 2. Notice has been duly published as required by law that this Council wou-id meet in special session at this time and place to pass on the proposed assessment. 3. Said proposed assessment has at all times since its filing been open to inspection and copying by all persons interested, and an opportunity has been given to all interested persons to present their objections, if any, to such proposed assessment, or to any item thereof and no objections have been filed; except 4. The amounts specified in the proposed assessment are changed and altered as follows: 5. This Council finds that each of the lots, pieces or parcels of land ennumer -ted in said proposed assessment as altered and modified was SEWER AND WATER IMPROVEMENT PROJECT NO. 22 — 1959 in the amount in said proposed ,assessment as altered and modified by the corrective roll in the amount set opposite the description of each such lot, piece or parcel of land and that said amount so set out is hereby levied against each of the respective lots, pieces or parcels of land therein described. 6. Such proposed assessment as altered, modified and corrected is Affirmed, adopted and confirmed, and the sums fixed and named in said proposed assessment as altered, modified and corrected, with the changes and alterations herein above mzde, are affirmed, adopted and confirmed as the proper special assessment for each of said lots, pieces of parcels of land respectively. 7. Said assessment so affirmed, adopted and confirmed shall be certified to by the City Clerk and filed in his office and shall thereupon be and constitute the special assessment for SEWER AND WATER IMPROVEMENT PROJECT NO. 22 — 1959 B. The amounts assessed against each lot, piece or parcel of land sh-11 bear interest from the date hereof until the same have been paid at the rate of six per cent 6% per annum. 9. Such assessment shall be payable in one and twenty equal annual installments payable on the 1st day of J,.nuary in each year, beginning in the year 1960, and continuing until ail of said installments shall have been paid, each installment to be collected with taxes collectible during said year by the County auditor. 10. The City Clerk is hereby directed to make up and file in the office of the County Auditor of Anoka County a certified statement of tl,e amount of all of such unpaid assessments and the amount which will be due thereon on the 1st day of Janu ry in each year. The motion for the adoption of the foregoing resolution was duly seconded by Councilman , and upon vote being taken thereon the following voted in favor thereof: and the following voted against the same: WHEREUPON SAID RESOLUTION WAS DECLARED DULY PASSED AND ADOPTED ON THIS 25th DAY OF OCTOBER , 1960 MAYOR - T. Brunsell RESOLUTION NO. 147 - 1960 RESOLUTION AWARDING SALE OF $1,603,000 GENERAL OBLIGATION IMPROVEMENT BONDS, FIXING FORM AND SPECIFICATICt4S THEREFOR, DIRECTING THEIR EXECU- TION AND DELIVERY AND PROVIDli,G FOR THEIR PAYMEi,T BE IT RESOLVED by the City Council of the City of Fridley, Minnesota, as follows: 1. The bid of JOHN NUVEEN & CO. (and Associates)-to purchase $1,603,000 Improvement bonds of 1960 is hereby found and determined to be the highest and best bid received and shall be and is hereby accepted, said bid being to purchase said bonds bearing interest as follows: ' 4.50% on all bonds maturing in the years 1963 to 1965, inclusive 4% on all bonds m ^turing in the years 1966 to 1970, inclusive 4.1% on all bonds maturing in the years 1971 to 1974, inclusive 4.2% on all bonds maturing in the years 1975 to 1982, inclusive together with an extra coupon of 1.4% on all bonds for the period of January 1, 1961 to January 1, 1962. The treasurer is directed to retain the good faith check of the purchaser pending completion of the sale and delivery of of the bonds, and the City Manager is directed to return the checks of unsuccessful bidders forthwith. 2. The ©ity of Fridley shall forthwith issue its negotiable coupon Improvement Bonds of 1960 in the principal amount of $1,603,000, said bonds to be dated October 1, 1960, to be 1,603 in number and numbered 1 to 1603, both inclusive, in the denomination of $l,000 each, bearing interest as above set forth, payable July 1, 1961, and semi -- annually thereafter on January 1 and July 1 in each year, and maturing serially on January 1 in the years and amounts as follows: $118,000 in 1963, $75,000 in 1964, 1969, 1974, 1979 and 1982, $80,000 in 1965 to 1968, both inclusive, 1970 to 1973, both inclusive. 1975 to 1978, both inclusive, and in 1980, and , $70,000 in 1981, all bonds maturing after January 1, 1976, being subject to redemption on said date and any interest payment date thereafter in inverse numerical order at par and accrued interest. 3. Both principal of and interest on said bonds shall be pay- able at the main office of the American National Bank of St. Paul, Minnesota and the City shall pay the reasonable charges of said bank for its services as paying agent.
