EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF FRIDLEY,
OF A REGULAR MEETING HELD JUNE 18, 1962, AT 8:00 O'CLOCK P.M. AT THE CITY
HALL, CITY OF FRIDLEY, ANOKA COUNTY, MINNESOTA.
The matter of the construction of certain improvements, and the
hearings held heretofore on the same were discussed, and Council being
fully advised in the matter, Councilman Johanson introduced the following
resolution and moved its adoption.
RESOLUTION NO. 54 -1962
A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS, AND ORDERING ADVERT-
ISEMENT FOR BIDS.
WHEREAS, the resolution of the City Council adopted the 21st day
of May, 1962, set the date for hearing on the proposed improvements, as
specifically noted in the notice of hearing attached hereto for reference
as EXHIBIT "A ", and
WHEREAS, all the property owners whose property is liable to be
assessed with the making of these improvements (as noted in said notice)
were given ten (10) days published notice of the Council hearing through
two (2) weekly publications of the required notice, and the hearing was
held and the property owners heard thereon at the hearing, as noted in
said notice.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of
Fridley, Minnesota, as follows:
1. That the following improvements heretofore proposed by Council
resolution are hereby ordered to be effected and completed as
soon as reasonably possible, to -wit:
(a) All of the improvements as noted in the notice of hearing
on the same as are noted (in Exhibit "A" in said notice)
except (none); that the work involved in said improvements
as listed above shall hereafter be designated as:
STORM SEWER, SANITARY SEWER AND WATER IMPROVEMENT PROJECT
NUMBER 58
2. The plans and specifications prepared by Comstock and Davis, Inc.,
Consulting Engineers, 1446 County Road "J," Minneapolis 21, Minnesota
for such improvement and each of them, pursuant to the Council resolutions
heretofore adopted, a copy of which plans and specifications are hereto
attached and made a part hereof, are hereby approved and shall be filed
with the City Clerk.
3. The work to be performed under STORM SEWER, SANITARY SEWER AND WATER
IMPROVEMENT PROJECT NUMBER 58 shall be performed under one contract.
The City Manager shall accordingly prepare and cause to be inserted in the
official newspaper advertisements for bids upon the making of such improve-
ments under such approved plans and specifications. The advertisement shall
be published for 3 weeks (at least 21 days), and shall specify the work to
be done and will state that bids will be opened and considered at 8:00 o'clock,
P.M., on the 2nd day of July, 1962, in the council chambers of the City Hall,
and that no bids will be considered unless sealed and filed with the City Clerk,
and accompanied by a cash deposit, bid bond, or certified check payable to the
City of Fridley for five percent (5%) of the amount of such bid. That the
advertisement for bids for STORM SEWER, SANITARY SEWER AND WATER IMPROVEMENT
PROJECT NUMBER 58 shall be substantially in form as that noted in Exhibit "B"
attached hereto for reference and made a part hereof.

AND ;STIYATFS OF THE COSTS OF CERTAIN IMPRO=241TS
( STORY, SEWER - POLK ST. - LYNDE DRIVE)
BE IT RESOLVED By the Council of the City of Fridley as follow a:
1. That it appears in the interests of the City and the prop-
erty owners affected that there be constructed certain
improvements to -wit:
a) Storm Sewer Improvement in Polk Street from Lynde
Drive to a point approximately 120 feet South.
2. That Comstock and Davis, Inc., consulting engineers are
hereby authorized and directed to draw preliminary plans
and specifications, and to tabulate the r -suits of their
estimates of the costs of said improvements and to make
a preliminary report of findings to the City Council when
the same are Drepared, not later than the earliest date con-
venient.

WHEREAS, the City Council of the City of Fridley, Anoka County,
Minnesota, has deemed it necessary and expedient that the improvements
hereinafter described be made.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT on the 4t?, day of

NOTICE TO CONTRACTORS
Sealed bids will be received, publicly opened, and considered
by the City Council of the City of F]?idley, Anoka County, Minn-
esota, at the office of the City Manager in said City on the 2nd
day of July, 1962, at 12:00 o'clock Noon for the furnishing of work
and materials for the installation of Storm Sewer, Sanitary Sewer
and Water Improvement Project Number 58.
The project consists of the following approximate quantities:
4,200 Lin. Ft. 8" and 6" Sanitary Sewer Lines and
appurtenances.
2,100 Lin. Ft. 6" and 1" Water lines with appurtenances.
280 Lin. Ft. 15" to 27" RCP Storm Sewer, Manholes, Catch
Basins and appurtenances.
All in accordance with plans and specifications prepared for the
City of Fridley, Minnesota, by Comstock 9 Davis, Inc., Consulting
Engineers, 1446 County Road "J ", Minneapolis 21, Minnesota, Tele-
phone: SUnset 4 -9346.
Plans and specifications may be examined at the office of the
City Manager, and copies may be obtained for the Contractor's indi-
vidual use by applying to the Engineers and depositing with the
Engineers $25.00 for each sAt. The deposit will be refunded to each
bidder submitting a bona£ide bid upon return of the documents in good
condition within ten (10) days from the date of opening bids.
Bids must be made on the basis of cash payment for the work, and
accompanied by a cash deposit, certified check (on a responsible
bank in the State of Minnesota), or a bidder's bond and made pay-
able without condition to the City of FridLey, Minnesota, in an
amount of not less than 5n of the total amount of the bid.
The City Council reserves the right to reject any and all bids
and to waive any informalities in any bids received without expla-
nation.
No bid may be withdrawn for a period of thirty (30) days.
