I understand that there is ea excellent poeaibility that tiy City of
Fridley may negotirate with the Northern States Power Companq to aoquire their
ialend located about opposite Charlea Street for park and recreation purpoeea.
I elso understand th�t there ia a proposel to construct eeveral spartment haaas�
aad merina on the shore opposite the lower part of this property. Yw have aeked
thet I oomnent about the possibilities of develop�ent o£ the ialand� aad aleo
about the relationship of the apartment development to the recreation area xhfoh
the island affords to the City.
Cf course it is quite obvious to me that we should acquire the ielead for
recreational pur�,oses. Z would viaion the uae to be mainly for picnicing ead
related uaea. It should not be highly developed� but left in rather a ruatio 8tnt�.
Such use would orob�bly require some tables� fireplaces and perhapa eventn.?�v ,
water and toilet £acilities. Perhaps vell deaigned priviee might be acceptable for
n short time, eltho ve are becoming quite conscious of water pollution aad such
uaes may be £rovned on quite aoon.
Oae of the main concerna for proper developrsent and uae for thia ialaad
vill be access to it. We must be sure that there is public socese to the island�
and th�t there should be a turn-around and parking. Cf courae there will be no
auto acc�ss to the ieland, but only foot access.
I have seen the proposal for the apartment developmemt. They propoae to
instttll a small da:a at the head of the lagoon made by the etrip of water betweari the
island and the mainland which they xill develop. I should like to reco�end that
such a dam� if built, be an earth dam with a suitable sized culvert� plue dreEigiag
upstream to the main river� to allow controlled flow of uater to keep the lagoar
f2�esh. The top of the dnm shoi.tld be wido enovgh to a£ford an ample foot path. /le
I understand the pinn of the npartment developers, they vould inatall a mnrina on
their property. I feel that your parks depertment ahouid aleo plan on the poeaibil-
ities some timo of installin� a a�arins also in the same lagoon. This will require
so� more study to detonaine whether or not there is enou�h space for a dval mnrina.
If not� there moy lyive to be some dred�in� on both sides.
I understend that thc City of Fridley is nov seriously oonsidering the
necessary actions which would meke possible the apartment development. This would
includc the vacation of a part of Charles Street� end dedicating in its place an
