The Meeting was called to order by Chairman Hughes at 8:00 P,M.

DISCUSSION OF CONSULTANT'S PROPOSAL
The proposal by Braddock dated May 2, 1967 was read. The following points were
considered to be unclear:
1. The second paragraph on page two is not clear.
2. The actual prices being quoted are not completely clear.
3. The percent fees quoted appear to be fair, but knowledge of what is
usually charged by men in the field is not available at the moment.
The Commission feels that the need for a consultant will exist whether a full-
time City Planner is hired. The work to be done is that which is specifically
aimed at parks.and recreation and would supplement the City Planner's job.
The Commission considered the types of questions to be given to the Consultant.
Questions on development of presently owned park land, and the solution of park
problems in specific neighborhoods were discussed.
The Commission felt that any problem in duplication of effort between a City
Planner and the Park Consultant can be resolved by proper management. Such
� management would be applied by the City Manager, the Parks and Recreation
Director, the Flanning Commission, the Parks and Recreation Commission, and
the City Council.
It was felt that the Council should be consulted in regard to their wishes be-
fore taking any action toward hiring or negotiating with a Park Consultant.
MOTION by Spence, seconded by Fitzpatrick that the Commission receive� Mr.
Braddock's letter of May 2, that we submit it to the City Manager for evaluation
of its terms, and that we indicate to the City Council that it is our desire to
enter into an agreement with Mr. Braddock along the general lines of the letter.
If the Council agrees with this idea, the Commission requests authorization to
utilize the services of the City Attorney to draw up a contract with Mr. Braddock.
In discussion, it was pointed out that members of,the Commission had met with
Mr. Braddock twice before requesting the proposal from him. The Commission bud-
geted $1200. for such services in 1967 and would expect to spend no more than
that for Mr. Braddock's services. If a contract is entered into it would be
considered by the Commission to be strictly on a trial basis. The Motion Carried.
WEED CONTROL � •
The Moore Lake Beach opens June 10, 1967. If control is applied, it should be
done soon. Quotes have been received from three (3) concerns.

Paul Brown states that treatment of the entire lake is beyand the limit of our
.budget if we want complete control. Treatment of the East side of the lake is
a must. The director recommends treating the beach area with Ortho Diquat for
� weeds and Copper Sulphate to control algae. This year's budget will allow this.

Lake Improvement Consulting Service want to use West Moore Lake as a demonstra-
tion area for Ortho Diquat. They would treat a 60 foot strip around the perime-
ter (same 2000 lineal feet) at no cost to the City. Their price for doing the
other recommended work is $1290. Taking into consideration the free work, the
Lake Improvement Consulting Seraice proposal appears to the the most attractive
to the Commission. �
Killing the algae in West Moore Lake would improve the appearance even though it
will not eliminate rooted weeds.
MOTION by Cochran, seconded by Spence that the Commission authorize the treatment
of East Moore Lake with Ortho Diquat and Copper Sulphate and West Moore Lake with
Coppex Sulphate. The Commission recommends Lake Improvement Development Company
to do the work provided that no other company offers to do more work at the same
or lower price. The Motion Carried.
DEVELOPMENT OF SUPM�fIT SQUARE PARK
Concern was expressed that Summit Square Park will not be developed this summer
if time is spent in revising the Preliminary Plan on Project P-2. Mr. Fitzpatrick
stated that he and the citizens in the area prefer the plan as presented and feel
it should be built as planned without regard to the possible acquisition of add-
itional land in the area.
The Council has dire.cted Pau1 Browri to determine whether the lots on Altura Road
now being acquired are buildable. If they are, it may be possible to buy and move
houses adjacent to Summit Square onto the Altura lots.
An alternative to plan P-2 for the Park has not been drawn as yet; however, it
will be, and development of the Park this summer is still planned according to
Paul Brown. The Commission strongly recommended placing playground equipment and
the court on the portion of the park to the South of Hughes Avenue.
Faul Brown pointed out that even if the three houses adjacent to the North side
of Summit Square Park are acquired, there still would not be room North of Hughes
Avenue for a baseball diamond.
MOTION by Fitzpatrick, seconded by Cochran, to approve Preliminary Plan P-2 as
the final plan for Summit Square Park and authoriie construction of the plan.
Members Dunphy, Fitzpatrick and Cochran stated that the acquisition of the lots
ad}acent to the East edge of the area North of Hughes Avenue would not be a desir-
able addition to the park when a similar amount of money spent elsewhere in the
area would do more good. Chairman Hughes said he would prefer to see.the perma-
ment equipment installed South of Hughes Avenue so that if additional land is
added North of Hughes Avenue it can be put to use without regard tb permanently
•installed equipment. This approach would also avoid tearing up the street to
install a drain line. Mr. Fitzpatrick states that an advantage to the plan as
presented is that the neighbors adjacent to the playground area are enthusiasti-
cally�in favor of the plan. The neighbors to the South tract may not. ,
The n�ajority voting no, the Motion Failed.

Paul Brown stated that a revised plan for construction of Summit Square Park will
be ready ior the June meeting. This will allow plenty of time for construction
this summer.

a. Melody Manor Park - Construction on sewer and water installation by Nod-
land Construction Company is in progress.
b. Council Notes: April 10, April 17, May 1- Per your request, items of
interest to our departments will appear as extras with each months re-
port, This section of report will conclude this month.
c. Tree Planting - Seedlings were planted in Locke Park on Saturday, May
6th by 4-H groups. Letter of thanks has been mailed. A group of 500
were planted.
On May 13th, two Camp Fire Girl groups planted 450 seedlings in Locke
Park. Letter of thanks has been mailed.
d. Contracts have been mailed to six (6) maintenance men applicants for
this summers crew. Work wiil begin when school ends.
e. Relocation of ball field at Jay Park is underway. Backstop will be moved
to Northeast corner of park. Four foot fence will be installed along
West property line for protection.
n f. Anoka County will be providing the Park Maintenance Department with two
additional men this summer under the Youth Opportunity Corp Program.
Cost of labor comes from federal funds. Our obligation is only to pro-
vide men with work. This will be done.
II. Recreation
� a. St. Cloud Wrestling Tourney - Department first. Eighteen (18) boys
journeyed to St. Cloud on Saturday, May 13th and tied for first place
with Anoka and Coon Rapids. Fridley State Bank provided bus - No cost
to Department. Look for approval of this from Commission on a yearly
basis. Thank You letter mailed to Mr. Berry.
b. Choir Concert - Friday, May 19th at Fridley Junior High, 8:15 P.M. This
will conclude their year of activity. Eighteen (18) members participating.
c. Beach Opening - Moore Lake Beach will officially open on June lOth. Jim
Peterson will again be our Director. Contracts will be going out before
end of month to Three (3) Life Guards and five (5) Instructors.
d. Softball Registration - Another first for our department. An.Industrial
Mens Softball League has been started for the first time in Fridley. Six
teams make up this league. Winner and runner-up will advance to State
Tournament. Seven teams make up our Open Mens Slow Pitch Division. Winner
advances to State Tourney. The Firdley Softball Association has four mem-
^ bers on the board this year.
- e. Softball Tournement - On June lOth and llth, the Firdley Softball Associa-
tion will have their Thirty-two Team Slow Pitch Tournament. This will be
held in conjunction with the Fridley Festival. .

f. Contracts have been mailed to Playground, Day Camp, Baseball, Beach and
Tennis personnel for Summer '67 jobs. Response to application flier was
outstanding. Look forward to excellent staff.
g. Beach Sticker, Summer Bulletin and Summer Letter have been mailed to Frid-
ley residents.
h. Summer Registration - May 26th will be the last day for registration. Turn
out is normal so far. First day, Department collected $495.50 in fees.
