ROLL CALL � MEMBERS PRESENT: Hughes, Dunphy, Cochran, Spence, Fitzpatrick MEMBERS ABSENT: None OTHERS PRESENT: Don Obreza, 5221 Capitol Street, 560-5874 Paul Brown, Director, Parks and Recreation Department MINUTES, APRIL 24, 1967 On the third page of the minutes, under the heading 1968 Parks and Recreation Budget, the motion by Dunphy, seconded by Cochran wi11 be changed to read that appropriations for choir be eliminated in the 1968 Budget. MOTION by Cochran, seconded by Dunphy, that the revised minutes be accepted. The Motion Carried. MINUTES, MAY 15, 1967 On the first page of the minutes, under the heading Weed Control, the sentence, McKown seems to be the most reasonable, will be eliminated from the minutes. MOTION by Dunphy, seconded by Spence, that the revised minutes be accepted. The Motion Carried. LETTERS � Letter from Jack Dunphy to Rep. Blatnik - Subject: Problem of the Mississippi River being polluted by St. Cloud. MOTION by Dunphy, seconded by Cochran, that letter be received. The � Motion Carried. Letter from Smith Schuneman to Fridley City Council - Subject: Letter of appreciation from the Fridley City Band and the submission of their request for the 1968 Budget. � MOTION by Spence, seconded by Dunphy, that letter be received. The Motion Carried. Letter from Fridley Softball Association - Subject: A permit to sell beer at the softball tournament on June.lOth and llth, and a permit to have a pre-mix 7-Up machine at the regular softball games was requested. 'The proceeds would be donated to the city for recreational purposes. If the maintenance problem gets out of hand, a chan�e will be made. MOTION by Dunphy, seconded by Fitzpatrick, to receive the letter for further knowledge and offer their congratulation. The Motion Carried. Letter from Mrs. Don Walczak - Subject: Request for the contruction of a fence to border her property adjacent to Hackmann Circle Park. MOTION by Cochran, seconded by Dunphy, to receive the letter and that the Director check out the cost of such a fence and to go ahead with the construction of this fence if there are funds available. Letter from Jack Dunphy - Subject: The donation of shrubs and trees by builders from building sights as a gift to the city for transplanting. MOTION by Dunphy, seconded by Spence, that the Director discuss the request for the donation of shrubs and trees by builders from building sights as a gift to the city for transplanting with the City Manager and the Building Inspector and advise the Commission what can be done. The Motion Carried. � DIRECTORS REPORT _Council Notes will be deleted from the Memorandum. Council Minutes contain- ing information pertaining to the Commissian will be xeroxed and mailed to � the Commission. Fridley participants in the Wrestling Tournament held in St. Cloud tied for first place. The east side of Moore Lake is scheduled to be sprayed with ortho diquat at 4:30 P.M. on May 31, 1967, weather permitting. . The relocation of the backstop at Jay Park has been contracted for but is not underway. � The problem of providing beach stickers to residents living in apartments and residents not connected to city water was discussed. MOTION by Dunphy, se-conded by Spence, requested the Director to investigate the means by which an exact list can be obtained of the names of apartment residents, apartment addresses and the exact numbering of the individual apartments for the purpose of contructing a mailing list in order to provide beach stickers to these residents. The Motion Carried. L�cke Park was officially opened on Sunday, May 28, 1967, The director presented a reviewal of the winter program. MOTTON,.by Dunphy, seconded by Fitzpatrick, to table the discussion of the� � problems of the winter program unt.il.the June Meeting. Upon a voice vote, there being four ayes and one nay, the Motion Carried. 0 ._. -'�1 � � PARKS AND RECREATION CONIlNISSION MINUTES, MAY 29, 1967 PAGE 3 PLANNING COAM4ISSION REPORT nA report of the Planning Commission Meeting was presented by Chairman Hughes. If the park garage is going to be moved, the commission recommends the pur- chase of the ten acres east of the proposed Ice Arena. This site was chosen as most likely to acquire, financially available and the garage would fit in with the road access. � 1968 BUD�ET The spraying of Moore Lake, weed control, a skating instructor for the pro- posed Ice Arena, and irrigation for The Commons Park were added to the 1968 Budget. The Director is to get information from the Finance Director or City Manager concerning Code 475.41, Insurance and Bonds, and also to find out how depart- ment's share of insurance is arrived at. Under Code 475.50, Land, the Commission felt that specific land areas should be mentioned. The sum of $2,000.00 has been added to Code 475.54, Other Improvements, for irrigation purposes at The Commons Park, bringing the total to $20,260.00. Commission noted $1,600.00 for City Band included in Budget. The City Band requests their funds from �he City Council. MOTION by Cochran, seconded by Spence, that the $1,600.00 for the band be deleted. The Motion Carried. �IOTION by Cochran, seconded bv Dunphv to send the adopted bud,get of $207 �477 50 to the Citv Council. The Motion Carried S[JbIlNIT SQUARE ALTERNATE PLAN The alternate plan for Summit Square Park was presented by the Director. With Plan l, there is no room for improvement once the park if developed. With Plan 2, there is more flexibility although there would still be no room for a ball diamond, even with the acquisition of Lot 14, Block 1 and Lot 1, Block 8.. MOTION by Spence, seconded by Cochran, that Member Fitzpatrick show the two plans for Summit Square to the citizens in this area and get their opinion, and to table this item until this information is received. The Motion Carried. The Director is to check the area west of Main Street for possible park property. ADJOURNMENT The meeting was adjourned at 11:40 P.M.
