The meeting was called to order by Cha.irman Hughes at 8:U0 P.M.

MOTION by Spence, seconded by Cochran, that the Minutes of August 28, 1967
be accepted as mailed. The Motion Carried.
MINUTES, SEPTEMBER 11, 1967 ' _

be accepted as mailed. The Motion Carried.
MINUTES, SEPTEMBER 13, 1967

On the second page, first paragraph, fifth line, the worclsa "his park"
should be changed to read "this park".
MOTION by Cochran, seconded by Dunphy, that the revised Minutes of September
13, 1967, be accepted. :'he Motion Carried.
DIRECTOR'S REPORT
In addition to the Football Fields at The Commons Park, Riverwood School
and Rice Creek School, fields have been added at Sylvan Hills Park, Terrace
Park and Moore Lake.
A water hydrant will be installed at The Commons Park for use on the skating
rink this winter. It is the hope of the Department that the same can be done
at Flanery Park, and also the site of the rink moved from last year's location
to the south end of the park.
Vandalism is still down although some trouble still exists at Locke Park and
Moore Lake Beach. �
1967 installations at Madsen Park are cQmplete. Apparatus area, multi-court
and sodding are complete at 54th and 7th Street. The apparatus has been in-
stalled and the multi-court completed at Summit Square.
'The Department has received no response to the appeal made in the newspapers
for a name to the park at 54th and 7th Street. �
The cost of construction required to move the Police and Parks and Recreation
Departments into the new Civic Center was approximately $37,OOO.QO. Due to the
large fi�ure� involved, consideration of this proposal has been dropped by the
Council.
� In brie£ly reviewing the 1966 {Vinter Program, ski lessons were brought to the
attention of the Commission. It is the general consensus of the members of
the Commission, the Director, and the ski instructor that a better program�be
made available. Students would be bussed to a ski area rather than using the

hill under the water�tower at The Commons for these lessons.
A Special Parks and Recreation Commission•Meeting has been scheduled to be
� held on October 16, 1967. The purpose of this meeting is to consider the
1967-1968 Winter Program. "
PLANNING COI�M�IISSION REPORT, Chairman Hughes
Chairman Hughes presented to the Commission primary plans for a proposed sYiop-
ping center - apartment building complex in an area bounded by East River Road,
Liberty Street and Ruth Street. A recreation area wilT be provided that will
sufficiently serve its residents.
LETTERS
Letter from b4ember Dunphy to the Commissioner of Parks of New York City and the
letter recieved in answer - Subject: Dutch Elm Disease.
New York City has ha� much success in fighting the spread of Dutch Elm
Disease within its city: The loss of trees diminishes greatly every year.
They feel that diseased trees must be removed in early spring while the
disease is in a dormant period. Due to�the responsiblities as City For-
ester given the Director of Parks and Recreation by the City Council, the
matter of Dutch Elm Disease and Oak Wilt is of much concern to the Commis-
sion. A study of all trees in Fridley must be made,to determine the ex-
tent of the disease in the City. The Director is to study the City Ordi-
nance and is to determine the costs of carrying through with this study.
The Commission also requested the copies of the ordinance be sent to them.
� OLD BUSINESS .
5th Edition of Draft for Park Land Acquisition and Development Program
The City Council has scheduled a special meeting to be held on September 28,
1967 for the purpose of discussing this subject.
Neighborhood Visitations
The Commission agreed to take this item off the agenda for now. Due to the pre-
sently proposed bond issue, these visitations are not necessary at this time.
They will possibly be discussed at a later date.
NEW BUSINESS
Hockey Rink Locations � �
The Hockey Association of Fridley has requested_that the portable hockey rink
located last year at Rice Creek School be moved along side the J.C, hockey rink
for this coming winter's activities. This rink is lighted and a warming house
is provided whereas at Rice Creek School, this rink was neither lighted nor
was a warming house provided. With this proposed move, it would mean that there
would be two hockey rinks at The Commons, although on school property they are
maintained by the City, and one hockey rink located at I.ogan Park. Some of the
� members of the C�mmission feel that as long as only three rinks can be provid-
ed this winter, they should be spread out within the City.

MOTION by Dunphy, seconded by Spence, requesting the Chairman of the Commission
write a letter to the school board notifying them of the request to move the
� hockey rink former2y at Rice Creek School to a location close by the J. C. hoc-
key rink at The Commons, and inquire if such a move would upset any program
that they may have planned.. The Commission would appreciate any Comments on
� this change. It is the Commission's belief that by locating this rink close
to the J. C. hockey rink, although it would be on school property, many advan--
- tages would accrue: there would be three rinks next to a warming house and
they would be lighted. The Motion Carried.
Ordinance 348
According to the City Council at their meeting of September ll, 1.967, the re-
organization of the Planning Commission has �charged the Parks and Recreation
Commission to them. The Commission feels they are reponsible to the City Coun-
. cil through the City Manager. Commission requested that this item be placed
on the agenda for the next regular meeting.
Dedication of Parks
The Commission has been asked to be considering ways that newly developed parks
can be dedicated. They are to decide whether individual dedications at each
park would be best or whether one dedication program covering all parks would .
be best.
