MINUTES OF THE REGULAR PARKS ANp RECREATION CONIMISSION MEETING, OCTOBER 23, 1967
Meeting was called to order by Vice-chairman Dunphy at 7:40 P.M.

MINUTES, SEPTE�IBER 25, 1967
The Commission requested that on page 3, paragraph 2, under the heading Ordi-
nance 325, the entire first sentence be eliminated and that this item be placed J
on the agenda for the next regular meeting of the Parks and Recreation Gommis-
sion for possible reconsideration.
MaTION by Dunphy, seconded by Spence, that the revised Minutes of September 25,
1967 be accepted. The Motion Carried. _.

LETTER �
Letter from School District #14 to Mr. Robert Hughes, Chairman af Parks and
� Recreation Commission - Subject: Moving of hockey rink Iocated at Rice Creek
School to The Commons Park.

The School Board of District #14 felt it a better idea to move the hockey
rink from the Junior High School to The Commons rather than from Rice Creek
School. They would okay this move if the City would accept the responsibil-
ity of the moving andsthe maintenance of this rink. The Fark Department
and the Hockey Association of Fridley moved this rink on Qctober 21st and
22nd.
MOTION by Spence, seconded by Fitzpatrick, to accept this letter. The
Motion Carried.
Member Dunphy suggested that a letter of appreciation be sent to the Hockey
Association of Fridley thanking them"for their help in moving the rink from
the Junior High site plus their work in repairing and repainting the Jaycee
Rink. .
GUEST
The Director will study the total usage of the hockey rink located at Rice Creek
School this season. He will also work with the school on the scheduling of the
newly moved hockey rink.
:�ir. John Reeves �+tas introduced to the Comr.lission and asl:ed them to consider a
^ program of fishing for the children. The Cammission agreed to consider this
although they felt that a program like this could not be limited to any age group.
DTRECTOR'S REPORT
The Commission has not yet received any suggestions for the nami.ng of the park
located at 54*h and 1tn.

The Square Dance lessons have been terminated for the remainder of the year .
� -due to lack in participation, Another class wi11 be started after the first
of the year. .
The hill at The Commons Park will be lighted again f.or sledding this winter.
This hill was previously used for ski instruction t�ut the Commission has agreed
that a better ski instruction program will 'oe available`if the students are
bussed to a regular ski area. .
There has been a steady decline of vandalism since the summer months.
The Commission requested the Director to check with the Public Works Depart-
- ment as to whether or not they have taken core readings at Moore Lake. They
felt there was a possibility of taking fill from the area around Moore Lake
without breaking the water seal of the lake and usi_ng this fill at Locke Park.
�t was also requested by the Commission to know �Che Park Department's responsi-
bility in the removal of snow from sidewalks this winter. The Director �iill
also look into this matter for the Commission.
Report I, Review 1967 Summer Program
It was agreed that there is a great need for water fauntains in the parks,
� The Commision requested that a priority list be made of the parks which
should receive fountains before others.
n Some of the members of the Commission felt that some of the programs are
becoming too competitive instead of remaining recreational-, In programs
organized by the Department, everyone should have a chance to participate
regardless of the degree of their abilities.
The results of the summer programs were discussed. The Day Camp registra-
tion dropped slightly from last year although the program itself has im-
proved greatly. g
Report II, Plan for 1909
This item was tabled unti2 the next regular meeting of the Commission so
that the members could further study this report. ,
The question arose of whether or not;the money received from the sale of top
soil from Locke Park was put into reserve for the Parks and Recreation Depart-
ment. The Director will look into this matter.
Bond Issue
The possibilities were discussed by tre Cor.rmi.ssion �o arga.nize a meeting of
former Commission nembers and adv?se them on the ��ropased parks acquisition and
development bond issu�. They could then be iised as a nucleus in informing the
public of tllis bond zssue and answerzng questions that will arise.
