Meeting was called to order by Chairman Hughes at 7:45 P.b1.

MINUTES, OCTOBER 23, 1967
MOTION by Fitzpatrick, seconded by Cochran, that the Minutes of October 23,
1967, be accepted as mailed. The Motion Carried.
LETTERS
Letter from The Minnesota Transfer Railway Company to Paul Brown, Director
of Parks and Recreation - Subject: Vacating the portion of their land now
being used for a parking area at Locke Park. This land is needed to pro-
vide trackage to a future company.
MOTION by Cochran, seconded by Fitzpatrick, to receive this letter and
take whatever action is necessary at this time to comply with this letter
and request the Director and the Engineering Department.to recommend
future access and parking area for Locke Park. The Motion Carried.
n Certificate of the City Engineer recommending that final payment be made to
the D. W. Harstad Company for the foundation for the Park Garage according
to contract.
MOTION by Fitzpatrick, seconded by Cochran, that certificate be received.
The Motion Carried.
Letter from Vice-Chairman Dunphy to Chairman Hughes - Subject: Information
pertaining to the dredging of West Moore Lake.
MOTION by Cochran, seconded by Fitzpatrick, that this letter be received
and referred to the Director and the Commission for their consideration.
The Motion Carried.
Memo from Parks and Recreation Director to the City of Fridley - Subject: 1968
Meetings of the Parks and Recreation Commission. The Commission agreed that
the February 25th meeting should be on the 26th and the December 23rd meeting
was changed to the 16th. Also the December Meeting for this year was updated
to the 18th.
MOTION by Fitzpatrick, seconded by Cochran, that the 1968 �leetings Sche-
dule be adopted as amended. The Motion Carried.
COUNCIL MINUTES
^ The proposed Hullabaloo Club to be opened in Fridley has been approved by the
Mayor and City Council.

� DIRECTOR'S REPORT
Quarterly Budget Report
„
Code No. 471.30, Playground Materials, is over-budget due to many new ideas
contrived of by the Playground Director and also the change in the operation
of twa playgrounds to a full-day basis rather than a half-day basis.
Park Equipment Inventory
The Park Property Inventory Chart has been revise.d to include all park land
owned by the City and also the number of pieces of apparatus and equipment
located in these parks has been updated.
Park Pro erty Inventory
The Park Property Inventory Chart has been also revised and brought up to date,
although the recent purchase of the Fontaine Property is not shown. This newly
purchase property which consists of approximately 9 acres will bring the total
of all park land to approximately 219 acres.
Parks and Recreation Memorandum
The Ceco Building had been moved to Locke Park and will be used as a garage
by the Park Department.
n A check has been received from the State Government to reimburse the funds
used in the recent development of Madsen Park.
A large number of participants have turned out for both the Mens and Womens
Volleyball programs.
Parks and Recreation Progress Report
The amount of vandalism is remaining low. The Director feels that the posting
of vandalism signs in all the parks has greatly helped.

In his report, Chairman Hughes explained that the owners of the S.E. corner of
Section 24, or Innsbruck North, have requested that the zoning be changed from
R-1, permitting only single family dwellings, to PD, which would permit a plan-
ned development of single family dwellings, multiple family dwellings and a
small shopp ing center.
MOTION by Fitzpatrick,seconded by Cochran, that the Commission recommends
to the Planning Commission and City Council that they consider providing
an o en s ace for ark ur oses in this area. The Motion Carried.
PLAN FOR 1969
^ The Commisi_son agreed to provide the Director with an outline of their indivi-
dual desires.for 1969 while reviewing the 1967 and 1968 programs.

OLD BUSINESS
^ Request for Skating Rink .
The residents living near Riversedge Way between 63rd and 632 Ways N.E. have
requested that a skating rink be provided in this area. The site has been
. dished and prepared for a rink.
MOTION by Fitzpatrick, seconded by Spence, that the Commission approve
the addition of one rink between 63rd and 63Z Ways N.E. to the winter
schedule. The Motion Carried.
Naming of Park
MOTION by Fitzpatrick, seconded by Cochran, that the park located at 54th and
7th Street be named Oak Hill Park. The Motion Carried. .
Ordinance 348
The Commission agreed to take no action o�i this item.
1968 Budget
The Commission requested that copies of the revised 1968 Budget be sent to
them. The Director is to revise the 1968 Parks and Recreation Budget keeping
in mind the great need for new apparatus in the parks and also the importance
af recreation sports and programs over competitive sports.

Hockey Association of Fridley Agreement
The agreement�between the Parks and Recreation Commission and the Hockey Assocz-
ation of Fridley was approved and signed by Chairman Hughes.
Park Im�rovement Program
The Commission felt that it was a very good idea to hold a meeting with the
previous members of the Parks and Recreation Commissions for the purpose of
promoting the Park Improvement Program.. Mid-January was thought to be the
best time to hold such a meeting. They felt it was most important to keep
talking about this issue in order to keep it alive.
NEW BUSINESS
Mens Gym Night
It was suggested to the Commission that a gym be reserved in one of the schools
on one night a week for the purpose of a Mens Gym Night. On this night, men
could participate in several different types of sports for exercise and on a
recreational rather than a competitive basis. The Director will look into this
possibility further.
Use of Satellites
n The Commission felt that a program of this type would best be started in the
summer during�the playground program rather than in the winter months at the
skating rinks.
