PR 12/18/1967MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETTNG, DECEMBER 18, 1967 Meeting was called to order by Chairman Hughes at 7:45 P.M. ROLL CALL � MEMBERS PRESENT: Hughes, Dunphy, Cochran, Spence MEMBERS ABSENT: Fitzpatrick OTHERS PRESENT: Paul Brown, Director - Parks and Recreation Department MINUTES, NOVEMBER 27. 1967 MOTION by Cochran, seconded by Spence, that the Minutes of November 27, 1967, be accepted as mailed. The Motion Carried. LETTERS MOTION by Cochran, seconded by Spence, to accept letters. The Motion Carried. Letters from and to Mr. David Robb of the Walker Art Center and Mr. John Dunphy - Subject: Most park systems are developed to promote "active" recreation while many members of the commission feel the act of "passive" recreation should also be encouraged. Letters from and to Mr. Elpidio Rocha of the Kansas City Institute and Mr. John Dunphy - Subject: Parks should be developed in such a way to enhance their natural beauty. In other words, citizens should be able to just sit within their parks and enjoy them. The Commission agreed to invite Mr. Rocha to spend a day in .late April or early May in Fridley and challenge him with one of our undeveloped parks and see what new and ^ different ideas he could come up with. Letter to The Ford Foundation from Mr. John Dunphy - Subject: Inquiry as to whether a grant might be available by which our parks could be developed aesthetically rather than only recreationally. DIRECTOR'S REPORT Parks and Recreation Memorandu::q Member Eitzpatrick has requested that a light be installed on the pole at Summit Square. A light would help to prevent vandalism and would also make the park usable for more hours of the day. The Commission felt that its first responsi- bility was to the park and that the light could possibly be shielded in such a way to control the lighting and prevent it from being a bother to neighboring homes. Larger 500 gallon mobile gas tanks have been installed at the- warming houses. Minnegasco will provide complete service to these tanks and the only charge in- � curred will be �he amount of gas used. The groblem��of� running out of gas wil.l. be eliminated. Hockey registration has grown to 150 boys and more registrants are expected in the future weeks. The Director anticipates four teams entering the broomball competition. The number of square dancing participants has picked up consider- � ably. The arts and crafts classes has met with much success. Pete Peterson, instructor for square dancing, has requested that a New Year's Eve Party be held at the Civic Center. The Commission approved and the Director will submit the proper application to the City Manager. MINUTES OF THE PARKS AND RECREATION COMMISSION MEETING, DECEMBER 18, 1967 FAGE 2 Parks and Recreation Progress Report T'he skating rinks will be opened on Wednesday, December 20th. Warming house � attendants have been hired and assigned to each warming house. Park signs for Madsen Park and Oak Hill Park are being painted at the present time. PLANNING CONIMISSION REPORT - CHAIRMAN HUGHES The request that Innsbruck North'be rezoned from R-1 to PD has been turned down by the Planning Commission. The Planning Commission felt that a Planned Development consisting of multiple dwellings would raise the population of this area too greatly although they would like to have a Planned Development consisting of single dwellings in this area. PLAN FOR 1969 The Commission agreed to eliminate the Fourth of July Festival and offer our services to the Fridley Festival Committee for races and games at The Commons Park. The lack of recreational programs for the teenagers of the City was brought to the attention of the Commission. The possibility of sending a general questionaire to these boys and girls consisting of programs such as boys and girls softball league for the summer months was discussed. In this way their interests could be polled. n A playground at the North Park School will be added in the 1968 summer program. It was thought that in 1969, playgrounds should also be added at Madsen Park and Craig Park. The Commission felt that in the winter months, when the number of outdoor act- ivities is low, would be the best time to organize clubs such as camera, out- door camping, ham radio, stamp, etc. . OLD BUSINESS 1968 Budget - Revised (See Attachment) MOTION by Dunphy, seconded by Spence, tti�ct revised budQet based on Council action be submitted to City Council requesting approval of revised figures. The Motion Carried. ~ January Tea Sunday, January 21, 1968, at 3:00 P.M. was the date and time set for the informal meeting of past commission members. Invitations wi11 be sent. NEW BUSINESS Hockey Association of Fridley - Practice and Game Schedule ^ MOTION by Cochran, seconded by Dunphy, that schedule be approved with the ex- ception that in the 3:30 - 6:00 time slot on Sundays, one rink be always avail- able for free play. There would be no cost to the City. He would pile the loose brush in an open area where the department could burn it. The Director will check with the City Attorney on this. n 0 I 1 Shade Tree Evaluation The department has received two Shade Tree Evaluation booklets from the Inter- national Shade Tree Conference. These booklets will aid the City Forester in determining the value of shade trees in the City. . ADJOURNMENT • The meeting was adjourned at 11:45 P.M. Phone• 560-3450 PARKS AND RECREATION MEMORANDUM December 1967 I. Parks and Playgrounds: a. A sigri for our newl.y named park on 54th and 7�' St. has been ordered. "Oak Hill Park" as .you know, was named at our last meeting. The Cit.y Council has approved the naming of this property at their last meetin.g. b. Thirt.y young men attended our annual warming house attendants meeting at Cit.y Hall on December 11�'. �Jith this fine turnout of inen we will be assured of having our houses well staffed this season. c. Light standards have been installed at The Commons Hocke.y Rink. This work and effort is the product of the Hocke.y Association of Fridle,y. N.S.P, and the Telephone Company are also to be given credit. Now all we need is wire and the final hookup in order to get our power. Poles have also been installed at Logan Park. Lights will be comirg here also before the winter weather leaves us. d. Resolutions have been asked for of the Cit.y Council for 1968 items. l. A One Ton Dump Truck with Plow and 2. The second stage of our � Tree Beautification Program. e. All warming houses are prepared for this year's program of skating and winter recreation in our parks. f. Flag standards are being built for installation in Locke Park in respect to our third area for Ski Mobiles.� Upon completing these standards the.y will be properl.y installed. Area designated will be just abcve 69th Avenue. g. Larger mobile gas tanks have been installed at our six warming house locations for this comin.g winter season in order to eliminate the chance of running out of gas in the middle of a week-end or during our hours of operation. This has been done to make it more comfortable for our skaters and warming Yiouse attendants. Minnegasco is servicing our tanks this year. h. We have exchanged night lights at Pl.ymouth Square Park. The new light is now over the skating area and it does a better job. Another light has been installed at Madsen Park to help light the park area and also the skating surface. Two night lights will also appear at our New Park Garage are�. in Locke Park for vandalism protection plus night work. i. Hydrants have been installed at Flaner.y Park_ plus The Commons Park in order to have eas,y access to water for ice maintenance on skating rinks � plus easier water access for summer programs. tide thank our water depart- ment for these installations. II. Recreation: � a. Men's Volle.yball - Tuesday nights over at the Junior High Boys G.ym you will find a good turnout of inen working on their volleyball skills. A small informal schedule has been worked out and the men are now about half way into the program. Very successful program to date. ^ n b. Men's Basketball Leagues - The "A" Leaeue ended up with 5 teams entering this year's league. The "AA" League has 10 teams entered. An overall. increase in Men's Teams of 3 for the .year. Regular league play begins December 18th. Games will be at the Junior High Boy's Gym. c. Women's Volleyball - Kathy Schmitz has her best turn out of this program since its beginning. Informal play plus instruction are the order of the day with league play,coming up after the first of the year. Over 33 have registered. d. Hocke.y Association of Fridle.y - Over 120 boys signed up for Hockey. They have submitted for our approval a schedule of practices and games. e Men's Broomball - A poor turnout of teams came to our annual meeting. Play will be scheduled for Frid�,.y. Brooklyn Center anc� Brookl.yn Park will have teams. We look for a lea.gue of 6 teams. f. Arts and Crafts - 15 adults have registered for our Arts and Crafts Class. The.y meet in the lower level of the Civic Center. Ver.y en- couraged with the response to this new activity. g. Checker and Chess Clinic - We have obtained an instructor for this new activity. We will be offering this class after the first of the .yPar. h. Square Dance - The Square Dance group has requested the use of the lower level dancing area for a Square Dance on New Years L�'ve Nigh-t. Monthl.y sessions have been just fa�r in attendance.
