MINUTES OF THE SPECIAL MEETING OF THE PARKS AND RECREATION COhIl�IISSION, APRIL 1, 1968
Meeting was called to order by Chairman Hughes at 8:10 P.M.

PARK DEVELOPMENT - BOND ISSUE PROGRESS REPORT:
Chair.man Hughes met with City Manager Ankrum, Mayor Kirkham, City Attorney
Herrick,.Finance Director Brunsell and Bond Consultant Ehlers last week and dis-
cussed in detail the structure of the Bond and what it would cost the taxpayers.
Land Evaluation, Assessed Values and Limit on Bond Indebtedness were also gone
over in discussion. A possible 20 year pay plan on the General Obligation Bonds
was suggested. .
FEDERAL FUNDS - Are they auailable? Can we apply for them? These are
questions that were raised. The Commission needs more information on this sub-
ject. Mr. Braddock and Mr. Brown were asked to investigate this matter and come
back with information and recommendations.
BROCHURE MATERIAL PRESENTED - Mr. Braddock and Mr. Brown then presented to
the Commission for their suggestions and study a City map with neighborhoods out-
lined and specific areas where the bond issue would prevail in respect to land
acquisition and development. Commission then discussed what they wanted and what
they felt the people will want to know. Commission requested map to be revised
with all discussion and suggestions included for next meeting.
CITIZENS COMMITTEE - The need for a Citizens Committee is critical. All
members are to search for and come up with as many people they feel would be of
hel�p in promoting this upcoming bond issue.� People from all parts of Fridley will
be needed. A meeting will then be scheduled and all participants will be brief-
ed on park bond program. Members are to have contacts made by next meeting.

There being no further business, the meeting was adjourned at 10:20 P.M.
Special Meeting - A Special Meeting will be held on Monday, April 8, 1968,
8:00 P.M.
Next Regular Meeting - The next Regular Meeting will be held on Monday, April
22, 1968, 7:30 P.M.
