Meeting was called to order at 7:40 p.m. by Chairman Fitzpatrick.

Mr. George Reiter was present to ask for financial assistance for the operation of
a boxin�q gymnasiwn in Colwnbia Heights. Mr. Reiter started this type of work at a
Northside Settlement House and worked there for 18 years before it closed down. Mr.
Reiter and his son-in-law are now operating a gym in Columbia Heights „ which was
opened seven years ago. Last year they had 305 boys. They've been open foux nights
a week and they've won the Championship for seven years in a row. They could only
enter 201 boys due to the increaed entry fee, so some of the boys were unable to
attend.
The program involves boys ages 10 to 14 years. They hold their sessions at the Junior
High School two nights a week and at the Field House on the other two nights, from
6:30 to 9:00 p.m.
This year, Columbia Heights will be sponsoring the National Golden Gloves Tournament.
The entry fee will be $2.50 per boy, and it will begin on March 16, 1972, and lasting
a minimwu of five days, depending on the number of teams entexed.
The boxing program is operated in conjunCtion with President Kennedy's Physical Fitness
Programs. Mr. Reiter stated that he had often times he has paid money out of his own
pocket, to operate the program and enter boys, but he is now retixed and can no longer
do this. He mentioned that there were 38 or 39 Fridley boys registered last year and
they anticipate nearly 100 boys this year.
'' Mx. Stimmler ask what the overall cost of the program was? Mr. Reiter couldn't give
a figure, but he explained that each boy gets a trophy, regardless of whether he was
� a winner or not, and they have a fund raising dinner to help pay for these. They have
seven teams and each team wins a team trophy.

Mr. Fitzpatrick asked what the yearly total budget was? Mr. Reiter stated that they
bought 305 trophies. The majority o£ the boys get $4 trophies and the outstanding ones
xeceive a $8 trophy.
Mr. Brown asked what the injury record was? Mr. Reiter stated that they have had
no injuries.

said that anything would be appreciated.
Mx. Fitzpatrick irfa�ned Mr. R�it�r that the City and the Commiss�on doi,'t noY�mally
donate to private individuals. We operate our own progxams.
Mx. Fitzpatrick thanked Mr. Reiter and said that the Commission would cor�sider his
raquest and inform him of their,decision.
SR. CITIZFIV�S PROGRAM FOR FRIDLEY�
Mr�. Ray Hartung was present, representing the Fxidley United Methodist Church, Set�ior
Citizen's Pxpgram. The Suburban Recxeation Association asked the Ci.ty of Fridley to
hlelp sponsor a pxogxam for Senior Citizens in Fridley, and after checking, i.t w�s
discovexed that the Fxidley Unites} Methodist Church was already o£faring something
fox this particular group. Both the Church and the S.R.A. were invited to ua �xesdnt
at the November Co�nmission meeting to discuss these programs and s�� i� they c�uld
work together.
Barbara Bailey, o� the S.R.A., and Mxs. Hartung stated that they had met and di,scussad
the two programs and they thought they could operate together quite nicely.
^ Mrs� Hartung said that the Church had a free dinner and 41 Senior Citizens fram all
over Fridley, attended. They felt that this was a good turnout. Their n�xt meeting
showed about 2Q in attendance. The•meetings are Qn Friday evenings,
Accarding to Mrs. Bailey, Fridley has 513 citizens over ag� 65, The S.R.A. and the
Church want to combine their efforts. They wou�d prefer to �eet on the £�xst and
third Frid�ys of each month and wc�uld begin at 7:30, lasting until 9:30 p.m. Thay
xequested use of the Community Room and Mr. Brown informed them that they ws�uld have
Lo make this xequest through the City Manager's Office. They decided to request the
two dates in December and then make onE request for 1972. The dates in Aecember are
to be l�ecember 3 and Aecember 17.

Mx. Blair stated that he had work�d with Mr, Reiter about four years ago and also attonded
th.e dinnex, He stated that Mr. Moe is Mr. Reiter's son-in-law, and that ipx yeaxs,
the�r held these sessions in the basement of their hom4. Mr. Blair feels th+�t it's a
very woxthwhile program.
M�', Stimmler asked if the Fridley Jaycees could be approached fox £unds? Mx. &timmlex
£elt that� we�d be "sticking our necks out for somathing ov�er whiah we�d have no control."

Mr. Bl�ir again stated that it was a very good program. Mr. Stim�aler said that he d�dn�t
doubt that it was worthwhile, but he still wondered if it was our concexn?
Th� Conunission agreed that the Ci�y really couldn't become involved in a program which
they wouldn't have any authority over, and Mr. Blair said he, being a member of the
Fx�.dl�y Jaycees, will approach th� Jaycee President.

i1 HpCKEY ASSOCIATI.ON OF FRIDLEY:
Mr. Stimmler spoke to the Commission, as President of the Hockey Association of
Fridley. He informed the Commission that St. Anthony had asked to enter a team in
our league and Spring Lake Park / Blaine had requested a place for two teams. These
entries would be in ou.r Hot�se Bantam League. This would make a total of eight teams
in the Bantam Hause Division. Mr. Stimmler said that he needs the approval uf the
Commission to allow these teams to enter the program, on a reciprocal basis.
Mr. Blair asked if this would place undue pressure on our available ice time? Mr.
Stimmler said that it would not.
Mr. Blair asked about goalie equipment. Mr. Stimmler said that he didn't know about
that. Mr. Brown informed them that there is a set of Hockey Goalie Equipmant
available at each Hockey rink for this purpose.

Mr. Brown drew the Commission's attention to the memo on the Ruth Circle area. The
propexty is now "locked up", but the final paperwork is still in the City Manager's
Office .
^ Mr. Blair asked when we would reach our saturation point on the purchase of park lands
_, and turn our thoughts to the development of what we have. Mr. Brown stated that we
were almost to that point.
Mac. Brown asked the Com�tission to refer to the memo ragarding the spending of monies
received through donations. Mr. Blair suggested that Mr. Brown and Mr. Volla�aan
prepare the ways and �eans to expend the monies received.

CIN ATTORN�Y�S LETfER. REd'aARDING COhMISSION AND TF� BI�GET:
In xesponse to a xequest ior.information and interpretstion on the Commission's
responsibilities as far as the Parks and Recreation Department Budget is con�erned,
Mr. Hexxick reviewed Chapter 7 of the Fridley City Charter and Chapter 24 of the
Fridley City Gade, The Commission was asking if there was a conflict of inconsistency
between the two provisions. According to Mr. Herrick, there is no conflict and the
Cominission should continue to operate as they have in the past.
The Commission asked fox copies of Chapter 7 of the City Charter and Chapter 24 of the
City Code. These will be mailed out by the Secxetary.
ATHLETI C.5 FOR G I RLS :
Mx. Blair recommended that we try to get a Girl's Basketball and Girl's Volleyball
� Program into aur recxeation system. Our Girl's Flag Football Program was most
successful and with Girl's Broomball coming up, Mx. Blair feels that tha other phases
of girl's athletics should be considered.

RICE CREEK NATURE TRAIL AND THE METROPOLITAN COt�+ICIL:
The Commission requested a copy of the letter to the City Manager, regarding the Rice
Creek Naturs Trail and the Metropolitan Council. This will be mailed.

Mr. Brown reported that the Boys Basketball program, which was originally set up to
be sponsored by the School District �14, Fridley Youth Foothall Association, and the
Parks and Recreation Departanent, would be spoasored by the School District only. The
change is glans was set forth by the School District, and the Department will no longer
be involved.
PARK FOREMAN ATTEI�ING OONFERENCE:
Mr. Brown informed the Com�nission that Ralph Volkman would be.attending a conference
on park lands, and that they would receive a full report upon his returr4.
