Stvanson, 3245 Arthur Street N.E., Friclley, who is the awner of Lot's 3, 4, and�5, Block 1, S�vanson Terrace Addition, located in Fridley on the north ericl of Ruth Circle Park. Mr. Sporre explained that Mrs. S�vanson will be hauing surgery ar�l is in need of the mr�nies fran the sale of the property. If the City does not purchase the property for an addition to �d.ith Circle Park, Mrs. Swanson will be selling the three lots for private hane-sites. A�culdesac woulcl have to be constructed on the street adjacent to Mrs. S�ranson's property, if three lots were to be used for building hanes. If the City purchased the lots, the culdesac would not be oonstructed. RutYi Circle Park is presently 3.6 acres. Mr. Sporre pointed out that these lots wnuld be ideal for the installation of termis courts, ball diamonds, or off-street parking for the Park. . This is the only chance the City will have for enlarging the Park. Because of the property � available within the �mnediate area, this would be the only opportunity for the City to construct any of these type of facilities. � Mr. Brawn asked for a time table for purchasing these lots. Mr. Sporre responded t3�at the constructian season was nearing and the decisions must be made before that t�me. . � Mr. Harris asked Mr. Brawn for the aimunt of money which had been budgeted for 1974, for the purchase of park lands. Mr. Brawn stated that thexe was $15,000.00 in the b�udget and quit;e a bit of it was already designated. � Mr. Harris asked for the Ca�missioners opinion'of purchasing just th�e two lots which would be adjacent to the Park. The third lot could be developed with�out the wnstruction of the culdesac. Mr.�Brawn asked Mr. Sporre if thirty days wauld be agreP.able for a decision on purchasing these lots? Mr. Sporre stated that it w�uld. � Mr. Harris stated that he sees � advantage in havirig the thi.rd lot and perhaps �an , agreenent oould be reached with Mrs. S�an.son in respect to the twr� lots. Page 2 .: ► ��► ' :t� ' a. � �i��� � Mr. Peterson pointed out that at many of our parks, off-street parking is a real problan, arHd he wc>ndered if it w�uld be the same at Ruth Circle? Mr. Peterson stated that he was not fa�iliar with the situation and what was inter�ded for that area over the years, but couldn't the extra lot be used for sanething? Mr. Brc�m responded that yes, c� could use all three, but two would also be adequate. Mr. Peterson suggested that the CaYm.ission purchase all three lots. Mr. Harris asked what the Departrnent wnuld put on the three lots? Mr. Brc�wn said that the City would take the overall plan and adopt it to the size of the property available. He pointed out that the type of installations which are being thought of for the park, take up quite a lot of space. Mr. Harris asked if the Departinent had set up any type of guidelines which state that within the g'iven area, with a certain ntanber of people, there should be a certain ntunbex of park acres? For reference, he used 500 Y�s and a 1 acre park as insufficient,,and another area. where there's 500 hcxnes to be served by an 8 acre park which may be either adequate or more than adequate. Mr. Brawn stated that we did have this type of information available through the Camprehensive Plan. He went on to point out that the area is isolated by physical boundaries, such as the railroad tracks, East River Road, and Osborne Rpad. 'Mr. Harris said that the two lots would add about anotY�er acre to the total size of the park. Mr. Peterson stated that if it was a good idea to purchase two lots, it would be even better to purchase all three, especially since there w�ouldn't be another similar opportunity to enlarge the Park. nMr. Sporre said that he had spoken with the residents of the hcane located adjacent to the third lot, asking if they had any objections to the Park co�ning right up to their property line? They stated that they had no objections, since they have already installed a privacy fence. Mr. Harris felt that the first itan which should be investigated would be whether or r�ot there were assessnents owing and just what the actual aosts wr�uld be to the City. Mr. Brcx�m stated that this could be done. Mr. Brawn asked the CaYmissioners ta turn their attention to the dates for registering for the Stmmer Programs . Zt,x� weeks are set up •in May, fran the 6th to the 17th, when residents can cane into the office to register theix chiidren for events which . are offered by the Department. Each year the Department is faced with a large rnunber of people who miss registration, so late registratibn dates are offered. Plenty of noti,ce for registration is given through use of the weekly article in the Fridley Sun, the bulletins which are mailed out, it's put up on the camnxnity billboards, and n still, once the two-week registration is over, w�e often times end up registering ovex half of the total enrol]ment. What the Department is re�ding is that in th� past, the Departznent has set up a couple of Fridays when resi.dents can stop in to � register. This is a texribly busy time of year in the office ar�d it creates a real hassle with tY� additional traffic ar�d problems. If they can't get in in twu w�eeks, and the Saturday marning, then we feel woe've done our part. Mr. Harris referred to registration within the Hockey program, when they hold sessions in the evenings. A large rnunber of people ccsne in at that time. Mr. Brawn stated that this is scQnething which had not been tried, but was w�rthy of trying. Mr. Peter-son said that football and Little League Baseball also has a large nLUriber of registrations during the evening registrations. Mr. Brown said that eliminating the late dates will cause a great deal of ccmplaint from the citizexiry, but it's a problem which we must try to solve. Mr. Harris again suggested the possibility of having at least one registration during the evening. Mr. Brc�nrn stated that for 1975, the Depart�nent will plan to have sane registxation tin�s during the eveni.ng, but for this year, we will go over the schedule and cane up with one late date to be held in the evening, after the regular registration is canpleted. ;�.� �, � � : � ' : � Mr. Harris asked the Ccmmissioners to refer to the proposed park praperty within Rice Creek Estates. At the March 4, 1974 Parks and Recreation Ccs�mission meeting, it was voted to purchase the balance of property which is aver the normal 10� usually dedicated as park lands (within a develo�nent), and, also, to purcha.se lots 12 and 13 if the culdesac is placed in such a position to make the two lots � unbuildable. Z"he proposed area is appr�imately 3� acres in size, which is about 1 acre over the lOg dedication. Mr. Harris asked if there was any reason that the twn lots couldn't be ccgnbined and extended slightly into the Park {north)? Mrs. Arel said that the property was a drop-off. Mrs. Arel's property is to the south of the lots in question. The culdesac, if left where it was originally designed, would cut into the back half of her property. Mr. Harris feels that it is r�t justified to spe.nd a tr�endous amount of money to purchase these two lots which the City does r�t need. If the culdesac was installed and the City purchased the two lots, the City wr�uld be responsible for paying for that culdesac ar�d other special assessnents. Mr. Harris suggested that an Apprai.ser be asked to assess the worth of the two lots. , � Mr. Harris again suggested the possibility of co�nbini„c� the tw� lots and extending it into the south corner of the park, and add another lot in the nortYYwest corner so the builder isn't loosing another lot. Page 4 � 11. ►1 : � Mr. Milton Peters, a Fridley resident who lives near Camnons Park, was present to ask the Carmissioners for their opinion on a youth recreation center. He explained that the youth of Fridley,are in dire need of a place to go and this could be obtained through this type of program. It wr�uld involve both boys and girls, ages 11 to 17, and they would elect theis own Junior Mayor and Junior Council. The idea is to give the youth an inroad to future life. He also made reference to the fact that the effort iri 1960 failed. Mr. Peters requested a building to be located at the Ccntnons Park, because of its central location. Mr. Harris said that this woould be accanplished through the construction of tYie Y.M.C.A. designated for the northwest corner of the City. He explained that many of these same ideas can be handled through the programs at the "Y". ' . Mr. Peters stated that he thought the Y.M.C.A. should be located at Ccgnnons Park because of its central location. Mr. Harris stated that this was not possible. He referred to the original request frcen the "Y" to locate on West Nk�ore Lake and the ruling form the Attorney General which forbid the "Y" to obtain land awned by the City and designated for park purposes. Mr. Harris went on to explain that the 85th Avenue N.E. location was a good one because it services not only Fridley, but Blaine, Spring Lake Park, and Coon Rapids, as well. Mr. Peters said that it should be our primary concern to service the youth of Fridley first. Mr. Haxris said that the "Y" would be supported fran all four cc�munities and that the 85th Avenue location is centrally located for all four camnanities. � �� I The CcxraYtission thanked Mr. Peters for his concern and agreed to take the suggestion tuxier advis�nent. � � �► : ':�' : � Mr. Brown bri�fed the Ccnunissioners on the proposed sale or purchase of property at Flanery Park. At present, there is an older hame, located on a private lot, within the Park. The private property is surrounded on three sides by park lands. It is the recarmendation of the Departrnent to either purchase the ha�ue and enlarge the park, or sell the lot which separates the ho�r�e fran the other residental PmP�'tY - Mr. Harris asked if the house was new and perhaps wr�rth moving to another location? Mr. Brown stated that it was an olden c��ne. Mr. Harris asked lot which we presently awn is of value to the Departinent �or any specific purpose? Mr�. Brawn sai.d that off-street parking could be provided here, but it's only about the size of one lot. Mr. Harris recanmended that the City sell the lot, rather than purchase the Y�ccne. The trade is in the final stages. . _ . • . - �: �C� ►�1 n Mr. Blair, }.�ing a m�nber of the Planning Caimission, asked the Cca�missioners to discuss the proposed tree ordinance, which is also before the Planning Camiission for discussion. The City Council is requesting an opinion fran both groups. Mr. Blair pointed out that there are sevexal areas where the City and the Parks and Recreation Department would definitely encounter problan.s with the adoption of this ordinance. It was decided to make a rec�ation to the City Council in the form of a Nbtion, and to back it by taking each section of the ordinance and evaluating what the problc�ns mi.ght be . Mr. Peterson stated his objections to this section because there may be times, when, in the interest of good program managenent, it becc�tes•necessary to el�m�r�a_te trees. He stated that he had done scxr�e research on his awn, and fourbd that there are as manny trees today as there were when the pioneexs crossed the plains. This.is due to the forestry programs of planting and destroying trees. There may be times when it will becane necessary for the City to cut down scme trees for the overall schene of the system ar�d this ordinance wr�uld not permit it. The objection to this section being that we can't have any type of managesnent scheme where there are trees involved to make out pragrams less effective. Mr. Harris stated that this is not a reasonable restriction for the Parks and Recreation Departrnent to have to abide by when developing a park. Mr, Peterson pointed out that this ordinance deals with public property onTy and says n�othing about private property. � SECTION la is primarily concerned wi.th diseased trees. Mr. Blair reninded the. Canmissioners that thexe is already an ordinance within the City which controls diseased trees. �. • SDCTION lb deals with the maxiimun of 3 trees per acre to be destroyed. Mr. Blai.r said that this�really bogs u's dawn with respect to develogn�nt. He referred to the letter fran the Minnesota Departrnent of Natural Resources who stated that "where larger trees do not exist, it w�ould appear tha� it wr�uld be desirable to retain smaller trees with the spacing desired by the city to create a park-like affect." Mr. Peterson asked if there is presently an ordinarice which states that you can't cut•claan trees in the parks? Mr. Brc�+m said that there was, but it only deals with the willful�destruction. Otherwise, there is no controlling ordinance for planned � rem4val. Mr. Brown said that we should begin by saying that the basic idea of an ordinance is good. Page 6 ; �;� ►:► �► n Mr. Harris asked if it wuuld be in order to offer an ameridment which stated that in the interest of w�odlarxl managsnent, the ranoval or relocation of more than three authorized trees per acre wc�uld be permitted, if additional rc�noval was necessary for the aonstruction of a�particular park program? Mr. BTair responded by saying that the originators of the ordinance say that they will not accept any variations in the ordinance. It's to r�nain exactly as it's written. Mr. Harris said that relocating trees is not destroying th�n. SEC.TION 2 states that trees measuring less than 3 inches in diameter at a point 4 feet above ground are ex�t frcm the provisions of the ordinance. Mr. Harris stated that if this ordinance is passed,�there are certain parks which the City would not be able to develop because af the trees. All develognent wr�uld stop at the follawing areas: Ed Wilmes Park, Meadowlands Park, Riverview Heights Park (trails), West Mr�ore Lake Park, Locke Park (trails), Rice Creek Park (trails), North Innsbruck Park, and Rice Creek Estates Park (Goodc:o Develo�anent) . There w�uld be no new additional parks developed by the City. Mr. Peterson said that this is why he objected to the ordinance right away. 'There is no way that the Goodco dedication could be developed because of the location ax�d niunber of trees which are over 3" in diameter. This w�ould mean no additional ska.ting or hockey ri.nks, no ball diamonds, hard surface courts, tennis courts, etc. Mr. Brawn siad that if the ordinance passes, Goodco will have to build Yxxne� around the park groperty without touching any City trees. SECTION 3 referred to the trimming of trees on the street right-of�aay. Mr. Blair � sa.id that trees could be trimmed on the streets, but not in the parks. , � Mr. Peterson said that the intent of his Nbtion was to tell the City Council that the Parks and Recreation Ccamtissifln is not in favor of the proposed ordinarice. At the March 4th meeting, the Cc�anission went on record, supporting the golf course by 3 votes in favor and 1 vote to abstain. Mr. Harris said that he would like to see the Council review the Co�nission Minutes at a public meeting, and inform the residents that there are six or eight parks which will r�nain undeveloped if this ordinance is passed.
