RESOLUTION REQUESTING THE LEGISLATURE AND GOVERNOR OF
THE STATE OF MINNESOTA TO PASS AND SIGN INTO LAW SPECIAL
LEGISLATION FOR THE FRIDLEY HOUSING REPLACEMENT PROGRAM
BE IT RESOLVED by the Board of Commissioners (the "Commissioners") of the
Housing and Redevelopment Authority in and for the City of Fridley, Minnesota
(the "Authority") as follows:
Section 1. Recitals.
1.01. The Authority and the City of Fridley (the "City") have established
several housing programs over the previous years.
1.02. It has been proposed that the Authority and the City establish a pilot
Housing Replacement Program (the "Program") to eliminate blight and to
assist with the housing needs of the community.
1.03. Because of the small number of sites to be included in the Program, and
because of the complexity of administering the Tax Increment Act, the
Authority and the City are requesting approval for special legislation to
allow the City and the Authority to establish a pilot Program.
.._ Section 2. Findings.
2.01. The Authority hereby finds that the adoption of a pilot Program would
promote the purposes of the Authority as those purposes are defined in
Minnesota Statutes, Section 469.001, et seq. (the "Act") .
2.02. The Authority hereby finds that the Program will assist in the diminution
of blight and the alleviation of shortages of decent, safe, and sanitary
residential housing.
2.03. The Authority hereby finds that the preservation of the quality of life
in the City is dependent upon the maintenance, provision, and preservation
of an adequate housing stock; that accomplishing this is a public purpose;
and that in establishing the Program the Authority is acting in all
respects to benefit the citizens of the City in improving and otherwise
promoting their health, safety, welfare, and prosperity.
Section 3. Authorization to Deliver Resolution.
3.01. The Authority hereby approves this resolution and authorizes its chairman
and executive director to deliver a copy of this resolution to the
Legislature and the Governor and to provide the necessary testimony and
support to secure passage of the Program.
