QURESHI, CITY MANAGER FROM: SID INMAN, DIRECTOR OF CENTRAL SERVICES SUBJECT: STATEMENT OF CANVASS FOR THE SEPTEMBER 14, 1982 PRIMARY DATE: SEPTEMBER 28, 1982 Mr. Fitzpatrick asked the question of why there is a difference in the defective ballot count from one office to another. First of all as a clarification, if a person crossed a party line for any office, the total ballot portion for the partisan races was considered defective because of the split ballot. For example, if a person voted Independent Republican on all positions except for one, the entire partisan ballot was listed as defective. The answer to the specific question that Mr. Fitzpatrick raised is accounted for by the method in which the City classified absentee ballots. The category on the canvass referred to as "Overvotes" and "Undervotes" is a computer generated count which applies only to ballots cast the day of the election and counted by the computer and does not account for absentees. There is no category for undervotes or overvotes on absentee ballots in that they are not counted by the computer. Therefore, the difference in the total is a result of undervotes cast by absentee ballots being added into the category of defective or split ballots. We could have, in fact, prepared the canvass to show an additional column for a non vote by an absentee ballot. The rationale for adding them into the defective ballots was merely to simplify and shorten the process of canvassing. I have prepared a canvass of an election for your review reflecting the non votes by absentee ballots as an undervote. Again, this situation will not exist in any general election due to the fact that people can split party lines. Additionally, the undervote/ overvote term is used merely to tie out the total votes counted by the computer, therefore, the canvass that was approved by the City Council was correct and accurate.
