Notice is hereby given that a presidential primary election will be
conducted on Tuesday, April 7, -1992 .
The filing period for the presidential primary will open on
Tuesday, December 17, 1991. Candidates may file affidavits of
candidacy with the Secretary of State until Tuesday, December 31,
1991 (5: 00pm) . Nominating petitions may be filed with the Secretary
of State until Tuesday, January 28, 1992 (5: 00pm) . Affidavits and
• petition forms may be obtained from the Secretary of State.
Questions concerning election procedures should be directed to the
Election Division, Secretary of State, 180 State Office Building,
St. Paul, MN 55155; (612) 296-2805.
Please provide each municipal clerk in your county a copy of this

SUBJECT: ELECTION JUDGE SALARIES
DATE: FEBRUARY 11, 1992
Attached is a memorandum from Mark A. Geoghegan, Elections
Supervisor, Anoka County, regarding judges salaries (copy
attached) . The County is offering to pay the cities $. 15 per
capita for any city who pays their election judges $9.00 an hour.
The County would pay the City $4,250 ($.15 x 28, 335 = $4,250) .
We are now paying our head judges $7.00 an hour and $6.00 an hour
for the regular judges. In 1990, the total paid for election
judges salaries was $23,897. This figure includes both the head
and the regular judges.
The City would still have to pay an estimated $7,000 more in
election judge salaries even with the $4,250 from the County.
Please let me know what action you would like to take regarding
this matter as we must respond by February 14, 1992.

The County Board is considering the possibility of again authorizing payments to municipalities who
pay their election judges at least $9 per hour. As you'll recall in 1990 Anoka County provided a
county election judge subidy of 150 per capita for any city or town which paid its election judges at
least $9 per hour.
In order to determine if the county would do this in 1992 and how much the subsidy would be, we
would like the following information from you:
1. Number of judges you anticipate hiring for the 1992 general election
2. The hourly rate you anticipate paying those judges
3. Whether having the subsidy would be an incentive for you to pay your judges at
least $9 per hour.
A 15e per capita subsidy would result in an average 1992 election year reimbursement of$364.50 per
precinct.

We would like some direction as to what action the Council would
desire regarding the results of the Presidential Primary. Our
concern is whether or not Council would want an official statement
of canvass or if it would be possible to give Council an unofficial
recount of how the precincts voted along with a copy of the total
results that the County must prepare for the Secretary of State.
The County has offered to give the City a copy of the County-wide
Canvass of all the votes cast for this Presidential Primary.
If the Council prefers to have an official City statement of
canvass, we will see that this information is available for an
agenda item for Council action.

SUBJECT: THOUGHTS ON PRESIDENTIAL PRIMARY Qf..
Now that the 1992 presidential primary is behind us, I believe it
would be useful to reflect on our collective experiences
administering this election. From my perspective, the election was
well run, considering the uncertain environment in which we all
were forced to work. Please pass my commendations on to your local
officials and staff for their efforts in this election.
While this experience is still fresh in our minds, I would like to
request your assistance in documenting any problems which arose in
the administration of this election and would welcome any
suggestions for improving the process.
Was the presidential primary worth the effort? I believe it was. I
think all of you would agree with me that Minnesotans deserved to
have a part in the process ' leading to the selection of the most
important elected official in the nation. While no one was required
to participate, it appears that nearly 350, 000 voters did choose to
take advantage of this opportunity.
In my view, voter turnout is an important issue for election
administrators and a low voter turnout is very often a symptom of
some underlying problem. The turnout in the presidential primary
was lower than many had expected. Over the next several months, we
will attempt to determine why this was the case. However, I do not
believe that the presidential primary should be dropped simply
because many voters freely chose not to participate. Similarly, I
would not support the elimination of township and school district
elections simply because of their notoriously low rates of voter
participation and high per voter costs. Rather, I would prefer to
work to improve voter interest and participation in all Minnesota
elections.
Again, I welcome your thoughts, comments and suggestions on the
presidential primary.

Post-Election Meeting
I want to take this opportunity to thank each and everyone of you for your assistance in helping me
through my first election at Anoka County. All of your suggestions and cooperation have been much
appreciated by me and my staff. Although we all have had to deal with limited budgets and a short
time in which to prepare for this election, I am pleased that your overall election-day activities went
very well.
As we look back on this election and begin to plan for the September 15th primary, I would like to
solicit from you any suggestions, complaints, ideas or criticisms to improve the overall process. Please
feel free to be specific in identifying any election-related issues. Our goal is to identify how we can
collectively make this process better and continue to work closely together to accomplish that goal.
A post-election meeting all city clerks/election liaisons has been scheduled and will be held on:
