Subject: Amendment #1 to Development Agreement for Hyde Development
As staff has recently indicated, the demand for space on the former BAE site is leading
to a much quicker build out than originally projected by the developer. The quicker
timeframe requires that some changes be made to the development agreement.
Attached you will find a packet of information and a detailed memorandum from
Attorney Casserly regarding changes to the development agreement with Hyde
Development.
Staff recommends approval of the attached resolution authorizing the amendment to
the contract for private redevelopment between the Authority and Hyde Development's
Fridley Land LLC.

Subject: Gateway Northeast - Cielo Land Sale and Development Agreement
For nearly two years the Authority has worked with Trident Development on the
potential redevelopment of the properties we have referred to as Gateway Northeast.
Last September, the Authority approved a letter of understanding with Trident that
outlined the steps needed to bring a development forward. Following many months of
hard work, both the Authority and Trident are ready to move the project forward and
start construction this summer.
Attached you will find a memorandum from Attorney Casserly, as well as a copy of the
development agreement.
Recommendation:
Staff recommends the Authority hold a public hearing on the sale of the property to
Cielo Partners, LLC, as part of the approval of the contract for private redevelopment.
Staff recommends approval of the contract for private redevelopment, which includes
the land sale, of the Authority owned properties known as Gateway Northeast.

Subject: Public Hearing - Sale of 5909 Main Street NE - HRP
Shermer Homes, of Dayton, submitted a lot reservation agreement to build a new
home on the lot located at 5909 Main Street NE. At the time of writing this
memorandum, staff has not received a copy of the proposed home design, but expect it
will meet the HRA's criteria based on other homes Rick Shermer has built, or currently
has under construction in Fridley. Staff will have the drawings prior to the HRA's
meeting and will provide them at that time.
Provided the proposed home plans meet the HRP's criteria, Staff recommends approval
of the attached resolution, authorizing the sale of the lot to Shermer Homes for
$24,500.

Subject: Public Hearing - Sale of 5735 3rd Street NE - HRP/Gateway West
Home Detail Builders has submitted a lot reservation agreement to build a new home
on the lot located at 5735 3rd Street. The builder has been designing the home with
their buyer.
Home Detail are the builders of four of the other homes on this block. Home Detail
plans to build a two-level home, with a walkout on the back of the home. The exterior of
the home will utilize a blend of maintenance free materials and incorporate shakes and
stone on the front of the home.
The home will also have a nice finish on the backside of the home facing University
Avenue.

Staff recommends approval of the attached resolution, provided the drawings to be
submitted meet the criteria for the HRP program, authorizing the sale of the lot to Home
Detail Builders for $30,000.

HRA RESOLUTION NO. 2014-___
A RESOLUTION AUTHORIZING THE SALE OF RESIDENTIAL PROPERTY BY THE
HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF
FRIDLEY, MINNESOTA
BE IT RESOLVED by the Board of Commissioners (the "Commissioners") of the Housing and
Redevelopment Authority in and for the City of Fridley, Minnesota (the "Authority") as follows:
Section 1. Recitals.
1.01. It has been proposed that the Authority sell certain residential property (the "Property") described
below:

Section 2. Findings.
2.01. The Authority hereby finds that it has approved and adopted its Redevelopment Plan for its
Redevelopment Project No. 1 (the "Redevelopment Program") pursuant to Minnesota Statutes,
Section 469.001 et seq.
2.02. The Authority hereby finds that it has approved and adopted TIF District #18, Gateway West,
pursuant to and in accordance with Laws of Minnesota 1995, Chapter 264, Article 5, Sections 44
through 47; Laws of Minnesota 1996, chapter 471, article 7, section 22; Laws of Minnesota
1997, chapter 231, article 10, section 13; Laws of Minnesota 2002, chapter 377, article 7, section
6; Laws of Minnesota 2008, chapter 154, article 9, section 19, and Laws of Minnesota 2010,
Chapter 216, Section 4
2.03. The Authority hereby finds that it has performed all actions required by Minnesota Statutes for
the sale of the Property.
2.04. The Authority hereby finds that the sale of the Property promotes the objectives as outlined in its
Redevelopment Program and the Plan.
Section 3. Approval of the Sale.
3.01 The sale of the Property is hereby approved for a price of not less than $30,000.

Section 4. Authorization for Execution and Delivery.
4.01. The Chairman, the Executive Director and Assistant Executive Director are hereby
authorized to execute and deliver any documents necessary to effect the sale of the
Property.

Subject: Resolution Adopting Rosenberg's Rules of Order
As briefly discussed last month, the City Council and Commissions have changed their
parliamentary procedures from Robert's Rules of Order to the simpler Rosenberg's
Rules of Order (2011).

Parliament in England) have expanded, becoming lengthy and cumbersome to follow. Recently, staff
learned that many cities across the country are now using an alternative guide called Rosenberg Rules of
Order.

Recommendation
Staff recommends approval of the attached resolution, adopting Rosenberg's Rules as
the parliamentary procedures for the Authority.
RESOLUTION NO. 2014 __
PARLIAMENTARY PROCEDURES FOR THE HOUSING AND REDEVELOPMENT
AUTHORITY IN AND FOR THE CITY OF FRIDLEY
WHEREAS, research found the City Council adopted Ordinance No. 1 on July 1, 1949, defining
WHEREAS, after the City created a Housing and Redevelopment Authority, the Authority used
as their parliamentary procedure; and
WHEREAS, the City Council recently requested research be completed to determine what other
parliamentary procedures were available for use; and
WHEREAS, after City Council review
was found to be easier to understand than the process currently being used by the City Council
and Commissions; and
