Executive HRA Director Subject: Public Hearing - Sale of 587 Ironton Street NE - HRP Prestige Custom Homes of Blaine have submitted a lot reservation agreement to build a new home on the lot located at 587 Ironton Street. The builder has custom designed the home to fit on this 50' wide lot. The principal of Prestige Custom Homes, Inc. has over 40 years experience in constructing homes. Prestige builds everything from small starter homes to large executive homes. The builder has also done a number of remodel projects in conjunction with the Twin Cities Community Land Bank. Prestige plans to build a two-level home with approximately 1,144 square feet of living area. The home will have 2 finished bedrooms and 2 finished bathrooms, with room for an additional bedroom on the lower level. The exterior of the home will utilize a blend of maintenance free materials and will incorporate shakes and stone on the front of the home. (More detailed plans will be shared at the HRA Meeting). This home provides the design elements of the Housing Replacement Program, while fitting on a smaller 50' wide lot. Staff recommends approval of the attached resolution, authorizing the sale of the lot to Prestige Custom Homes for $27,000. HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF FRIDLEY COUNTY OF ANOKA STATE OF MINNESOTA HRA RESOLUTION NO. 2014-___ A RESOLUTION AUTHORIZING THE SALE OF RESIDENTIAL PROPERTY BY THE HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF FRIDLEY, MINNESOTA BE IT RESOLVED by the Board of Commissioners (the "Commissioners") of the Housing and Redevelopment Authority in and for the City of Fridley, Minnesota (the "Authority") as follows: Section 1. Recitals. 1.01. It has been proposed that the Authority sell certain residential property (the "Property") described below: Legal Description: Street Address Lots 29&30, Block F, Riverview Heights 587 Ironton St. NE Section 2. Findings. 2.01. The Authority hereby finds that it has approved and adopted a development program known as the Modified Redevelopment Plan for its Redevelopment Project No. 1 (the "Redevelopment Program") pursuant to Minnesota Statutes, Section 469.001 et seq. 2.02. The Authority hereby finds that it has approved and adopted a Housing Replacement District Plan (the "Plan") and created Housing Replacement District No. 1, pursuant to and in accordance with Laws of Minnesota 1995, Chapter 264, Article 5, Sections 44 through 47; Laws of Minnesota 1996, chapter 471, article 7, section 22; Laws of Minnesota 1997, chapter 231, article 10, section 13; Laws of Minnesota 2002, chapter 377, article 7, section 6; Laws of Minnesota 2008, chapter 154, article 9, section 19, and 2.03. The Authority hereby finds that it has performed all actions required by Minnesota Statutes for the sale of the Property. 2.04. The Authority hereby finds that the sale of the Property promotes the objectives as outlined in its Redevelopment Program and the Plan. Section 3. Executive HRA Director Subject: Approval to offer CEE's Home Energy Squad Program At the February 6th HRA Meeting, representatives from the Center for Energy and Environment (CEE) provided information on their new "Home Energy Squad" program. The new program is an improved version of the "Operation Insulation" program that the HRA & CEE offered some years ago. The Authority has worked closely with CEE since 1996 to administer the City's housing rehabilitation loan program and remodeling advisor service. The programs offered through this partnership have had a positive impact on Fridley's housing stock. The Home Energy Squad program promises to improve the overall energy efficiency of the City's housing stock, one resident at a time. The Home Energy Squad program allows interested residents, with no income limitations, to request a home visit. For $50 out of their pocket, homeowners will receive a visit from two energy experts. During the 2 hour visit, diagnostic tests are run to identify inefficiencies and the experts then install door weather stripping, water heater blankets, programmable thermostats, high efficiency light bulbs and efficient shower heads as needed. The total cost for each visit is $120. Each property visit would have a cost of $70 to the HRA and $50 to the homeowner. The old "Operation Insulation" program had a cost of $62 to the HRA and $62 to the homeowner. That program was simply a diagnostic visit and did not include installation of any products. The Home Energy Squad is a real value for the homeowner. If 1% of Fridley's homeowners took advantage of this program, it would only require an investment of $5,000 from the Authority. The Authority has more than adequate funds in its revolving loan fund to pay its share for these visits. Staff recommends the Authority offer the Home Energy Squad program to Fridley homeowners. The cost is minimal, it does not add to Staff's workload, and the savings from the efficient products installed are immediately realized by homeowners. INFORMATIONAL ITEM HRA MEETING - APRIL 3, 2014 Date: March 28, 2014 To: Wally Wysopal, City Manager / Executive HRA Director From: Paul Bolin, Assistant Executive HRA Director Subject: Northern Stacks Project Update______________________________ Paul Hyde's Northern Stacks development continues to move along at a quicker pace than anticipated. He has platted the property into 3 separate lots, allowing him to begin construction of the first building early this summer. He anticipates the first building will be completed by December of this year. The utility work and installation of a new traffic light will also be completed this summer. Hyde anticipates that starting construction on a 2nd and 3rd building, yet this year, is a real possibility based on discussions he has had with potential tenants. Paul Hyde would like an opportunity to provide an update on his project in May, during a work session. Staff and legal counsel anticipate that we may need to make some minor adjustments to the redevelopment contract to accommodate the quicker than anticipated redevelopment of this site.
