The following shall be minimum criteria for landscaping: (1) Sodding and landscaping shall extend across the entire front yard and side yards, including the boulevard. (2) All open areas of any site, except for areas used for parking, driveways or storage, shall be sodded, seeded or have vegetative cover. (3) All uses shall provide water facilities to yard areas for maintenance of landscaping. (4) All vacant lots, tracts or parcels shall be properly maintained in an orderly manner free of litter and junk. G. Maintenance. It shall be the responsibility of the property owner to ensure that: (1) Every exterior wall, foundation and roof of any building or structure shall be reasonably watertight, weathertight and rodentproof and shall be kept in a good state of maintenance and repair. Exterior walls shall be maintained free from extensive dilapidation due to cracks, tears or breaks of deteriorated plaster, stucco, brick, wood or other material that is extensive an d gives evidence of long neglect. (2) The protective surface on exterior walls of a building shall be maintained in good repair and provide a sufficient covering and protection of the structural surface against its deterioration. Without limiting the generality of this Section, a protective surface of a building shall be deemed to be out of repair if: (a) More than twenty-five percent (25%) of the area of any plane or wall on which the protective surface is paint is blistered, cracked, flaked, scaled or chalked away, or (b) More than twenty-five percent (25%) of the pointing of any brick or stone wall is loose or has fallen out. (3). Every yard and all structures, walls, fences, walks, steps, driveways, landscaping and other exterior developments shall be maintained in an attractive, well kept condition. (4) The boulevard area of a premises shall be properly maintained, groomed and cared for by the abutting property owner. H. Essential Services. (1) Connection is required on each lot served by City sanitary sewer. 03/94 205.R1-8 205.07.06. (a) At least one (1) off-street parking stall shall be provided for each dwelling unit. (3) The City shall require a Special Use Permit for any exterior storage of materials, except for B(2) above. D. Refuse. All waste materials, refuse or garbage shall be contained in closed containers as required under the chapter entitled "Waste Disposal" of the Fridley City Code. E. Drainage and Grade Requirements. A finished ground grade shall be established such that natural drainage away from all buildings is provided. The following minimum criteria shall apply: (1) The minimum elevation of finished grade shall not be less than one-fourth (1/4) inch rise per horizontal foot of setback measured from curb grade. (2) The City may specify a minimum finished ground grade for any structure in order to allow proper drainage and a minimum top of footing elevation to allow for connection to City utilities. The maximum slope (grade) on a driveway shall not exceed 1:10 (10%) above established curb grade. F. Fridley, MN 55432 Re: Keeping of Rabbits at 612 Lafayette Street N.E. Dear Mrs. Olson: TELEPHONE ( 612)571-3450 This letter will reiterate our conversation of July 29., 1981 and make clear the City's requirements to raise rabbits at the above listed address. It was brought to the City's attention on July 27, 1981 that the keeping of rabbits on your property was in violation of Chapter 301, Livestock Control, of the Fridley City Code. An on-site inspection on July 29, 1981 determined that the location of the hutches were approximately 10 feet from your property line. Section 301.04 states that, "...there shall be a strip of land at least 30 feet wide between abutting property and the area on which the livestock is kept." In addition, it should be noted that the keeping of any livestock within the City can result in some odors being emitted on warm, humid days. Therefore, special attention should be made to the periodic removal of feces and the cleaning of the hutches. Finally, it was observed that a sign advertising "Rabbits For Sale" was being displayed on the corner of Lafayette and East River Road. The City Sign Code does not permit this and the sign must be removed. A reinspection will be conducted on or about September 1, 1981 to determine compliance with the above noted items. Fridley, MN 55432 Re: Displaying a Sign on the East River Road Right of Way Dear Mr. Hegner: It was confirmed by an on-site inspection on April 19, 1983 that you were displaying a sign advertising "Rabbits For Sale" on a utility pole located at the intersection of Lafayette and East River Road. Section 214.031 of the Fridley City Sign Code does not permit any permanent signs other than governmental signs to be erected within any street right of way or upon any public easement. Therefore, the City must require that the sign be removed from this location. In addition, the City Zoning Code does not permit the displaying of any signs advertising a home occupation on the premises. It would be expected that after the sign is removed from the easement, it would not be erected at your residence. Recently, I observed a sign along East River Road indicating that you have rabbits for sale at your residence. only wall signage (up to 3 square feet) is permitted for home occupations and, as indicated in the enclosed ordinance information, over-the-counter retail sales are not allowed. I am aware from our records that you have a City livestock license for keeping the rabbits. Please take action to remove the sign and discontinue conducting this business as soon as possible. I will conduct a reinspection on or shortly after February 17, 1993, to verify that the sign has been removed. Dear Mr. Olson: The City of Fridley has established a City Code for the purpose of promoting a pleasant and attractive suburban environment. A recent inspection of the property at 612 Lafayette Street N.E. revealed that not all Cate requirements are presently being met. Listed below are items which do not comply with the City Code: 1. Please discontinue the improper outside storage of a large amount of lumber, two large barrelstfuel tanks, and other miscellaneous materials located adjacent to Kimball Street and behind a red accessory building. 2. Fridley City Code requires a livestock license for the keeping of rabbits. Please return the enclosed livestock license with appropriate materials attached. 3. Fridley City Code states that no accessory building or structure shall be permitted on any lot prior to the time of the issuance of the building permit for the construction of the principal building. Please take the necessary steps to join the property abutting Lafayette Street with the property abutting Kimball Street so all accessory structures on the Kimball Street lot can be brought into compliance with this code section. Your prompt attention in correcting this situation would greatly assist us in helping make Fridley a better place to live.
