McPhee SUBJECT: Application to park trailer at 7640 Lakeside. It has come to my, -attention by accident that Mr. Darrel Dobson has made application to park a trailer at 7640 Lakeside. Chapter 41 of the old and new ordinance codes provides provision for the occupant to matte application to the Council for a permit. This chapter also states that the application shall show recommendations of the zoning administrator and/or the Building -Inspector. No mention is made of the Health Official or the Board of. Health. Nevertheless, the S!nitaxian will in his capacity as a member's of the Board of Health and Sanitajian for the City make some comments and r:'econuaendations in regards to this case. The City Manager's Office has received two complaints dated October 8 and November 4, 1968 from Mrs. Clarence Wittmer, 7629* Lakeside regards two trailers on the property at 7650 Lakeside. The Sanitarian ordered the trailers be removed from the property. One trailer has been remvvc.1, . The Board of Health would recommend granting of a permit by the Council only if the following conditions are met as a minimum. (1) The trailer occupant own the property and plan to build within . one year.(2) The trailer be connected to tte_pewer. (3) The complainant,* I.Irs. Clarence Wittmer, agree to this arrangement. (4) The outdoor toilet be removed. (5) All -litter and miscellaneous material be removed. Chapter 41 also provides that approval be given by adjoining property owners. Airs. Wittmer lives across the street from 761:0 La.koside. She may or may not be considered an adjoinin; property owner according to the ordinance requirements. CONSIDERATION OF A REQUEST TO CONSTRUCT A PARSONAGE WITH GROUP ACTIVITY FACILITIES IN THE BASEMENT, TO BE LOCATED ON LOT 4, BLOCK 2 SPRING LAKE PARK LAKESIDE ADDITION, THE SAME BEING 7640 LAKESIDE ROAD, FRIDLEY, MINNESOTA. (REQUEST BY REVEREND GLENN NELSON, BOX 44, DELAVAN, MINNESOTA.) Mrs. Nelson and Mr. Malcolm, Contractor, were present to present the request. Mrs. Nelson explained that group activities would be conducted in the basement until such time as the Parish would need to be expanded which would require the construction of a church. The basement will have sanitary facilities and three (3) exits. The Building Inspector -explained that a lot split would be required if only one- half (2) of Lot 4 was purchased, and if all of Lot 4 was purchased a street dedication of 25 feet would be necessary for an extension of McKinley Street. He sketched in the proposed temporary location on the plot plan that was submitted for his existing building. The location was 70 feet Northeast of the existing building and in the event of expansion of the existing building this 20 foot by 30 foot metal building could be moved. MOTION by Tonco to recommend approval of moving this building from Hopkins to the temporary location, provided that: 1. A performance bond, in the amount of $2,500.00 be posted to insure that a 6 inch reinforced concrete slab be installed at the time of permanent placement of the building. a. -Concrete driveways be installed in front of existing building. b. A new plot plan be submitted by December 20, 1969. c. Permanent improvements, including painting to match existing structure, to be completed by June 1, 1970. The preacher will live in the upper portion of the building, and the basement will be used for the church functions. The Building Standards - Design Control approve the general concept. Under R-1 zoning, churches are allowed. Councilman Harris asked if this is meant to be a parsonage or will it always be a church also. Reverend Nelson and his wife came forward to the Council table with their plans and answered that there are plans to build a church in the future. The City Engineer explained that there is'already a road started and.once this. concept is approved, they will have to dedicate 25' right of way -for the road. He said that they need concept approval now, and he would work with the appli- cants on the precise plans later. Councilman Harris commented that he would ..not like to have the Council give their approval for a walk out type basement and then find later when the road is built that the drainage is not to the street. The City Engineer said that he would work with them on the drainage plans. MOTION by Councilman Sheridan to approve the general concept for the parsonage. with group activities facilities in the basement, subject to the dedication of '25' for the street right of way. IREQUEST BY.DETE&MAN WELDING COMPANY, 1241 72ND AVENUE N.E., FRIDLEY MINNESOTA): The City Engineer said that this request was recommended for approval subject to some stipulations, found in the Agenda. Mr. James Determan was present and passed around pictures of the building to the Council that the Building Inspector had taken. He said that he agreed with the stipulations imposed by the Building Board. There are still some landscaping plans to be com- pleted. He explained that he had just had the sewer, curbing and street put in in front of his place. It will be a metal building and will be painted to match the other buildings. The building will be used for the storage of pipe and pipe fittings. There is now a wood floor in it which he will take out, and pour a concrete slab. The building is 3 or 4 years old. Councilman Sheridan said that the Council is hesitant to allow moving of buildings into the community. The City Engineer pointed out that he will have to get a performance bond for $2500 and that there is fencing that has to be done. Mr. Determan said that the fencing is done now. Glenn Nelson Box 44 Delavan, Minnesota Phone - 854-3526 Notified Rev. Nelson by telephone at 11:45 A.M. April 17, 1970 that dangerous building action was being taken to remove or repair the buildings on 7640 Lakeside. The reason Rev. Nelson was being notified was because he had applied for and received permission to build on said property by action of the City Council on December 1, 1969. Rev. Nelson stated he still intends to build on the property and that financing arrangements are being made with construction depending on date of approval of financing. He was informed that action would be taken to have the buildings removed or repaired. He stated in effect that since he had not as yet purchased the property the action would have to be taken by the title holder and that whatever action was taken would be satisfactory with him. a- a AL D.
