Depositing of Grass Clippings & Yard Wastes in the Alley Right of Way Dear Mr. Hentges: It was brought to the City's attention and confirmed by an on site inspection on July 14, 1978 that the unimproved alley right of way in the 200 block between Ely Street and Liberty Street N.E., Fridley was being used as a depository for adjacent property owner's grass clippings and yard wastes. Section 113.12, Refuse Disposal, of the Fridley City Code, prohibits the disposal of any grass clippings, yard wastes, or any refuse on the public right of way. In addition, it is the adjoining property owner's responsibility to maintain any unimproved alley right of way. Therefore, the City must require you to clean and maintain your property and the adjoining right of way free of all grass clippings and yard wastes found there. As the City is responsible for the health and safety of its citizens, and general maintenance of its property, we must require that this construction cease and the materials be removed immediately. This is necessary to keep the alleyway free of debris and prevent risk of damage or injury caused by this activity. If this ramp and any surrounding materials are not removed by June 1, 1989, the City will take action to resolve the problem.
