BUILDING PERMIT FEE SCHEDULE Section 2. The Inspector of Buildings shall, before issuing any permit for the erection of any building or structure, or for any addition to any existing building or structure, or for any alterations or repairs to any existing building or structure, upon,application therefor, require the payment by the applicant for such permit of fees to the amount herein below set forth and in the manner herein provided to -wit: 2.1. For any such permit for the erection of any fire -proof building, other than a garage, warehouse, factory or grain elevator, or for the erection of any.fire-proof addition, for similar occupancy, to any existing building shall be at the rate of $1.40 for each one thousand cubic feet, or fraction thereof, in such cubical contents. 2.2. For any such permit for the erection of any fire -proof garage, warehouse, factory or grain elevator, or for the erection of any fire- proof addition, for similar occupancy, to any existing building shall be at the rate of $1.25 for each one thousand cubic feet, classified as "fireproof" by Section 502 of the Minneapolis Building Code. HOUSES 2.3. For any such permit for the erection of any non -fireproof build- ing other than a garage, warehouse, factory or grain elevator, or any non -fireproof addition, for similar occupancy, to any existing building Permit $1.00 for each one thousand cubic feet. GARAGES 2.4. MALCHER FOR REIMBURSEMENT COSTS FOR REPLACEMENT OF BUSHES: - v Councilman Starwalt said Mr. Melcher had requested this item be put on the agenda and had been called out of town, he added, he had talked with Mr. Melcher and he feels he has a claim against the City. Councilman Starwalt said Fir. Melcher was under the impression that the City would be plowing the snow into the center of the street and then picking it up. He said this had not been done. The snow blower had thrown the snow into his bushes. He added, the bushes were on the property when he moved into the home. Councilman Starwalt said one half of the bushes are dead and others are dying. He referred to the estimate submitted to Mr. Melcher by Bachman's saying it would cost Mr. Melcher $612.00 to remove the bushes and have them hauled away and replant with a salt resistant planting. Councilman Starwalt said the salt resistant plant material suggested by Bachman's was the Zabel's Honeysuckle. He said Mr. Melcher had Indicated the City should remove and replace the damaged shrube ry. Councilman Starwalt said he had not indicated to Mr. Melcher during their discussion, whether the City would or could do this. He added, he had told Mr. Melcher he would present this item in his absence, and possibly he could address the Council at the future meeting during the visitors section. Mrs. Melcher said the road is very close and they would like the bushes replaced to cut down on the noise and gasses from the street. Councilman Starwalt said when he had talked to Mr. Melcher, he had asked him the same %uestion and was informed that there is a chain link fence which prohibits the variation of planting distance from the street. The City Attorney suggested the Council not take any action on the matter until the claim Is submitted to the City's insurance carrier along with the estimate from Bachman's and the report from the University to determine if this item is insured, He said if the Item is denied, it should then be brought back to the Council for a determination of the obligation on the part of the City to reimburse Mr. Melcher for all or part of the claim. Mayor Llebl questioned the guarantee from Bachman's that the planting would be guaranteed from two to five years, saying what if they do not last this long? MEMBERS PRESENT: Minish, Crowder, Harju MEMBERS ABSENT: Wahlberg OTHERS PRESENT: Darrel Clark - Community Development Adm. MOTION by Harju to approve the February 13, 1973 minutes as written. Seconded by Crowder. Upon a voice vote, there being no nays, the motion carried. 1. A REQUEST FOR A VARIANCE OF SECTION 45.053 4A, FRIDLEY CITY CODE TO REDUCE THE FRONT YARD SETBACK FROM 35 FEET TO 31 FEET TO ALLOW THE CONSTRuCTTON OF 15 LINCOLN STREET N.E 215 LINCOLN STREET N. Mr. & Mrs. Kisslinger were present to present the request. They stated that they would like to construct a 4 foot addition onto the front of their house. The dwelling is a split entry and they would only be extending the upper level. Mr. Crowder asked why they didn't add on either to the south or the east?. Mr. Kisslinger stated they wanted to add onto the living room and the fireplace is on the south end and a kitchen is located to the east. Mr. Harju pointed out that according to the survey they only need a 2.5 foot variance. Mr. Kisslinger presented to the Board a letter of "no objection" from the neighbors at 5209 Lincoln Street, Mr. & Mrs. James Pearson, and also from Mr. & Mrs. Orrie Bell at 5225 Lincoln Street N.E. MOTION by Crowder, seconded by Harju, to receive the letters of approval from the neighbors on either aide. Upon a voice vote, there being no nays, the motion carried. Mr. Crowder inquired about the plan design and Mr. Kisslinger explained their idea. It was pointed out that this lot is much larger than normal and the house certainly would not look to large for the site. MOTION by Harju, seconded by Crowder, to clove the public hearing. Upon a voice vote, there being no nays, the motion carried. Mr, Harju had pointed out that there is all kinds of room to the south and he voiced some concern about this request setting a precedent. Mr. Crowder stated he was also concerned about this, however, with the 60 foot right of way and a 30 foot street there is a,15 foot boulevard where most residential right of ways are 50 feet which results in a 10 foot boulevard. Mr, Minish also noted that the street is not straight so the houses are not all in line.
