In response to a request from a resident I have been attempting to resolve the
issue of the installation of a screening fence at Bacon's Electric, at 6525
Central Ave N.E. Apparently an agreement was worked out with the City where
He would install the screening fence contingent upon the City installing a
storm sewer at his residential property, at 159 Logan Parkway N.E.
Mr Bacon, has purchased the lumber and is prepared to start work on the
fence, but maintains that he is waiting for the City to begin work on the storm
sewer .
What is the status of the installation of this sewer system? Does Mr. Bacon
need to apply for any permits or easements in order for the City to proceed?

The City has just completed the identification of an easement for the storm
line on the Peterson and Bacon properties. This easement will be submitted
to the respective parties for signature this week. Upon receipt of the
signatures, the easements will be processed through Anoka County for
recording.
Within the City's Watershed Management Plan currently in the review process,
there is a project to deal with the erosion on Oak Gleen Creek. Upon final
approval of the plan and adoption by the City, those projects identified in
the plan can then be scheduled for completion. Currently, the project is
identified as 1989, this is subject to the final plan approval and
implementation.
In the meantime, once the drainage easement has been received and recorded,
the City will look at a project to reduce future serious erosion by extending
the storm water outlet down to the bottom of the existing ditch and
installing an energy disapater at that point. This could be accomplished by
inhouse forces, depending on the time of the year and the work schedule.
Dates or time frames cannot be provided due to the uncertainties with the
agencies, recordings and manpower requirements.

Dear Mr. Bacon:
I am writing in response to our phone conversation on July 20, 1987, regarding
the installation of a screening fence at Bacon's Electric, of 6525 Central Ave
N.E. You agreed to build the screening fence once the City of Fridley, made
an effort toward resolving the drainage problem at your residential property.
I have spoken with John Flora, Public Works Director, for the City of Fridley.
Mr. Flora informs me that work could begin at 159 Logan N.E., as early as Fall
of 1987. He also stated that the City will need a signed easement from you.

w be directed at reducing the future serious erosion by extending the
storm water outlet down the bottom of the existing ditch and installing an
energy disapater at that point.
This document being evidence of the City of Fridley's "Good Faith Effort"
toward correcting the drainage problem at 159 Logan Parkway N. E. , the City is

Sane of the patches on Lakeside and Onondaga look a little low and need more
fill to level off the street.
On 73 1/2, there are two manholes that are in the street that would be
vacated and one near the right-of-way of Highway 65. I would think that they
could remain, and if anything, put a couple of rings in to blend in with the
landscaping. We also have a fire hydrant which we may want to either leave
in and/or remove. Talk to the Water Department about that. If we leave the
fire hydrant in and we are going to be using it for flushing, we may want to
consider adapting some sort of a drainage swail so it doesn't erode the
landscaping that is proposed. to be put in with the improvement.
When you are looking at the Stamark, let's look at Stamark in the commercial
and industrial areas also and make a comparison as to what kind of vandalism
we experience at those sites in comparison to residential neighborhoods.
There are big potholes on Ely Street just east of Bill Erickson's place.

They are finally paving the parking lot off of 77th behind Display Arts.
It looks like Bacon has put up the fence on both side of the rear of the
property on geek Park Lane.

SUBJECT: Storm Sewer Extension - Herb Bacon Property
In the past, the City installed a storm sewer on the Herb Bacon property and
ended the pipe at a natural ditch. Over the years, the flow from the storm
system has erroded the ditch considerably. No easement Was obtained for this
work.
We have just obtained an official easement for the storm sewer system. As
compensation for this, we have identified an addition to the storm pipe
which should substantially reduce future erosion to that ditch system.
The proposal consists of installing a pipe system from the existing culvert
down to the bottom of the ditch, covering the pipe with fill, and installing
an energy dissipater at the outlet. This work will encompass 60 feet of the
existing ditch line and terminate approximately 60 feet within the property.
There has been sane discussion regarding the extension of the culvert system
all the way to Oak Glen Creek. This is not currently proposed and is not
deemed necessary as the proposed improvement should prevent further erosion
and stabilize the situation as it currently exists.
