In discussing your request for an extension of this line with John Flora, Public Works Director, I can suggest two different paths that you could take in order to have the storm sewer extended and the existing ditch filled. One procedure would be to contract for the work yourself and, if appropriate, make arrangements for a cost sharing with your adjacent neighbor. The City Engineering Staff would assist you in obtaining the necessary permits from the Watershed District and the Department of Natural Resources, if necessary, to perform this work. The second procedure would be to petition the City Council for this improvement. This would involve your sending a letter to the City Council requesting that the storm sewer be extended, the ditch filled, and agreeing to being assessed for this improvement. Again, if appropriate you may want to contact the adjacent property and complete this work as a joint assessable project. At this time, I do not have any idea on the cost for this improvement, but this certainly could be reviewed. The storm sewer will be extended to Oak Glen Creek. As the weather improves, our survey crew will need to obtain some field information with regard to property line location and topography. After this information is obtained, we will draft easement documents for your signature. The easements will be for the storm sewer itself and a construction easement allowing equipment ingress and egress to the storm sewer. The actual construction of the storm sewer will take place this spring or summer when we have a crew available to do the work. The City will also backfill the storm sewer immediately with enough fill to protect the pipe. Over a longer period of time, we propose to fill the drainage way with street sweepings. This process may take three to five years. There may also become available suitable material from the dredging of Locke Lake. It would be your responsibility to seed or otherwise restore the area.
