I,t was confirmed by an on site inspection on January 13, 1978 that you
were operating a home occupation at your residence.
Said inspection found a dump truck, two flat bed trucks, one bulldozer,
trailers, truck parts, and miscellaneous landscaping material, stored
on your property. Section 205.02 of the Fridley City Code defines a
home occupation as, "Any gainful occupation or profession engaged in by
the occupant of a dwelling at or from the dwelling when carried on within
a dwelling unit and not in an accessory building, and which is clearly
incidental and secondary to the residential use of the premises and does
not change the character thereof, provided that no signs other than
those normally utilized in a residential district are present, no stock
in trade is stored outside the building, over the counter sales are
not involved, and entrance to the home occupation is gained from within
the structure. Such use includes professional offices, minor repair
services, photo or art studios, dressmaking, or teaching and similar
uses; however, a home occupation shall not be interpreted to include
tourist homes, restaurants, or similar uses. Teaching shall be limited
to four (4) students at any given time. No home occupation shall be
permitted that results in the need for more than two (2) parking spaces
at any given time in addition to spaces required by the occupant (family).
Occupations requiring the hiring of employees other than members of the
immediate family shall not qualify as home occupations." In addition,
Section 506 of the City Code does not allow the parking of commercial
vehicles (the dump truck, the flat bed trucks, the bulldozer, etc.) in
a residential district.
In addition, the "Sod" sign being displayed in the right of way at the
intersection of Longfellow and East River Road is non -conforming and
must be removed:

Therefore, the City must require you to bring your property into
compliance with the above listed sections of the City Code. A reinspection
will be conducted on or about ten (10) days from the date of this letter
to determine compliance. we are confident in your cooperation and
desire to make Fridley a better community to work and live in and if any

Failure to abate this violation may result in this matter being turned

point six (6) inches below the floor line of the basement or the cellar to the

For repairs or alterations to an existing structure, the fee shall be at the rate
..of $3.00 Per each five hundred dollars --($500.00) or fraction thereof in the cost
of all proposed work.

than $7.50 plus $.50 state surcharge. '
VERIFICATION! OF FOULMATION
NOTE: Permits for construction will be issued a minimum of 24 hours from the time
of application to allow for proper review of the proposed structure and of the
construction site.
A Certificate of Survey of the lot, showing the location of the foundation once it
has been constructed will be required before proceeding with the framing.
-CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any structure for which a building permit has been issued; and
said structure shall not be used or occupied until a Certificate of Occupancy has

Dear Mr. Rhoades:
On December 3, 1986 a team of three inspectors were able to gain entrance,
by previous arrangement, into the home located at 215 Longfellow Street N.E.
for the purpose of making final inspections on the construction done there.
The following items were noted, which are Code violations, and which must be
corrected prior to closing out the project:
Electrical: Secure the basement receptacle box, near the stairs, and
replace the two -prong, ungrounded plug -ins with grounded,
three -prong plug -ins.
Plumbing: Repair the PVC joint and pipe in the basement.
Heating: Complete the cold air return ducts in the basement that
serve the two cold air return registers in the bedrooms.
Structural: Install a handrail on the basement stairs.
The 2"x8" floor joist system spanning the floor under the
bedrooms may be over -spanned and some have large knots and
notches. The damaged or cracked joists must be replaced
and the joists that are under the waterbed should be
doubled.
These repairs must be completed by December 19, 1986. If you have any questions
on these items, please feel free to call me or the other inspectors at 571-3450.

Dear Mr. Rhoades:
A reinspection was conducted on January 5, 19B7 of the above address to
determine compliance with our letter to you dated December 4, 1986. The
inspection noted that the following items are still incompletes
Electrical: Secure the basement receptacle box, near the stairs, and
