Dear Mr. Gemmill:
It was confirmed by an on site inspection on January 13, 1978 that you
were maintaining a Chevrolet Corvair, License #MM 7402; a Chevrolet
Corvair, License #JN 6465; a Chevrolet Corvair, License #CN 1979; a
Chevrolet Corvair, License #4NA 893; a blue Cadillac; and a blue Corvair,
on the above listed property in a junked, street inoperable condition.
Chapter 123 of the Fridley City Code requires that all vehicles in the
City be currently licensed and in a street operable condition. An
alternative is to store said vehicles within a building or at an
approved location, e.g. a licensed junk yard.
Therefore, the City must require you to remove said vehicles from your
property or bring them into compliance with the City Codes by either
licensing and putting the vehicles in a street operable condition,
placing them within the confines of a building, or removing them to
an approved location.
A reinspection will be conducted on or about ten (10) days from the
date of this letter to determine compliance. We are confident in your
cooperation and desire to make Fridley a better community to live in.
If any questions or problems arise from this letter, please feel free

Failure to abate said violation may result in this matter being turned
over to the City Prosecutor for his legal consideration.

On July 7, 1988, it was confirmed by an on-site inspection that the property
at 468 Longfellow Street N.E. does not meet the minimum standards necessary
to maintain a pleasant and prosperous suburban environment. While major code
requirements are satisfied, the following items do not comply with the
performance standards of the City Code:

Dear Mr. Gremmill:
The City of Fridley has established a City Code for the purpose of
promoting a pleasant and attractive suburban environment. A recent
inspection of the property at the northwest corner of 468 Long-
fellow Street N.E. revealed that not all Code requirements are
presently being met. Listed below are two items which do not
comply with the City Code:
1. Five vehicles on west side of residence which have expired
registration and/or are not street operable as follows: BUC-
685, CTJ-786, LRT -924, one with no plates, one covered by
tarp. These vehicles must be currently registered/street
operable or stored in an approved location (i.e. junk yard,
garage, etc.).
2. Remove (or store in an enclosed structure) part of old
airplane located on land west of residence.
Your prompt attention in correcting this situation would greatly
assist us in helping make Fridley a better place to live. An
inspection will be conducted on or about March 17, 1989; to
determine compliance.

Recently, you requested that we check the above referenced site for
possible code violations. It is our understanding that you have
received a complaint from a neighbor regarding the condition of
this property.
An inspection conducted earlier today revealed that there are eight
vehicles on the site visible from Longfellow Street. From checking
with Police Department, we have learned that all eight vehicles
are currently licensed. The complainant may have some knowledge
indicating that one or more of these vehicles are not street
operable, but there does not appear to be clear outward evidence
of this from a visual inspection. Should the complainant have
first-hand knowledge of street inoperability of any vehicles, the
City could proceed and rely on this individual's testimony if
necessary in court.
In addition, three of the eight vehicles observed are parked off
Mr. Gemmil1Is paved driveway. At the present time, staff is
proceeding with a zoning ordinance amendment to make our hard
surface parking requirement fully enforceable. If and when the
Council approves this amendment, staff could presumably require
that Mr. Gemmill confine parking and storage of vehicles to his
hard surface driveway.
Finally, there is the issue of vehicle storage on the west end of
Mr. Gemmill's property. At this location, Mr. Gemmill keeps a
number of vehicles within a screening fence which shields them from
public view. While it is quite possible that one or more of these
vehicles are not licensed and/or street inoperable, previous
conversations with the City Prosecutor suggest that such a matter
would be difficult to pursue if the vehicles are fully screened.
