On April 22, 1988, it was confirmed by an on-site inspection that the
property at 1100 Lynde Drive N. E. does not meet the minimum standards
necessary to maintain a pleasant and prosperous suburban environment. While
major code requirements are satisfied, the following item does not comply
with the performance standards of the City Code:
1. Remove street inoperable and unlicensed vehicle, one (1) blue Chevrolet
Malibu station wagon, 1977, license plate ENE 352, to a licensed junk
yard.
Your immediate attention to correct this situation would be a great
improvement for your property and the entire community as well. An
inspection will be conducted on or about May 6, 1988, to determine
compl ianoe.

On July 12, 1988, it was confirmed by an onsite inspection that the property

not pick up these materials. Please remove these items by either
appropriate disposal arrangements or storage in an enclosed structure

2. All vehicles must be off public roadways overnight. We received a
complaint that one of your vehicles (IIS 352) may be on the street on a
continuous basis. Remove to garage or driveway.
Your immediate action to correct this situation would be a great improvement
for your property and the entire camunity as well. An inspection will be
conducted on cr about July 25, 1988, to determine cacpliance.

On July 12, 1988, I received a complaint from Nancy Jorgenson that two Code
violations were present at 1100 Lyrde Drive N. E. One of these bad to do with
an imperable green station wagon, license ENE 352, which was constantly left
out on Fillmore .Street N.E. in front of the home in violation of City
Ordinance 506.04 (unattended vehicles). That same day I stopped at the
residence arra spoke with Marisa Orr (daughter of homeowner, Dolores Orr). I
informed her that the practice of storing the vehicle on the public roadway
was against our Code, and I told her that it would need to be moved. On July
14, 1988, I sent a letter of mncompliance (see attached) in which I informed
the property owner that the car had to be taken oft the street. On July 25,
1988 I performed the ten day reinspection and observed no compliance with
either part of ny request, including the fact that the car remained on the
street. Later that day, I spoke with the Police Department and asked if they
could check this late at night to see it it was moved oft the street, and
they told me that they would take care of this.
On July 27, 1988 I received a call from Dolores Orr wondering if I had towed
her car last night. I told her that I was not aware of this, but I would
check on it and call her back. I called the Police Department and was
informed that the vehicle was towed last night for violation of City
Ordinance 506.04, after having been given a warning to remove it. I called
Ms. Orr and attempted to explain it to her. She was upset and felt that she
should not have to pay to get her car back from Shorty I s Towing as she had
been working to sell the vehicle and did not have ro m for it anywhere else.
I confessed to her that I was surprised by the speed of the Police response
and that I bad not intended things to happen that fast, but I stressed that
the Police were enforcing a City Ordinance which she had violated. Dolores
was pclite but insisted that the City of Fridley should pay for this unfair
towing fee. In the end, I infoaned her that she should feel free to continue
voicing her concern on this natter, and I feel it is very possible that she
will be doing just that.
In addition to explaining bow this situation came about, I would like to ask
for direction on similar omnplaints in the future. Upon hearing from someone
that a car is permanently kept on the public roadway should I bardle it like
a typical code enforcement problem (send letter and follow up to obtain
compliance) or simply forward it to the Police Department to respond per its
policy under 506.04. Please let me know your thoughts on this.

On July 1, 1990, the City of Fridley began a new program called
Systematic Code Enforcement. This program is designed to provide
fair and equitable code enforcement, improve the City's appearance,
and maintain property values by creating a more attractive suburban
environment. Under this program, all properties in the City will
be inspected approximately once each year to ensure that they are
in compliance with the Fridley City Code.
A recent inspection of your property revealed that not all Code
requirements are presently being met. Listed below are item(s)
which do not comply with the Code:
1. Discontinue outside storage of brush located on property.
2. Observed unsecured solid waste containers on property.
Fridley City Code 113 requires that all solid waste must be
kept in secured containers stored in the side yard, rear yard,
or garage, except on the collection date.
Your prompt attention in correcting this problem would help us in
our effort to improve the City. A reinspection will be conducted
on or about August 23, 1990, at which time compliance is
anticipated. Please call me at 572-3595 if you have questions or
