Please see attached policy. The Public Works Department follows this
policy.in regard to repair of mailboxes.
Please be advised the gentleman's mailbox was inspected and no damage
as a result of being hit.by the plow was found. Apparently -the mailbox
was damaged by the snow being pushed -into the mailbox. As noted on the
attached we shall continue to follow this policy and therefore, we will not
make any repairs at the referenced address.

Dear Mr. Qureski:
Approximately one (1) month ago, and after the recent large
snow fall, the city plows knocked down my mail box. My
wife very graciously called and informed the Public Works
Department of this incident. The Public Works Department
sent a man to look at the mishap and repotted to my wife,
personally, that this did not happen due.to the snow plows
and very indignantly informed her to repair her own mail box.
My wife then phoned and talked to a member of the Public
Works Department, supposedly in a supervisory.capacity, who
also informed her that nothing would be done. She then
called Mr.'Brunsell, reporting this incident, who very
graciously told her he would look into the matter and take
it up with you. After two (2) weeks had pasted, I personally
phoned and talked to Mr. Brunsell, who again assured me that
he would take this matter up with you, and see to it.'that
something would be done. Now, a few weeks have pasted and I
still have not heard a word.
I wish to inform you that I have been a resident of the City
of Fridley in excess of twenty (20) years and long before it
was a city. I have participated and I hope.I have helped
and contributed to make Fridley what it is today.. I have
never complained of anything in this city before, or of its
doings, but this particular item has become a matter of
principal and a thorn in my side, and I am demanding some-
thing be done about it and I demand it be done immediately.
If I get one more notice from the Postal Department because
of the mail box condition, I will be forced to rent a box at
the post office and be forced to drive to pick up my mail at
the post office at an expense I am not willing to pay because
of the negligence of some of your people. '

We will repair or replace a mailbox providing:
1. The mailbox is the right height and distance- from,
the curb. A mailbox must not extend beyond the curb line and
must be at least 32 feet high from the ground.
2. The stand is constructed of sturdy material.
3. There is physical evidence, such as scratches or
dents, to show that the mailbox was hit by the plow.
We will not replace the mailbox if;
1. Mailbox was poorly constructed.
2. Post is rotten.
3. Mailbox extends past curb line.
4. The weight of the snow has knocked. over the box.
In the fall Newsletter of 1974, there is an article.
explaining the proper method of installation and construction for
mailboxes.

SUBJECT: Damage to Mailbox Complaint - Mrs. Robert Wienert,
7311 Lyric Lane
On January 29, 1975, Mrs. Robert Wienert called our
office to report that her mailbox had been hit by our snowplow. A
man from the Street Department was sent out to inspect the mailbox.
Upon inspection, he found that no damage had been done to the mail-
box by our plow. He went to the door and talked to this lady, who
was upset. He informed her that he could not see where the box had
been hit by the plow. He explained that if a mailbox is knocked
off by the snow, we do not repair it. He then advised her to call
City Hall if she had any further questions.
This mailbox sits on a platform with one other mailbox.
The boxes are spaced eight inches apart. The mailbox is fastened
to the platform from the bottom by wood screws, which I feel should
be longer.
As for our Street Department man being indignant toward
her, I would like to explain that he has.been with the City and deal-
ing with citizens some twelve years, and I have never had any problems
with him or complaints about him.
You must realize that with so much snow and constantly
answering complaints, it does from time to time tend to shorten a
person's temperament.
From the first of January 1975, we have had nine reports
of mailboxes being damaged. Out of these nine, we will repair one in
the spring.
We have made no exceptions to our procedure. I feel
this is the only way to treat the problem fairly. Everyone should
get the same treatment, whether good or bad.
