City Manager/Public Safety Director DATE: June 3, 1975 SUBJECT: Snow Cone Vendor (JH -39) The subject in question has been identified as Tom Luck, age 14, of 7341 Lyric Lane, Fridley. Tom works for a Mr. Harvey Glommen of 1048 - 87th Avenue, N.E., Blaine. Mr. Glommen operates a candy business and also utilizes the Snow Cone bicycles in the summertime. He hires various juveniles to operate these bicycles and to date we have not received any particular complaints regarding these vehicles. Insofar as the licensing is concerned Mr. Glommen is licensed by the State of Minnesota Commissioner of Agriculture which exempts him by State statute from being required to be licensed by individual munici- palities with the exemption of the municipality in which his business is housed. In this particular case Mr. Glommen is licensed by the Anoka County Comprehensive Health Department with respect to his business and bicycles; he therefore complies with all laws regarding the licensing of the business and vehicles. Since our contact with Mr. Glommen he has sent his daughter, Beth, to the Fridley City Hall where she has applied for a vending license. The Fridley license was applied for without my personal knowledge so therefore I would recommend that we simply process the license for approval although technically he is not required to have such a license in Fridley by State statute. The Police Department has already talked to the boy in question, Tom, and we do not anticipate any future difficulties with this company.
