A complaint was received by the City of Fridley, Code Enforcement Division
that your property at 4042 Main Street has been converted from a single
family dwelling to a two family dwelling and is currently rented to a
second party. Your property is in the R-1 zoning district which allows
single family dwellings only.
Your property file indicated that you requested a Special Use Permit to
convert your property from a Single family dwelling to a two family
dwelling in March of 1981. The City Council denied this request. Please
be aware of the zoning R-1 Codes and comply to these codes immediately. If
the situation is not corrected by September 1, 1985 legal action may
result.
Please do your part to promote a satisfying living environment by
correcting this zoning violation.

REGARDING: Rental Property at 4042 Main Street N.E.
As you are aware, I sent a letter to the owners of 4042 Main Street. The
letter was returned to the City because the owners do not live there and left
no forwarding address. I made an inspection and tried to make contact with
whomever is living there. No results to date.
Leon Madsen attempted to reach the owners this Spring (see attached letter).
They never responded, so Leon is taking the Homestead classification off the
property tax. When this happens, Leon will probably hear from them.
I will keep attempting to reach a renter and see if an address of the owners
can be located.

Dear Property Owners:
The City of Fridley has received your application for operation of rental license
property at 4042 Main Street N.E. As you are aware, Fridley City Code 220
requires that a license be obtained for all rental property in the City.
Last year, I sent you a letter (copy enclosed) concerning operation of these
rental units. At that tune, I reminded you that this property must be brought
into conformance with the Fridley Zoning Code by May 6, 1994. Specifically, you
must comply with the following two items by that time:
1. There must be no more than five unrelated people living in the
residence.
2. One or more persons living in the residence must have access to the
entire structure.
The City Council will consider your rental license application at its September
13, 1993, meeting. I am recommending that the Council approve your rental
license only through May 6, 1994. Since this covers a period of only eight
months, the City would refund one-third ($8.00) of your rental license fee.
You are welcome to attend the September 13, 1993, City Council meeting to express
any concern you may have regarding ng consideration of your rental license
application. The meeting will begin at 7:30 p.m. at the Fridley Municipal Center
(6431 University Avenue N.E.).

On September 7, 1993, you contacted me regarding your rental
license application for the above referenced property. At that
time, I explained the City's position on this issue and you
inquired about possibly rezoning this site.
On September 13, 1993, the Fridley City Council considered your
rental license application for this property. At that time, your
letter dated September 7, 1993, was provided to the City Council
and entered into the official record of the meeting. While
appreciating your concerns, the City Council indicated that there
was no basis for "grandfathering" this use as requested in your
letter. Therefore, the City Council granted your rental license
through May 6, 1994 (eight months), and you will soon be receiving
this license along with a refund of one-third of the license
application fee.

In your letter, you request further clarification regarding the
requirement for R-1 districts that one or more parties living in

Based on past conversations with the City Attorney, the City's
