The purpose of this letter is to both inform you about certain city codes relating to property conditions throughout the City and to ask for your assistance in resolving a code issue. You may be unaware of the City's code requirements concerning Outside Storage and an Illegal Structure. On a recent inspection in your neighborhood, the following was observed: A stove/range in the front yard and plastic barrels shovels, lath, pails, tires, a walker, garden tools DIywood car batteries antifreeze containers, guickrete bags, misc. building materials, windows patio block concrete block inoperable snow blower, carpet, tams, parking lot bumpers, oil pans roller assembly from a grocery store fence components and other misc items spread throughout the side and rearay rds. Fridley City Code requires that all materials shall be kept in a building or shall be fully screened so as to not be visible from any public right-of-way, except for stacked firewood in the side or rear yard. At this time I have not received a copy of a mutual termination between you and Owen. Therefore I will assume he will remain until the end of his lease term unless a mutual termination has been received. You have signed a Housing Assistance Contract (HAP) contract with the Metro HRA. Owen's gas has since been turned back on at the expense of Anoka County. There is a concern Owen's gas bill has included the gas for the upper unit 4553 Main St. As noted by the Cities rental inspectors and Building Inspector in September 2004 one gas line was servicing both water heaters. It appears this was corrected in November 2004, however it appears by the high gas bills Mr. Owen has received over the last year, the gas service may again have been shared for both furnaces and water heaters. It has been confirmed with Center Pointe Energy on September 20, 2005 the gas meter for 4553 Main St. has been shut off since June 2004. The furnace room was inspected on Wednesday September 21, 2005 by me, Kevin Hanson Building Inspector and Scott Hickok Community Development Director. It was noted the hot water heater for the upper unit was off yet the hot water line was hot. It appears the gas is somehow being shared or the water lines have -been interconnected to enable hot water to flow to the upper unit. This is prohibited by the Section 8 Program. It will be necessary to remedy the situation and documentation must be supplied by a licensed plumber regarding the proper hook up for the water heater and furnace without the use of shared gas or water supply. If I don't receive the necessary documentation by October 5, 2005 Housing Assistance Payments will stop effective October 31, 2005.
