It was noted by this department that at this address, materials such as food containers, cans, bottles, paper, or food wastes were being stored in plastic bags outside of a metal refuse container. Materials such as these, even though placed in a plastic bag, must also be stored in a covered metal garbage container (30 gallons or less in size) . This is required by Chapter—I'3:-ta-a ee -Fridley City Code Waste Disposal). When plastic bags are placed outside of a garbage can by themselves, they are prime targets for dogs, children, rodents, and. the elements. Once the bags are torn or blown open,,materials are free to blow about, creating a nuisance for adjoining property owners and the City. Materials once out of the bag, attract insects, rats, and other rodents and provide them with an excellent source of food. This provides for their greater propagation and makes their control impossible. We ask for your cooperation -in correcting this matter and complying with the City Code by storing your plastic bags in an approved, covered metal garbage container. Dear Ms. Lutz: I recently spoke with Deputy Fire Chief Dick Larson, who is responsible for rental housing inspection. He told me that you are working with him on several issues to reach full compliance and reopen the lower unit for habitation. During our conversation, he stated that you apparently do not have weekly solid waste collection from a licensed refuse hauler, but that you would regularly remove the solid waste from this building and transport it to some other location for disposal. While such removal may be acceptable for meeting the requirements of the rental property code, it does not meet the requirements under Fridley City Code 113. Enclosed is a copy of City Code 113, which clearly states that solid waste must be removed at least once a week by a licensed solid waste collector. Please provide evidence as soon as possible that you have contracted for regular solid waste collection for this building. If I have not received confirmation by November 19, 1990, that this problem has been corrected, legal action will be approved.
