Street Grades and Lam Although there are four instances of 8°o grade, generally the percent grades and vertical curves are satisfactory. The plat has been revised from that originally proposed to conform with the desires of Columbia Heights and Fridley officials in respect to connecting streets and to allow better utility arrangement along the common boundary. Sanitary Sewer The 8" sanitary sewer connection can be made to the ex- fisting line located southeast of Lincoln Street. A lift station will be necessary to provide service for 27 lots located in the eastern portion of the Fridley section of the plat.. Specifically, these are Lots 1 y 18, inclusive, Block 1; Lots 3 inclusive, Block 2; and Lots 1 - 34 inclusive, Block 12. It will be necessary for the Owner to dedicate an easement in Lot 10, Block 6, to allow construction of the sanitary sewer line con- nection. BOX 35108 MPLS, MINN, 55435 On the above date, the writer made an inspection of the exterior of the above referenced house. Particular attention was paid to the south-west corner of the house, which shows some deterioration of the stucco. Hori- zontal separations in the block walls were noted on the south wall, west of the fireplace. The outside edge of the fireplace has apparently settled creating a separation between the fireplace and the wall of between 2 and a -inch at the top of the fireplace. A step crack was observed in about the center of the west wall. At the time of the inspection, a shallow hole had been put down along the west wall approximately 8 feet north of the southwest corner. The top of the footing at that location was approximately 1 -foot below finished grade, so it is apparent that frost - cover depth footings were not installed at that location; however, it was reported that the footings had been taken down the normal 3.5 -foot frost - cover depth at the location of the walk -out door near the southwest corner. It was indicated that a sewer had been installed on the order of 8' years ago on an easement on the south property line. Judging from the manhole in the center of the street and the manhole near the back lotline, it appears that this sewer was on the order of 25 feet south of the south wall of the house. It was reported that the sewer is approximately 40 feet below finished grade. From previous experience in the area, as well as the material observed in the shallow hole open at the time of the inspection, granular soils are thought to exist in the vicinity of the house. In granular soils, the slope of the sides of the sewer excavation was likely on the order of 45 degrees. It then appears likely that soils were disturbed below footing grade on the south end of the referenced house. Analysis and Conclusions Judging from the inspection, it appears that soils below footing grade on the south end of the house were probably disturbed as a result of sewer installation. It is not known whether or not compaction was required on the backfill placed in the sewer trench. However, granular materials such as are thought to underlie the house, would achieve their maximum settlement under a specific loading soon after application of the load. Percolation of run-off water and seasonal climatic variations could cause some settlement in addition to that achieved immediately after load application. However, in a granular soil the maximum settlement due to such factors would be anticipated to occur within several years. It is then the professional opinion of the writer that settlement of the referenced house is virtually complete. The taking of tests or borings, because of previous experience in the vicinity, is not deemed necessary to substantiate this analysis. The question was posed as to whether it would be advisable to either extend the foundation to the normal depth of frost penetration or to use insulation to prevent frost from penetrating below footings. Since there is no evidence of a frost -heave condition apparent from inspection of the exterior of the house, the writer has no basis for recommending either extension of the. footings or insulation for frost protection. It should be noted that extension of the footings would increase the weight of the foundation and thus could induce some additional settlement. In summary, it is the professional opinion of the writer that substantial additional settlement is not anticipated, so remedial procedures do not appear to be justified. Maintenance procedures such as filling cracks in the stucco with an appropriate patching agent and possibly painting the affected areas is recommended.
