PAUL, MN 55114 PHONE 612!645.3601 REPORT OF: EXCAVATION INSPECTION PROPOSED RESIDENCE PROJECT: INNSBRUCK NORTH - LOT 9, PLOT 9 DATE: August 30, 1977 FRIDLEY, MINNESOTA REPORTED TO: Dick Erickson FURNISHED BY: c/o Hoerner Waldorf Container Div 37th & E River Rd COPIES TO: Minneapolis, MN 55421 LABORATORY No. 9-0138 INTRODUCTION This report concerns our recent investigation at the site of the proposed house, Lot 9, Plot 9 - Innsbruck North in Fridley, Minnesota. The purpose of our investigation was to determine if the exposed soils would provide adequate support for the design loadings. We received verbal authorization for our work from Dick Erickson on August 17, 1977. CONCLUSIONS Based on the results of our inspections, it is our opinion the foundation network should adequately support the design unit loadings without detrimental settlement. BUILDING PLAN The proposed residence will be a two-story, wood frame structure without a basement. The lower level will be 32' x 32', and the upper level will be 32' x 48', both in plan dimension. The structure will be supported on 10 timber columns. The columns will be bolted to 54" x 54" x 12" concrete pads placed at minimum frost depth. We were not given information regard- ing the exact unit loadings, however; we assume them to be of relatively light intensity (less than 1500 psf) . INVESTIGATION METHODS AND RESULTS We performed our inspection on August 22. At this time, the pad areas had been hand exca- vated to grade. From a visual inspection of the pit walls, we found the generalized soil profile to consist of V-8" of topsoil overlying dense silty sand. We advanced hand auger borings .into the bottom of these excavations in order to ascertain the local subsurface soil conditions. The material retrieved was visually and manually classified in,accordance with the Unified Soil Classification System, and estimates were made of its strength proper- ties. We found the dense silty sand to exist below grade in the majority of the pits. Stiff clay was found at the footing grade in the upper two pits on the southern line. Coarse grained sand and gravel were found in the lowest pit on the north line. Also, the water table was found 6" below grade in the lowest pit. In all cases, the -soil was judged suitable to bear the foundation loads. AS A MUTUAL PROTECTION TO CLIENTS. THE PUBLIC AND OURSELVES. Due to the fact that the footings will be placed at successively higher elevations on a slope, the question of shear failure was raised. Basic calculations involving the unit loadings and the footing spacing indicate the stress overlap from the footings will not be -sufficient--to cause• •shear failure. f4towever,-ttre-'aprobability--of-a-wedge-•failure, involv- ing the movement of the entire hillside is always present. The soils encountered at this site would indicate the possibility of this type of failure is low. In order to assure the future integrity of the slope, no excavation regrading should take place at the toe of the slope. Conversely, application of fill at the toe of the slope would improve the overall stability. Also, the planting of vegetation with deep root systems would minimize slope degradation due to erosion. REMARKS Because deep soil borings were not put down at the site, we cannot warrant the soil condi- tions below the depths of our shallow hand auger borings. However, based on geologic data at our disposal, it is our opinion the possibility of deep seated deposits of peat and compressible soils is minimal. Fridley, MN 55432 RE: Noncompliance of Fridley City Code 105 (Weeds) on the Following Property: Location: 5525 Matterhorn Drive N.E. Legal Description: Lot 9, Block 7, Innsbruck North 2nd Addition Property I.D. No.: 24-30-24-42-0060 Dear Mr. and Mrs. Erickson: Fridley City Code 105 (copy enclosed) states that it is unlawful to maintain land in the City upon which weeds, grass, or rank vegetation exceeds ten (10) inches in height; or other noxious growth exists as outlined in the ordinance. This was enacted to protect the health and safety of the community and its residents. A recent inspection of the above referenced property revealed conditions which are not in compliance with this ordinance. It is important that you take appropriate steps to correct this situation immediately. I will conduct a reinspection on or shortly after July 25, 1994, at which time full compliance is expected. Should this deficiency still exist, I will instruct the City's weed contractor to abate the condition. In the event the City abates the condition, you will be served a notice in writing indicating the work performed and the costs and expenses involved. The total amount must be paid to the City within 30 days after this notice or before the following October 1, whichever is later. If this is not done, the costs and expenses shall become a lien in favor of the City; and a 150 penalty will be added to the amount due as of the date, with the total costs, expenses, and penalty thereupon to be certified to the County Auditor for entry on the tax books as tax against the land. Dear Mr. Erickson: The City of Fridley has established a City Code for the purpose of promoting a pleasant and attractive suburban environment. A recent inspection of the property at 5525 Matterhorn Drive N.E. revealed that not all Code requirements are presently being met. Listed below are items which do not comply with the City Code: • Please discontinue the improper outside storage of two snowmobile trailers, a dismantled snowmobile, and miscellaneous parts located in the front yard area. (Boats, trailers, and stacked firewood are permitted in the side or rear yard.) Your prompt attention in correcting this situation would greatly assist us in helping make Fridley a better place to live. An inspection will be conducted on or shortly after December 6, 1996, to determine compliance. If you have questions or would like to discuss this violation, please contact me at 572- 3595. Thank you for your cooperation! Please discontinue the improper outside storage of a large trailer (license #CTE2905) in the street, snowmobiles, snowmobile parts, and a deer hide/head in view of the public right-of-way. (Only boats, trailers, and stacked firewood are permitted in the side or rear yard.) 2. The Fridley Police Department has been instructed to tag and tow the trailer if it interferes with snow removal. Please find an alternative location for the trailer. A final inspection to determine compliance will be conducted on or about December 18, 1996. You should arrange to complete an approved plan for compliance before that date. Should this inspection confirm that this deficiency still exists, legal action will be approved. If corrective action cannot be completed by this time, contact me to coordinate a schedule to complete this requirement.
