The City Engineer said that the Building Standards - Design Control recommended
approval of the moving of the garage. He then showed the Council a picture of
the garage, and commented that the garage is in good shape.
MOTION by Councilman Breider to approve the moving of a garage onto 225
Liberty Street N.E. requested by Gene Graunke. Seconded by Councilman Liebl.
Upon a voice vote, all voting aye, Mayor Kirkham declared the motion carried
unanimously.
MOTION by Councilman Liebl to receive 'the Minutes of the Building Standards -
Design Control Subcommittee Meeting of August 6, 1970. Seconded by Councilman
Sheridan. Upon a voice -vote, all voting aye, Mayor Kirkham declared the motion
carried unanimously.

ADDITION, THE SAME.BEING 660 MARIGOLD TERRACE N.E. FRIDLEY MINNESOTA.

The City Engineer said that this house is on the corner of Marigold Terrace and
Monroe Street. The existing house already has a setback of 14.2 feet. The
Board of Appeals recommended approval. The addition would be south, to the
rear.
MOTION by Councilman Liebl to approve the variance requested by Jerome A.
Manley, 660 Marigold Terrace. Seconded by Councilman Sheridan. Upon a voice
vote, all voting aye, Mayor Kirkham,declared the motion carried unanimously.
The City Engineer said that the second item,,a variance for a sign at Frontier
Club has been withdrawn by the petitioner as he has decided that he would'stay
within the requirements of the Ordinance.

MEMBERS PRESENT: Minish, Drigans, Ahonen, Sondheimer, O'Bannon

MOTION by Ahonen to approve the minutes of the July 28, 1970 meeting as
written.
Seconded by Sondheimer. Upon a voice vote, there being no nays, the motion
carried unanimously.
Chairman Minish reported to the Board the Council -kation on the July 28, 1970
Board of Appeals items.
Mr. Jerome Manley was present to present his request.
A survey of the lot, dated July 24, 1970, showing the proposed addition was
shown to the Board. A photo of the lot, taken by the Building Inspector,
was also shown to the Board.
Mr. Manley explained that at the time his home was built the zoning laws
permited a 14.2 foot setback on the street side.of a corner lot. He will only
be constructing a patio, with frost footings, at this time, but in the future
he hopes to inclose it and make it some type of living area. The addition
will be 20.4 feet by 15.0 feet and will be added onto the South side of the
house, flush with the West side. He wants to have the addition flush with
the West side because there is a kitchen door on the South side of the house
and the addition would be to close to this door if he were required to
maintain the 17.5 foot setback.
O'Bannon asked if he had contacted any of his neighbors concerning this
request for the variance.
Mr. Manley answered he had contacted them but they had no objections.
MTfON by O'Bannon to close the public hearing.
Seconded by Drigans. Upon a voice vote, there being no nays, the -,Rion
carried unanimously. ,
WTION by O'Bannon to recommend approval of the request to the City Council
for the following reasons:
1. The addition will not protrude any further to the side street than the
present dwelling.
2. The addition will not block the view of any other structures.

3. There will be no traffic hazards caused by this addition.
4. This'was the proper setback at the time the home was constructed
in 1955.
5. There were no objections from any surrounding property owners.
Seconded by Ahonen. Upon a voice vote, there being no nays, the motion
carried unanimously.

Mr. John Ravnik, Sales Rep. for Commander Board, was present to present
the request.
Mr. Ravnik explained the Frontier Club is located along Old Central
Avenue which has a 30 foot easement. There is also a rather large row
of dense trees on the South side of this lot which restricts the
visibility of the Club from the North bound traffic.
He explained further that the sign will be placed in the middle of the
block and right on the property line. This would enable the North bound
traffic a longer time to read the sign.
Mr. O'Bannon asked if they had considered plating the sign�on the North
and of the lot.
Mr. Ravnik said that they had but that there is also a rare of trees on
the North that might restrict the sign.
Mr. Ravnik stated the sign will be a two pole pylon with a 2 foot by 8
foot sign board on the top, interior lighted with a plastic face, and
a 6 foot by 8`foot changeable message sign board below. The message
sign board will display the entertainment appearing at the Club.
There was a discussion on the location of the proposed sign but since
there was no survey of the lot available, no exact location could be
determined.
MTION by Ahonen to table this request until the applicant can submit a
survey of the lot showing the exact location of the proposed sign and
also a drawing of what'the sign will look like.
Seconded by Sondheimer. Upon a voice vote, there being no nays, the
motion carried unanimously.
