RE: City Beautification Program
Gentlemen:
The City of Fridley, in preparation of 1976, our Nations's Bicentennial,
is attempting to coordinate a community beautification program in conjunction
with the Chamber of Commerce and the 49'er Days Bicentennial Committee. The
emphasis will be on community development and improvement through landscaping,
screening, clean-up and maintenance. The program as it is envisioned will be
a concerted effort by the City administration, local business, community organ-
izations and citizens, to upgrade existing commercial and industrial establish-
ments and insure that new buildings are an asset to our Community. The end
result will be a Fridley that is proud of its commercial and industrial facilities,
a Fridley that will attract new and progressive developers and businesses that
show a pride in ownership. We hope that property owners realize the expense
involved will be more than offset by maintaining existing customers and attract-
ing new ones.
We now call on you as a member of the community to do your part in this
effort and to help develop that pride which is deserving of a Bicentennial
City. Also, as added incentive, the Chamber of Commerce and the 49'er Days
Bicentennial Committee will be sponsoring an awards program for outstanding
acheivement under this program.
The City administration, in its effort to make its professional staff more
available for your reference, will be visiting every commercial and industrial
establishment in alphabetical order to discuss the program with you and to offer
suggestions for the betterment of our community.
It is essential that we all work together for the beautification of our
community to make the City of Fridley a better place to live and work.

Re: Automobile Repair Shop Home Occupation at 792 Mississippi Street N.E.
Dear Mr. Bonnett:
This letter will reiterate my conversation with your wife on June 7, 1979
and.make clear the City's requirements for operating a home occupation at
your residence.
It was brought to the City's attention on June 1, 1979 that you were
operating an automobile repair shop out of your residence. During my
inspection of June 7, 1979 I explained to your wife that although the City
does permit certain home occupations, it should be realized that the purpose
of a residential district is to provide a.living situation that is free of
the traffic, odors, noise and nuisance of a commercial or industrial
operation. Therefore, please read the enclosed definition of a horse
occupation as permitted by City Code. CIt should be noted that a garage is
considered an accessory building.)
Section 205.02 of the Fridley City Code defines a home occupation as, "Any
gainful occupation or profession engaged in by the occupant of a dwelling
at or from the dwelling when carried on with a dwelling unit and not in an
accessory building, and which is clearly incidental and secondary to the
residential use of the premises and does not change the character thereof,
provided that no signs other than those normally utilized in a residential
district are present, no stock in trade is stored outside the building,
over the counter retail sales are not involved, and entrance to the home
occupation is gained from within the structure. Such use includes professional
offices, minor repair services, photo or art studios, dressmaking, or teaching
and similar uses; however a home occupation shall not be interpreted to
include tourist homes, restaurants, or similar uses. Teaching shall be limited
to four (4) students at any given time. No home occupation shall be permitted
that results in the need for more than two (2) parking spaces at any given time
in addition to spaces required by the occupant (family). Occupations requiring
the hiring of employees other than members of the immediate family shall not
qualify as home occupations." In addition, Section 506 of the City Code does
not allow the parking of commercial vehicles in a residential district.
Therefore, the City must require that any home occupation be conducted in
accordance with the above listed section of the City Code.

Code does not allow the parking of commercial vehicles (the dump trucks
and flat bed trailer, etc.) in a residential district.,

The purpose of this letter is to confirm my June 16, 1977 telephone
conversation with you.
At this point in time, the City has not tried to determine whether
you are or are not in violation of the City's zoning laws.
The area of concern is the use or activities that have or may take
place in your garage. I have given you a copy, and am enclosing
another copy, of the City definition for home occupations.
If you or some member of your family wants to repair cars in your
garage, they may do so only if the vehicles being worked on belong
to a family member; under no circumstances shall you receive any
compensation for such work. I feel I should also caution you that
if such activity causes a nuisance, the person or persons being
affected may seek to bring an action against you.
To insure that the City zoning laws are not violated, the City may
have to make further investigations in the future.
Your cooperation in this matter has been and will be appreciated.
