The City Engineer showed pictures at the Council table and said the request
is for the addition of a "Tall Mens Shop" sign to -the existing pylon. There are
a number of signs in this area, more than he would like to see.

Mr. Knish Asked what the size of the building was at the time the rezoning requast
Was asked for on this property.
Mr. Ernst said there was no specific measurements for the building mentioned at
that time.
Mr. Minish"stated that if the Planning Commission had had all the facts on the building
and on the code requirements not being able to be met, they might have acted
differently on the rezoning.
'Mr. Crowder said that after seeing where the additional parking spaces would be and
that they would probably be lost during the winter with the snow pile up, he was
not in favor of this layout and he would not be able to vote for a variance on the
front yard setback if requested.
Mr. Harju stated that he felt the right way to go would be to cut the building down
• the 600 square feet and have the minimum parking requirement for that size building.
Ha said that since the tenants could possibly change, the Board has to loop at the
overall effects and what the future might bring in the way of parking spaces that
Would be necessary.
Mr. Belisle added that having the parking spaces along Osborne Road would result
in car lights shining across Osborne Road onto residential property.
MOTION by Harju to recommend to Council denial of the request and request to Council
that the building area for parking spaces needs to concur to the City Code.
Seconded by Crowder. Upon a voice vote, there being no nays, the motion Carried

Xv. Jas Carlson was present to present the request. He explained he has a two
099; 84xage now but he can't fit 2 cars in it without taking down his workbench
and storing everything out side. There is a furnace in the garage inside a 5 foot
by 5 foot box as there is no basement under the house. The duct work is in the attic.
He added they do need two cars as, both he and his wife work.
1#j Carlson said he will be moving the wall out toward the property line and tieing
in the roof with the existing roof. He will be blocking out one garage door so he
Would only end up with 2 doors. He said he has converted a dog pen behind the garage
ants+ a storage shed for his snow blower and lawn mower and tools and he Would like
to store these in the garage and get rid of the.shed as it doesn't look good.

Mr, Carlson said there is approximately 40 feet between structure$ ,

find out if they had an easement there but the answer would not be available

(NOTE: Mr. Larry Benson, N.S.P.,called June 15, 1972 and said they have no
easement along the East side of this property. They do have a 6 foot easement
along the back line. If there are any poles along the East side of the property
they were put in with a permit from the previous owner and N.S.P. will move
tbe poles if necessary at no charge to the property owner.)

Mr. SondheLmer said that if a fence was to be put up on the East property line,
only two feet might present a problem for maintaining the garage W4L11,
Mr. Crowder said his initial thought was why Mr. Carlson had to go 2 feet to the
line when he has such a big lot but since Mr. Carlson has explaingd gbqut the
layouts. of the garage, Mr. Crowder feels he could go along with the request.
Mr. Carlson asked the Building Inspector if he had to put in frost footings
under the addition as the house and existing garage are built on just a slab,
Mr. Belisle replied that he would have to underpin the existing structure and
have frost footings under the addition.
MOTION by Crowder to recommend to the Council approval of the request with the
stipulation that if there is a utility easement along the east property lino,
Mr, Carlson get the necessary agreement from N.S.P.

REGARDING: Substandard Conditions Located at 1015 Mississippi St NE
The following items were observed during an inspection on April 7, 1998 at the above address;
1) House and garage foundation consisted of 2 courses of block set on grade.
MINIMUM CODE: Proper size concrete footing minimum 42 inches below grade and
proper size block.
2) Floor joists size 2" x 4" Pine, 16 inches on center; 12 foot span on the south half of
house; 2" x 6" Pine, 16 inches on center; 8 foot and 10 foot spans on the north half of
house.
MINIMUM CODE: Minimum joist size with a 12 foot span would be SPF (Spruce Pine
Fir) 2" x 8", 16 inches on center.
3) Post and beam floor joist support system: Posts set on top of a concrete block; Beams
varied in size: Two sizes noted; 3" x 6" and 4" x 6". Beam length and post spacing could
not be measured.
MINIMUM CODE: Post shall bear on adequate size concrete footing size and depth.
Beams shall be sized for a minimum of 50 lbs per square foot.
4) Crawl space depth from the bottom of the floor joist to grade is approximately 16 inches.
MINIMUM CODE: Beams shall be treated wood if closer than 12 inches to exposed
ground. Floor joist shall be treated wood if closer than 18 inches from grade.
5) Crawl space lacks ventilation and access.
MINIMUM CODE: Minimum 1 square foot of ventilation for each 150 square feet of
floor area. Minimum access opening shall be 18" x 24".
6) Garage rafters are 2" x 4", 24 inches on center with a clear span of 10 feet.
MINIMUM CODE: 2" x 6" SPF, 16 inches on center.

7) Rear porch roof is under 3:12 pitch and shows signs of failure. Center of roof has severe
deflection. Interior roof has water damage. Size of rafters unknown.
MINIMUM CODE: Proper size rafters for span. Proper attic and soffit ventilation.
Minimum R44 ceiling insulation.
8) Existing house has two roofs framed over original.
CODE ISSUES: Ventilation, insulation, and added load to bearing walls and foundation.
9) Block foundation does not have proper anchorage to structure.
MINIMUM CODE: Sill plates shall be bolted to the foundation with not less than 1/2"
diameter steel bolts embedded at least 7 inches into concrete; maximum spacing of 6 feet.
10) House furnace is installed in garage.
CODE ISSUES: When a furnace is installed in a garage, it must be completely in a
separate compartment having access only from the outside of the garage. Combustion air
shall be taken from the outside only. All equipment which has a flame or spark shall be
elevated at least 18 inches above the floor.
These violations and code issues were noted on only part of the structure that could be seen.
Limited access to the crawl space and attic prevented a closer look at the structure, insulation,
and mechanical elements.
What was observed, in my opinion, are repairs that would have to be completed to meet the
minimum building, electrical, and mechanical code requirements and would far exceed the cost
of demolition of the structure and rebuilding of a new structure on the lot.

On Tuesday, July 14, 1998, we disconnected the water and capped off the sewer at 1015
Mississippi Street as per your request.
The standpipe was left in place with about a six foot piece of copper attached for future use. The
sewer had a witness stake buried with it.

Avenue as per your request.
The standpipe was left in place for future use as you requested. There is about a five foot tail
piece of copper, and the sewer is transite with proper capping material about six feet west of the
standpipe.

document for the 12 -foot easement on the HRA's lot as well as the required easements for the

RESOLUTION NO. 30 -1999
RESOLUTION TO VACATE THE 5' UTILITY EASEMENT AND THEN GRANT A 12'
UTILITY EASEMENT ON LOT 29, BLOCK 29 BROOKVIEW 2ND ADDITION,
GENERALLY LOCATED AT 1015 MISSISSIPPI.
WHEREAS, The City of Fridley owns LOT 2, BLOCK 2, BROOKVIEW 2ND ADDITION; and
WHEREAS, The City Council approved the lot split request, L.S. #98-01, for LOT 1, BLOCK 2,
BROOKVIEW 2ND ADDITION at the November 9,1998 meeting; and
WHEREAS, The new lot is not able to obtain an easement for utilities from the property owner to
the North; and
WHEREAS, The City Code requires a utility easement of 12' along rear property lines where an
alley is not present; and
WHEREAS, The requested vacation and re -dedication will bring the City owned lot into
conformance with the City code while providing necessary utility easements for LOT 1, BLOCK 2,
BROOKVIEW 2ND ADDITION.
NOW, THEREFORE, BE IT RESOLVED that the City of Fridley vacate the 5' utility easement on
LOT 2, BLOCK 2, BROOKVIEW 2ND ADDITION. '
BE IT FURTHER RESOLVED that the City of Fridley grant a 12' utility easement along the entire
northerly boundary of LOT 2, BLOCK 2, BROOKVIEW 2ND ADDITION.
