Dear Sir or Madam:
On January 10, 1989, I inspected your property at 5895 University
Avenue NE and found an illegal temporary sign (a banner) being
displayed. This sign is illegal because permit has not been
issued.
According to the City Sign Code, Chapter 214, a temporary sign can
be displayed two times per year for fourteen day periods only after
a permit is issued. At one time, only one temporary sign can be
displayed on the property. A fee is charged based on the sign's
square footage and a $200.00 deposit is required. The deposit
ensures the city that the sign is removed by noon of the next
business day afer the permit expires.
I will reinspect the site on January 13, 1989 and expect either the
enclosed permit application returned to me or the sign to be

Dear Sir/Madam:
The City of Fridley has an ordinance regulating the display of
temporary signs such as banners, pennants, balloons, porta-panels,
etc. This ordinance regulates how many times a year and for how
long a business may display such signs. This ordinance requires
a $200.00 deposit and either a $24.00 or $60.00 permit fee,
depending upon the square footage of the sign.
On December 18, 1989, I observed a banner advertising Christmas
items. According to my records, I have no permit or deposit from
you for this sign. Therefore, this sign is illegal and shall be
removed upon receipt of this letter.
If you do not wish to remove your sign at this time, please
complete the enclosed sign permit and return it to me with a
deposit of $200.00 and the appropriate permit fee. The deposit
will be refunded upon prompt removal of the sign.

SUBJECT: Holl -Haus Sanitary Service Relocation
Three options have been reviewed regarding the sanitary sewer service for the Holi-Haus. The
service for the Holl -Haus is the only service located on the sanitary sewer line between the lift
station and Mississippi Street. By relocating this service, we will have the option to abandon the
section of sewer main that runs from the lift station line to Mississippi Street.. The three options
available and associated cost estimates are as follows:
Option 1: Relocate sanitary service from the Holl -Haus $23,000
to Mississippi Street
Option 2: Route the service from the Holl -Haus south to $32,000
the lift station main
Option 3: Insituform the existing main and purchase easement ± $35,000
from Pehl
Due to the number of large trees on this lot, option 2 would require the removal of a number of
large Oak trees.
The breakdown of the cost estimates for each option are attached.

Dear Ms. Brickner:
Fridley City Code 105 (copy enclosed) states that it is unlawful to maintain
land in the City upon which weeds, grass, or rank vegetation exceeds ten (10)
inches in height; or other noxious growth exists as outlined in the
ordinance. This was enacted to protect the health and safety of the
community and its residents.
A recent inspection of the above referenced property revealed conditions
which are not in compliance with this ordinance. It is important that you
take appropriate steps to correct this situation immediately.
I will conduct a reinspection on or shortly after September 13, 1939, at
which time full compliance is expected. Should this deficiency still exist,
I will instruct the City's Public Works Department to abate the condition.
In the event the City abates the condition, you will be served a notice in
writing indicating the work performed and the costs and expenses involved.
The total amount must be paid to the City within 30 days after this notice
or before the following October 1, whichever is later. If this is not done,
the costs and expenses shall become a lien in favor of the City; and a 15%
penalty will be added to the amount due as of the date, with the total costs,
expenses, and penalty thereupon to be certified to the County Auditor for
entry on the tax books as tax against the land.

DEVELOPMENT, LLC, FOR THE PURPOSE OF CONSTRUCTING A SENIOR
LIVING FACILITY, GENERALLY LOCATED AT 6490 CENTRAL AVENUE AND
1282 MISSISSIPPI STREET NE.
WHEREAS, the Planning Commission held a public hearing on June 16, 2010 to consider a
Master Plan Amendment request, MP #10-02, by Trident Development, LLC., for the properties
generally located at 6490 Central Avenue and 1282 Mississippi Street, legal descriptions
attached in Exhibit B, and recommended approval of said master plan amendment; and
WHEREAS, the City Council approved the MASTER PLAN AMENDMENT, MP #10-02 at
their June 28, 2010, meeting, with stipulations attached as Exhibit A; and
WHEREAS, a copy of the MASTER SITE PLAN and EXTERIOR ELEVATIONS have been
attached as Exhibit C.
NOW, THEREFORE, BE IT RESOLVED, that the City Council approves MASTER PLAN
AMENDMENT, MP #10-02 for TRIDENT DEVELOPMENT, LLC., and sends notice to the
petitioner that any substantial modification to the approved master site plan and exterior
elevations, as shown in Exhibit C, will require further review by the Planning Commission and
City Council.

STIPULATIONS
1. The property shall be developed in accordance with the architectural site plan and
architectural elevations Al -A4 dated June 22, 2010.
2. The petitioner shall obtain all necessary permits prior to construction.
3. The petitioner shall meet all Building code, Fire code, and ADA requirements.
4. The petitioner shall ensure that the proposed monument sign is 10 ft. from the property
line and driveway; meets vision safety regulations and shall obtain all necessary permits
for signage erected on site.
5. Landscape plan to be reviewed and approved by City Staff prior to issuance of building
permit.
6. The petitioner shall comply with any requirements set forth by the Anoka County
Highway Department.
7. The petitioner shall receive Rice Creek Watershed District approvals prior to issuance of
a building permit.
8. City engineering staff to review and approve grading, drainage and utility plans prior to
issuance of building permits.
9. Stormwater management maintenance agreement and easements shall be filed with the
City prior to issuance of building permits.
10. The petitioner shall obtain any required NPDES Permits.
11. Property owner of record at time of building permit application, to pay all water and
sewer connection fees prior to issuance of a building permit.
12. The petitioner shall dedicate utility easements for all City utilities.
13. The petitioner shall combine the parcels at 6490 Central Avenue and 1282 Mississippi
Street for tax purposes and to allow the proposed development to occur over both lots.
14. If the proposed development is modified to be used for units other than independent
living, assisted living and memory care units, a master plan amendment will need to be
obtained.
15. The petitioner shall make pedestrian connections from the proposed building to the
existing sidewalk on Mississippi Street and trail on Central Avenue.
