to fill an isolated wetland area of approximately one-half
acre in size at the rear of the above -referenced property.
At their meeting on September 22, 19832 , the Board of Managers of the
Rice Creek Watershed District reviewed your permit application and the rec-
ommendation of the District Engineer together with the following exhibits:
1. Permit Application dated August 3, 1982.
2. Copy of City of Fridley Land Alteration Permit, dated August 3, 1982.
3. Site Plan showing proposed area to be filled, along with Sediment -Erosion
Control measures to be followed during construction.
4. Typical cross-section of proposed filling activity, received September 8, 1982.
They found the project as planned to be in accordance with the Rules and
Regulations, and Guidelines of the District and therefore approved the
permit as requested, with the following stipulations:
NONE
A followup inspection will be conducted at the project site to assure com-
pliance with all agreements, terms and/or stipulations to this Permit. Fail-
ure to comply with the foregoing may result in rescission of the Permit, and
is in violation of Chapter 112.89 MSA, a misdemeanor.
This document is not transferable, and is valid for one (1) year after the
date of issuance. If no construction activity has occurred after the one
year time period, this Permit must be renewed. If construction is underway,
a time extension may be granted.
Please contact us at 483-0634 when the project is about to commence so an
inspector may view the work in progress. The enclosed Owner's Certification
must be forwarded within 10 days of project completion,_-.

10. STIPULATIONS — READ BEFORE SIGNING APPLICATION:
a. A surety bond or eeritified check in the amount of $
(5% of value of work to be completed) must be submitted after
approval of application and prior to any work commencing. This
bond or check is to ensure satisfactory performance and
compliance with the below stated stipulations. The surety bond

e. Any explosives used must be done so in accordance with Chapter
212.3 #, paragraphs d, e, f, g, of the Fridley City Code and any
other applicable standard e.g. Federal, State, Industrial, etc.
f. At the end of each season's operations and no later than the
last day of December each year, the site is to be left in a neat
and orderly condition, with maximum slopes of 2:1 with no
overhang or vertical banks and with a level bottom.
g. On the Friday of each work week, or when required by the City,
material from this operation that is found to exist on City
streets shall be cleaned to the City's satisfaction by the
applicant.
(�9Upon completion of land alteration operations, the land must be
left according to the plans and contours submitted with this
application and planted with suitable veg-etation-to_pravent-
erosion.
i. Upon: completion of land alteration operations or expiration of
this permit, an inspection by the City will be made of the
premises and adjoining streets. Any damage found to have been
caused by these operations will be corrected by the applicant
upon notification by the City.

This property is owned by Ms. Julie Hath, 1352 Hillcrest Drive N.E.
The house was damaged by a fire on December 19, 1979• Darrel was
working with the property owner to either get the house rebuilt or
removed.
I talked to Ms. Hath on September 8, 1982 about removing some refuse
that was dumped on the property and about securing the buildings. At
that time she expressed a desire to have the house burned by the Fire
Department. She was given Bob Aldrich's name and number and told to
contact him.
A reinspection on September 20, 1982 found the refuse gone and the
buildings secured.
There is a City Land Alteration Permit and a Rice Creek Watershed
District permit issued for filling and improving this property.
Nothing has been done to fill the land as of this date.
At this time we will be working with the proprty owner to have the
structures removed and the property cleaned up.
