MUTION by Councilman Starwalt to approve the renewal of the mobile trailer permit at
6070 Central Avenue N. E. as requested by Daniel Nelson. Seconded by Councilwoman
Kukowski. Upon a voice vote, all voting aye, Mayor. Nee declared the motion carried
unanimously.
COWSIDERATION OF AUTHORIZATION OF EXECUTION OF AGREEMENT WITH BELL TELEPHONE COMPANY:
The City Manager explained that he had.reported•to the Council previously on this matter.
He mentioned that by putting in the system, it would be possible within eight years
to buy the equipment and reduce the costs of operation of the telephone system. He said
from that time on, the costs will be reduced. Healso mentioned that if the system
were increased in the future, the costs sited in the contract for the equipment would
remain the same because of this factor in the contract. - He said the agreement would'
allow better service at a reduced cost.
Mayor Nee. asked if there would be an increase currently. The City Manager said no.
MOTION by Councilwoman Kukowski to authorize execution of the agreement.for the telephone
system. Seconded by Councilman Breider. Upon a voice vote, -all voting aye, Ma�Cor,,Nee
y declared the motion carried unanimously.
i SETTING BOARD OF EQUALIZATION MEETING FOR MAY 8, 1975:
MOTION by Councilman Starwalt to set the Board of Equalization Meeting for Thursday,

RE UEST FOR TRAFFIC CONTROL MEASURES ON MAIN STREET BETWEEN OSBORNE ROAD AND 83RD;
EQUEST'BY MR. RIC RD KRIS:

I Mr. Harris explained that there is an influx of truck traffic in this area. He mentioned
I that there are City of Minneapolis trucks hauling dirt in the area and also other truck
` traffic operating in excess of the speed limit. He requested some control measures or
�\ I perhaps obtaining a traffic count.

Councilman Breider said he believed that there was a stop sign in -that area at the
present time. Mr. Harris said this is in an area where it has no effect on the '
conditions. Mayor Nee asked what is up there, he said he did not think there is any
development.
Mr. Harris suggested that posting of the 30 mile per hour speed limit would be an aid.
The City Manager said the administration would look into the matter.
MOTION by Councilman Breider to authorize the appropriate traffic control study for
the Main Street, Osborne Road and 83rd Avenue Area. (Note: this motion was not
acted on).
The City Manager said there would not have to be any Council action of this type of
matter, the Council had authorized the Administration to take the appropriate action
by Resolution.
Mr. Harris again asked if the speed limit could be posted and the City Manager said
this could be done.

Dear Mr. & Mrs. Houchins:
In 1997, the City Council adopted an ordinance declaring gravel driveways a public nuisance.
They were declared a public nuisance for a number of reasons, such as: they can cause
erosion, contaminate soil with oil and other vehicles fluids, and deposit soil and gravel in the
City's storm sewers and detention ponds. When gravel driveways were declared a public
nuisance, the City Council gave property owners five years to have their gravel driveways
paved. The five-year deadline is quickly approaching, which means all gravel driveways within
the City of Fridley must be paved with approved concrete or asphalt by December 31, 2002.
If on December 31, 2002, your driveway hasn't been paved a citation will be issued and filed at
the Anoka County Courthouse. A misdemeanor citation is a criminal offense and is punishable
by up to 90 days in jail and/or a $700 fine.
If you've already paved your driveways, Thank you! Please call me at 763-572-3595, so I can
update our files.
For your convenience, a brochure on the City's loan program has been enclosed. You can use
this loan program to acquire financing for your driveway improvement project. Please call Jim
Hesnik at 612-335-2651, if you have any questions regarding this program.
