March 29, 1976
At your request we examined the excavation and backfill
work for the house footing on the above lot on March 25th.
The examination consisted of several hand auger holes through
the inplace fill, an estimate of the width of the excavation
and a density test.
All probings of the footing areas indicated no organic
soils and foundation soils consisting of native sand or sand -
sand -rock fill previously placed by the developer.
The excavation was apparently dug wide enough to accom-
modate 1:1 slopes down from the footing. The excavation was
backfilled with loamy sand taken from the adjacent site.
Compaction was accomplished with a vibratory roller. The
use of vibratory machinery in the confined site caused pump-
ing of ground water and subsequent high pore pressures
creating spongy conditions. The density achieved was 86% of
modified Proctor. The sponginess will dissipate shortly.
We recommended that the footing across the back of the
house be widened 6 inches and that two reinforcement bars be
placed in all footings. Based on the foregoing, and these
recommendations we feel no substantial settlement should occur.

Re: Swimming Pool Construction at 1560 Mississippi Street N.E.
Dear Mr. Hickok:
This letter is to make clear this departments requirements for the swimming
pool construction at the above address.
1. As indicated, one (1) skimmer approved by the National Sanitation
Foundation will be provided.
2. As indicated, two (2) inlets of approved design for fresh and/or
repurified water will be provided.
3. The filter and pump shall be approved by the N.S.F. and be of
sufficient capacity to provide a minimum turnover of at least two (2)
times in 24 hours. This department recommends a turnover rate of 6-8 hours.
4. A deck of at least three (3) feet wide, measured from the pool water's edge,
shall be provided which extends.completely around all private residential
pools. Above ground private residential pools may be provided with decking
of a minimum size of 4 feet by 4 feet at pool entry points and provided
that such decking has the approval of the City.
5. Fencing or other effective means including but not limited to walls or
buildings, acceptable to the City, shall be provided to positively control
all access to public and private residential swimming pools. Fencing
shall meet the following criteria:
(a) The fencing shall prevent the entrance of children and be without
hand or foot holds that would enable.a person to climb over it.
(b) The fencing shall be at least 6 feet high and entrances shall be
equipped with self-closing and self -latching gates capable of being
locked . .
(c) Self-closing and self -latching devices shall be placed at the top
of the gate or otherwise inaccessible to small children.
(d) The opening between the bottom of the fence and the ground or other
surface shall be not more than four inches.
6. An automatic chlorinator should be provided with a suitable test kit.
7. All electrical and plumbing installations shall be inspected and approved
by the City Inspection Department.

8. All electrical lines must be 10-20 feet or more away from the pool surface.
9. The pool fill spout must be air gapped or protected by a vacuum breaker.
10. Suitable safety equipment to include but not limited to a ring buoy and
rope that is A times the pool diameter, and shepherds crook pole must be
provided and maintained with the pool at all times.
Furthermore, these and any other requirements must meet the provisions of the
Fridley City Code, Section 115, Swimming Pools. The building permit is approved
contingent on final inspections and approval by the City.

Re: Swimming Pool Construction at 1560 Mississippi Street N.E.
Dear Mr. Hickok:
This letter is to make clear this departments requirements for the swimming
pool construction at the above address.
1. As indicated, one (1) skimmer approved by the National Sanitation
Foundation will be provided.
2. As indicated, two (2) inlets of approved design for fresh and/or
repurified water will be provided.
3. The filter and pump shall be approved by the N.S.F. and be of
sufficient capacity to provide a minimum turnover of at least two (2)
times in 24 hours. This department recommends a turnover rate of 6-8 hours.
4. A deck of at least three (3) feet wide, measured from the pool water's edge,
shall be provided which extends completely around all private.residential
pools. Above ground private residential pools may be provided with decking
of a minimum size of 4 feet by 4 feet at pool entry points and provided
that such decking has the approval of the City.
S. Fencing or other effective means including but not limited to walls or
buildings, acceptable to the City, shall be provided to positively control
all access to public and private residential swimming pools. Fencing
shall meet the following criteria:
(a) The fencing shall prevent the entrance of children and be without
hand or foot holds that would enable a person to climb.over it.
(b) The fencing shall be at least 6 feet high and entrances shall be
equipped with self-closing and self -latching gates capable of being
locked.,
(c) Self-closing and self -latching devices shall be placed at the top
of the gate or otherwise inaccessible to small children.
(d) The opening between the bottom of the fence and the ground or other
surface shall be not more than four inches.
6. An automatic chlorinator should be provided with a suitable test kit.
7. All electrical and plumbing installations shall be inspected and approved
by the City Inspection Department.

8. All electrical lines must be 10-20 feet or more away from the pool surface.
9. The pool fill spout must be air gapped or protected by a vacuum breaker.
10. Suitable safety equipment to include but not limited to a ring buoy and
rope that is 1� times the pool diameter,.and shepherds crook pole must be
provided and maintained with the pool at all times.
Furthermore, these and any other requirements must meet the provisions of the
Fridley City Code, Section 115, Swimming Pools. The building permit is approved
contingent on final inspections and approval by the City.

On March 1, 1978 we were called to investigate a possible
foundation failure at 1560 Mississippi Street N.E.
On March 1, 1978, Ron Holden and I made a field inspection
and the following conditions were observed and noted;
The house is a split foyer frame construction with a
truss roof system. The obvious evidence of a problem
is the separation of the upper level middle wall from
the ceiling - the movement appeared to be about �z inch.
The floor joists were checked for being level and all
showed that they tipped downward towards the center
bearing wall.
It is impossible at this time to know why it is settling
and whether or not it will continue to settle - soil
exploration is the only way to determine this.
It was also noted that a partial drain tile system was
installed last fall and there was no noticeable settlement
until after it was installed.

'March 15, 1978
At your request on March 13 and 14, 1978 we inspected the founda-
tion of your house to determine the cause of the ceiling wall separation
in the upper living area. We took several measurements by means of a
surveyor's level and many with the use of a stringline and tape.
Based on our measurements and observations, the footings are sound.
No cracking in the exposed blocks or floor indicate any unusual settle-
ments. The top of blocks are very close to being perfectly level. It
is our opinion there is no underlying soils problem.
However, it was apparent the top of the center bearing wall is
1/2 inch lower than the top of the outside walls in the basement. This
differential is carried up to the top floor where the bottom chord of
the roof trusses has pulled away from the top plates on the interior
walls. Apparently, the sheet rock taping held the ceiling down at the
walls until the wallpaper was hung when it was accidently cut during
the trimming. As the sheet rock taping was cut the sheet rock on the
ceiling regained its position against the roof truss, thus leaving the
gap between the wall and ceiling.
We would recommend the correction of this problem be worked out
with the "Building Department" at the City of Fridley and the house
builder, as the area of this problem is not our expertise.

Dear 011ie:
At your request we examined the excavation and backfill
work for the hoV§e footing on the above lot on March 25th.
The examination bonsisted of several hand auger holes through
the inplace fill, an estimate of the width of the excavation
and a density test.
All probings of the footing areas indicated no organic
soils and foundation soils consistinq of native sand or sand -
sand -rock fill previously placed by the developer.
The excavation was apparently dug wide enough to accom-
modate 1:1 slopes down from the footing. The excavation was
backfilled with loamy sand taken from the adjacent site.
Compaction was accomplished with a vibratory roller. The
use of vibratory machinery in the confined site caused pump-
ing of ground water and subsequent high pore pressures
creating spongy conditions. The density achieved was 86% of
modified Proctor. The sponginess will dissipate shortly.
We recommended that the footing across the back of the
house be widened 6 inches and that two reinforcement bars be
placed in all footings. Based on the foregoing, and these
recommendations we feel no substantial settlement should occur.

This letter is submitted to summarize the results of our soil observations and testing performed on May
26, and May 30, 2006. The purpose of our testing and observations was to evaluate the soil for support
of the new deck at 1580 Mississippi Street NE in Fridley, Minnesota. Services were provided as
requested by you in phone conversation with Mr. Paul Gionfriddo of Braun Intertec Corporation (Braun
Intertec).
Situation
You are in the proem of constructing.a new deck to the single-family residence at 1580 Mississippi
Street NE in Fridley, Minnesota. You and/or your contractor excavated several piers for the new deck.
The piers were approximately 12 inches in diameter and. extended approximately 3 1/2 feet below existing
site grades. You indicated that groundwater was encountered during excavation of the piers. In addition,
the soils observed during excavation did not appear to be suitable for support of the proposed deck.
Braun Intertec was requested to evaluatesoilconditions and provide recommendations for support of the
new deck,
Procedures and Observations
On Friday, May 26, 2006 an cagineering technician from Braun Intertec, completed visual observations
and performed rand -auger borings in the bottoms of the deck footings (pier excavations). Water was
observed in the pier excavations at approximately 3 1/2 feet below the ground. surface. Due to the water
in the pier excavations the hand auger borings could not be advanced to a sufficient depth to identify and
characterize the soil. On Tuesday May 30, 2006, a project engineer from Braun Intertec performed
additional hand auger borings. and also performed -one dynamic cone penetrometer test (DCP) in the pier
excavations) to evaluate the soil for footing support
The hand -auger boring was performed with a 3 1/2 -inch -diameter hand auger. The boring was advanced
in approximate 6 -inch increments to depths approximately 4 feet below the bottom of the excavation.
With each increment penetrated, the auger was then withdrawn from the borehole to obtain soil cuttings.
The soil encountered in the borings was classified in general accordance with ASTM 2488, "Description
and Identification of Soils (Visual/Manual Procedures)." Preliminary estimates of soil consistency and
density were also evaluated based on resistance to penetration of the band auger and the turning
resistance.
The DCP test was done using a solid metal rod fitted with a 13/8 -inch diameter conical pint. The point
was driven into the soil with a 10 -pound weight falling 24 inches. The number of blows required to drive

the point each 6 -inch increment was then translated into soil bearing pressure which was used to judge the
soil's relative density and as a basis to estimate the suitability of the soils to support the design load.
Results
Observations of the spoil piles adjacent to each pier excavation showed a black silty and clayey sand
topsoil. Soil retrieved from the hand -auger borings showed black silty and clayey sand soils to a depth
approximately 4 feet below the bottom of the pier excavation corresponding to a depth approximately 7
1/2 feet below the ground surface. It appeared that gray sitly sand was encountered in the hand auger at
approximately 7 Y2 feet below the ground surface however the borehole would not stay open due to
groundwater encountered in the excavation. In addition soil samples could not be recovered in the hand
auger from the excavation. The groundwater tended to "wash" the sample from the hand auger.
The DCP test was taken at a depth approximately 6 1/2 feet below the ground surface. DCP results
showed blow counts in excess of 20 blows per 6 -inch increment. These values indicate medium dense to
dense soil conditions.
Conclusions and Recommendations
��— Based on our observations and tests, the soil encountered at approximately 61/2 feet in the base of the
pier excavations appear suitable for support of the new deck. However, due to the groundwater
encountered in the excavations) the soil type(s) could not be identified or confirmed. The hand auger
boring suggests that silty sand soils exist at approximately 71/2 feet.
As noted above, soil conditions from the ground surface to a depth approximately 7 1/2 feet below the
ground surfaoe were black silty and clayey sandsoils that contained roots and other organic matter. We
recommend that these black, organic, silty and clayey sand soils be removed from the base of the
excavation prior to placing the concrete for the new piers. This will include removing 4pproximately 7
1/2 feet unsuitable soil. Since the footings/piers will likely bear below the water table, we recommend
that backfill to retain proposed footing/pier grades consist of 1 %z -inch clear rock. This material is a 100%
Brushed quarry rock that is washed and graded such that its maximum size is 1 1/2 inches.
The footings for the new deck are considered an unheated foundation and will be exposed to freeze -thaw
cycles. Therefore, we recommend the foundations bear a minimum of 60 inches below grade for frost
protection. There is a potential for the silty and clayey sand soils to adhere to the cardboard forms, and
when frozen, could cause the tubes to heave. In some instances, the inside surface of the cardboard forms
is not sufficient to provide a slip surface and the concrete piers could heave. Therefore, we recommend
that an additional slip surface, such as a heavy duty plastic be placed along the inside surface of the
cardboard forms before placing concrete. This will reduce the potential for the deck footings to heave
because of frost.
It should be noted that standard penetration test borings with power equipment were not taken to evaluate
the soils at depth. We could not verify soil types at depth(s) in the excavations. The hand auger borings
identified approximately 71/2 feet of black silty and clayey sand soils that -contained roots and other
,organic matter. DCP results indicate medium dense to dense soil conditions.
Since soil conditions at depth could not be verified using the methods described in this report there is a
k that poor soils exist at depths beyond the reach of our hand equipment. These poor soils, if any,
could consolidate resulting in detrimental settlement(s) to the new deck.

An alternative approach to reducing the risk of detrimental settlement would be to support the deck
footings on helical screw anchors. The names of contractors who specialize in the design and installation
helical screw anchors can be provided if requested
Based on a conversation with you and Mr. Paul Gionfriddo on June 2, 2006 it is our understanding that
you have elected to assume the risks associated with potential settlements as described above. You will
construct the deck on pier footings extending to depths approximately 71/2 feet below the ground
surface. We further understand that crushed clear rook will be placed in the base of the pier excavation up
to a depth of 60 inches (5 feet) below ground surface.
General
No established national standards exist for excavation observations. We have used the methods and
procedures- described in this report. Other firms may use di3 ferent procedures to evaluate the bottom of
excavations.

similar circumstances by reputable members of its profession currently practicing in the same locality.
