If there is any break or hole in a sewer pipe or joint, tree roots will invade and enter the pipe for moisture. Once in, the roots will be nourished and rapidly expand to fill the entire space. There are treat- ments that are designed to stop or reduce root entrance and growth but the surest corrective action is to eliminate the hole. The city policy is we will investigate the sewer pipe at the property line. If any problems exist between the property and the main line, the city will make necessary repairs at no cost to the property owner. If a problem exists between the building and the property line, the property owner must initiate corrective action. The city informs the owner of the problem and he can determine if he wants the city to correct the problem, obtain a private contractor, or do nothing. The city cost for the investi- gation is approximately $250 and repair another $250 depending on the location and extent of repair. Of the alternate solutions you have identified in your letter, you may also request the city to investigate and fix the line or retain a private contractor to do this work. From the bills provided, it would appear that the root problem is within your property line. As you can see from the enclosures, Roto Rooter was out on September 6, 1980 and on June 19.,.1981; Churchill's sever service wns here on June 2, 1983. Each of the three times I was told there are roots 35 to 4G feet frog, rw. t aserre=.t sewer opening. I have received a nur^.ber of causes and a number of rossibl-? :clutions. Rusty, a city employee, seem: to have eliminated some of the causes, and I assume that he Would agree that the fundamental nrot-lem is tree roots. I can only think of some possible solutions. I can continue as I am and have the problem for as long as I live in the house -- more than a nuisance. I can cut the elm tree down and the problem will probably he eliminated In a couple of years. I can hire a sewer company for % number of thousands of dollars and repair the sewer connection where the roots are apparently entering the sever line. I would hcpe that you can readily see that each of the above solutions is somewhat less than satisfactory. I am very interested in getting jour resronse to the problem.
