In regard to the street improvement on 6830 Monroe Stmt. The grades in the street were
raised during this improvement to the point that there is nowwater pooling in our driveway. This
is a major concern because it can cause major water problems and damage to our property
along with a devaluation of our home. I first contacted you while the public hearings regarding
this improvement were in progress. You informed me that the only changes being made were
the street being widened and curbs and gutters being installed. You stated that everything else
would remain the same. But while construction was in progress, there was no doubt that the
elevation changed with the new curb and gutter. At that point I contacted you again and noted
that there was a problem. Your response at that time was that we would work it out later. Now
there are obvious water pools and the water does not drain.
The solution the City of Fridley came up with is to run a ditch from the garage to the backyard.
The elevation in the back is lower than that of the front, thus helping the water to drain from the
front to the back. This is unacceptable because we do not wish to have a ditch in our yard.
This ditch would only transfer the problem from one area to another area. I don't believe that if
we spoke with the neighbors whose property adjoins our property, that they would appreciate
the idea of the water being drained into their yards. This is not a solution.
I understand that S.AP. have to meet certain specifications but after looking at the plans, I do
believe that the grade could have been changed and still met the S.AP. specifications. In any
case, there is no S.AP. specification that says you can block a driveway from draining. If the
grade was changed, the street would then be lower and our driveway would drain to the street.
I believe that changing the grade on the street so our driveway will drain like it used to is the
only option available.
I await your prompt response and anticipate a quick resolution of this error.

SUBJECT: Assessment Complaint/6830 Monroe Street
We have recently received a letter from Blaine Kopischke at 6830 Monroe Street regarding the
assessments and the street improvement project completed this year.
When the improvement on Monroe Street was completed, Mr. Kopischke raised concern
regarding the water standing in his driveway. We met with him a number of times and outlined
a series of proposals, none of which he felt were acceptable. Based upon his complaints to
Councilman Billings, we met with Councilman Billings, identified the sequence of events and
provided the possible alternatives for Councilman Billings to address with Mr. Kopischke. It is our
understanding that an agreement on a possible solution was never achieved.
We did inspect the property after a heavy rain event and found minimum water standing on his
driveway, much less than is occurring on many other driveways within the City of Fridley.
While there is a slight change to the amount of water in the driveway at 6830 Monroe Street,
because it is relatively flat based upon the road condition, it always had some water in it and it
appears that we were not able to achieve any alternate changes to the alignment.

I am responding to the notice I received regarding the hearing on assessment for the above
street improvement project.
Prior to the changes made to the curbs and gutters and street -elevation in front of our property,
we did not have any drainage problems. Since the "improvements" have been made, water
does not drain out of our yard. In fact, street water now runs into our yard. When it rains, we
have a "pool" in our driveway. This has devalued our property and I believe that it will at some
point, cause a major water problem in our basement. I have written numerous letters and
spoken with the Public Works Director, the Assistant Public Works Director, and Councilmember
Billings, and there has not been an acceptable solution proposed to me.
At this time, -I am refusing to pay any assessment to rry property brought by the "Street
Improvement" listed above. There has not been an improvement to rry street but a devaluation
to rry property. I am requesting that either the curb be lowered or the yard elevation be raised
to restore my property to its preexisting condition.

At your request, we have again reviewed the grade and elevation of your driveway and the curb in front of
your house. Observations since Monroe Street was improved show that drainage is primarily a problem in
the early spring when the snow is beginning to melt but the snow banks along your drive do not allow
drainage to the sides. The curb line had been raised slightly during construction and created a low area about
20 feet from the street which could hold water about an inch deep when trapped by snow on the sides.
Looking at the elevations on your property, we found that your yard on either side of the driveway is flat and
at the same elevation as the driveway and therefore does not easily drain to the north or south. This is not
a new situation.
In previous letters to the City, you have asked that the curb be lowered or the yard elevation be raised This
will not solve the problem. Raising your yard will cause more water to drain toward your driveway
compounding the problem Lowering the curb in front of your driveway would create a low spot in the street
and at the end of your driveway rather than part way in and would not allow proper drainage along the length
of the street. To lower the curb along the entire length of the street would require reconstruction of more than
300 feet and is not a viable option
We have proposed several solutions in the past, all of which were rejected by,you. The best solution is still
considered to be to create a drainage swale along the south side of your driveway from the lowest point toward
your back yard. This is = a ditch What is being offered is to carve off the top 4"-6" of dirt and lay new sod
to channel water away from the driveway. Any time water can be removed from an impervious surface such
as your driveway, to a pervious surface such as your yard, it will have the opportunity to soak into the ground
water table. In all likelihood, the water would be absorbed into the ground before it reached the back yard
Your concern of transferring the problem to a different area should never happen. The other solution would
be to create a type of "French Drain" by drilling holes approximately 12"-16" in diameter in the yard alongside
the driveway's low points and filling these with large rock covered by a couple inches of dirt and sod This
gives the water a more direct route down to the water table.
Since it has been three and a half years since the project was completed, these are the only options we can
offer. Please contact me at 572-3551 to schedule this work as I too would like to finally resolve this situation.

Dear Mr. Krueger:
A mechanical permit was issued on November 17, 2003 to install a furnace and an air
conditioner at your address. According to the 1991 Uniform Mechanical Code a final
inspection shall be conducted on the work authorized by this permit. As of this date the
inspection has not been requested.
The permit fee that was paid covers the inspection to make sure the work was completed
according to the Codes. We will keep your permit open for another 30 days and if we do
not hear from you within this time to set up the inspection, we will mark the permit "no
inspection called for by homeowner after notification" and the permit will be expired.
