STIPULATIONS - READ BEFORE SIGNIM APPLICATMN: a. A surety bond or ceritified check in the amount of $ (58 of value of work to be completed) must be submitted after approval of application and prior to any work commencing. This bond or check is to ensure satisfactory performance and compliance with the below stated stipulations. The surety bond or check shall be kept active until the completion of work and/or expiration of permit and can only be released by written notification of the City after a satisfactory final inspection has been performed by City forces. b. All access and street frontage of the land alteration site must be controlled by a fence, a minimum of four (4) feet in height. A11 entrances must have gates that are capable of being locked. c. C/O Bert McElrath 10600 University Avenue, Suite 2C Coon Rapids, MN 55433 RE: Report on 79G investigation, Lot 5, Block 2, Innsbruck North, Anoka County, MN Dear Mr. McElrath: This report is partially based on information in the certificate of survey, provided by Kurth Surveying, Inc. for Norway Pine Builders, revised 4/13/92, and received April 27, 1992. I visited the above site as you requested. While at the site, the existing (underlying) soils were investigated, and found suitable for home construction. The surface soils were organic, and should have been removed prior to fill placement. The attached Lot -by -Lot Tabulation details the previously existing, and proposed grades for construction. Based on the soil types, and the existing and proposed elevations of the site, 79-G soils corrections were required. Actual limits of excavation were not observed, but two test pits revealed proper removal of organic material before placement of backfill. Also, it should be noted that placement of backfill was not observed continuously. Based on the observations, it appears that the peat soil was excavated to inorganic material, and backfilled with gravel. This removal of organic material was confirmed in two locations near the Northwest corner, where the contractor indicated that the peat had been the deepest. Based on the observations, a 1:1 ratio for oversizing was achieved. Due to deepening peat material in the NW corner, the footings were deepened by 4 feet to reduce the extent of oversizing required. Compaction tests were conducted at 2 depths in the NW corner of the building pad, and confirming penetration tests were made at several locations around the pad. Two tests conducted on April 14, yielded 92% and 95% of (maximum) Modified Proctor, and on April 20, a test yielded 99% at an elevation of 892. 1 of 2 • Residential & Commercial Development Hydrology • Water Resources • Municipal Northway Pines Builders April 27, 1992 Based upon the above tests and observations, it could be concluded that, under the foundations, and under the basement floor, the fill placement meets 79-G requirements for controlled earthwork. No tests were to be conducted under the garage floor, as it was to be a structural floor supported by grade beams. It should be noted that a question exists as to what the groundwater elevation is; This the answer to this question is not determined here, and no certification is made in that regard.
