the site exploration that we recently performed for the
referenced project. This work was done in accordance with
your verbal authorization on August 1, 1979.

REPORT OF SITE EXPLORATION
PROPOSED JOHN O'BRIEN RESIDENCE
FRIDLEY, MINNESOTA

INTRODUCTION
This report presents our findings and recommendations pertaining to the site
exploration and engineering review for the referenced project. The purpose
of this report is to describe the soil conditions encountered at this site,
to review these conditions, and based on this data, to recommend possible
foundation designs and construction procedures.
FIELD EXPLORATION PROCEDURES
Three soil test borings were made on August 8, 1979. The borings were put
down at the locations suggested by you as shown on the attached sketch. The
surface elevations were referenced to the top of the hydrant, where shown,
taken.as 100.01, an assumed elevation.
Soil sampling was done according to the procedure described by ASTM: D
1586-67. Using this procedure, a 2" O.D. split barrel sampler is driven

into the soil by repeated blows of a 140 lb weight falling 30". After an
initial set of 6", the number of blows required to drive the sampler an
additional 12" is known as the penetration resistance or N value. The N
value is an index of the relative density of cohesionless soils and the
consistency of cohesive soils. Thin wall tube samples were obtained
according to ASTM: D 1587-74 where indicated by appropriate symbol on the
boring logs.
As the samples were obtained in the field, they were visually and manually
classified by the crew chief in accordance with ASTM: D 2488-69. Repre-
sentative portions of all samples were then sealed and returned to the
laboratory for further examination and for verification of the field
classification. Logs of the borings indicating the depth and identifi-
cation of the various strata, the N value, water level information and
pertinent information regarding the method of maintaining and advancing
the drill holes are attached. Charts illustrating the soil classification
procedure, the descriptive terminology and symbols used on the boring
logs are also attached.
SITE AND SOIL CONDITIONS
The front portion of the proposed house area has been filled and the present
ground surface slopes down generally from the north to the south. Surface
elevations at the boring locations vary from 94.8' to 97.41.
The soil conditions at the boring locations are shown on the attached logs.
It will be noted from the boring logs that the typical soil profile consists

of fill overlying glacial till extending to the depths of the
borings. The
lean
till extends to depths varying from 2' to 72'. In addition,
the clay
encountered from 72' to 82' at boring 1 may also be fill.
The till consists primarily of lean cohesive soils except for
the very dense
silty sand encountered below 122' at boring 3. The cohesive
soils have con-
sistencies varying from medium to stiff.

GROUND WATER
No ground water entered the borings at the time this work was
done. Water
levels recorded in relatively impervious soils may not be a
reliable indi-
cation of the static ground water level, even after several
days of obser-
vation. The ground water levels can be expected to fluctuate
both seasonally
'
and yearly.
'
ENGINEERING REVIEW
'
We understand that the proposed house will be two stories in
height with the
lower floor being a walk-out to the front. The lower floor
will therefore be
'
at or slightly above existing grade. We associate relatively
light structural
loads for this type of construction.
It is our opinion that the house can be supported on spread
footing founda-
tions.' However, we do not recommend relying on the existing
fill for support
of the building foundations. All footings should extend at
least through the
'
fill to the underlying glacial till. We recommend designing
the foundations
for a maximum loading of 1500 pounds per square foot. This
loading would have

a theoretical factor of safety of 3 or better against an actual shear failure
and should not result in detrimental settlement.
Based on the borings, the existing fill would provide adequate support for the
lower floor slab. However, it is apparent the fill was not placed in a controlled
manner. Therefore, there may be areas where the fill is of poorer quality than
indicated at the boring locations. As a result, there would be potential for
some slight settlement to occur if the floor is supported on the existing fill.
In view of this, you may wish to consider completely excavating the entire
building area of all existing fill and any topsoil that might be encountered
just below the fill. The entire area can then be filled to floor elevation
with a controlled, compacted fill. Footings could then be supported directly
on the compacted fill at minimum elevation.
Where footings are supported on the compacted fill, the excavation and compacted
fill should extend beyond the edges of the footings a distance equal to the
depth of compacted fill beneath the footings. The fill should be compacted to
a minimum of 95% of the standard moisture density relation of soils, ASTM: D
698-70. The loading on the fill should be limited to 1500 pounds per square
foot. We recommend that the placement of the compacted fill be observed by a
soils technician. This observation should be augmented by means of field
density tests.
In all areas where the floor slab is supported on grade, we recommend providing
a 6" cushion of pit -run sand and gravel immediately below the floor slab.

The recommendations and/or suggestions contained in this report are our
opinions based on data which are assumed to be representative of the site
explored; but because the area of the borings in relation to the entire
area is very small, and for other reasons, we do not warrant conditions
below the depths of our borings, or that the strata logged from our
borings are necessarily typical of the entire site.

Water levels shown on the boring logs are the levels measured in the borings at the time
and under the conditions indicated. In sand, the indicated levels can be considered
reliable ground water levels. In clay soil, it is not possible to determine the ground
water level within the normal scope of a test boring investigation, except where lenses
or layers of more pervious waterbearing soil are present and then a long period of time
may be necessary to reach equilibrium. Therefore, the position of the water level symbol
for cohesive or mixed texture soils may not indicate the true level of the ground water
table. The available water level information is given at the bottom of the log sheet.

Mr. O'Brien:
I received your letter of December 2, 1991 regarding the snow event
of November 30. Based upon the time and effort you devoted to the
letter, I feel obligated to respond.
Over the last 11 years, your City property taxes have amounted to
approximately $7,100.00.
The snow storm of November 29 ended at approximately 5 a.m. on
November 30. The City Public Works crews started plowing at 4 a.m.
The City policy is to plow red line streets to open up the
neighborhoods first and then go into the neighborhoods and plow the
remaining City streets. This work was completed at 2 a.m. on
Sunday; December 1, after 22 continuous hours of snow plowing.
Some of our adjoining cities opted to plow a path through all
streets and then return later to clear the entire street. This was
tried.in Fridley a number of .years ago and stopped because of the
complaints received regarding driveway obstructions, the recurring
driveway clearing, and stuck vehicles in the narrow path.
I assume that the Fridley Police Officer was extremely
conscientious and courteous in attempting to inform residents. or
guests in the City that the Public Works crews were snow plowing
and any vehicles parked on the streets during the snow plowing
event would be subjected to ticketing and towing. I further assume
he did this as a source of information to the drivers in order to
inform them of a financial cost that they could incur.
The Public Works Office has a snow operations center and plan for
snow removal, but as a result of the snow activities, my residence
did take over the appearance of a "control point". While this
happened to be a long legal holiday weekend that I was observing,
as were most of the residents of the City of Fridley, I did handle
a number of calls from residents requesting information and venting
their hostilities due to their frustration caused by the snowfall.

I would hope that in your business you have the opportunity
to leave your business activities at the office when you go home
each night, weekend, and holiday.
I am not aware of who you talked to at 6:30 p.m. on Saturday, since
I was not home. My answering machine has a receiving message made
by my daughter who I feel was not very complacent or arrogant in
the message she had recorded.
In regards to the secretarial job that the City was filling seven
years ago, we specifically conducted a telephone test in an attempt
to identify the personality and emotional status of the various
candidates, because of the large number of abusive and hostile
telephone calls that we receive, many times more severe than your
letter. It takes a special person to work in this position.
The Public Works forces for the City of Fridley went out over a
holiday period and plowed continuously for 22 hours during some
extremely adverse conditions because they cared and attempted to
provide an equal and quality service to all the residents of the
City. They did this forfeiting their family time without benefit
of accolades or appreciation, but they certainly do not deserve the
hostility or demeaning attitude that you demonstrated in your
letter.

Mr. Mayor:
I moved to Fridley eleven years and approximately fifty
thousand dollars in real estate taxes ago. In that time
I have never complained to the City about services.....
until now.
We finally were plowed out of our neighborhood at'9 PM
Saturday night, November 30, 1991, twenty-one hours after
the snowfall. Ridiculous. The service was equally bad for
the Halloween storm but we gave them the benefit of the
doubt because of the early surprise. Not the case this
time. Guests from surrounding suburbs arrived Saturday
evening. Some were greeted on North Innsbruck Drive by
a Fridley policeman who informed them that sooner or later
the neighborhood would be plowed and if they were stuck
and blocking the road they would be towed. Welcome to
Fridley! The guests had been plowed before noon, most
before they were up Saturday morning.
The Public Works Dept. had a recording. The non -emergency
police would talk only in case of emergency. I did reach
Public Works Director John Flora at his home about 6:30 PM
Saturday. (I guess his home must be the "Control Point"
for snow emergencies or perhaps he had the long Holiday
weekend off, ) Mr. Flora seemed complace it"-a`nd-affogant in
response to my questions. I take this as an indication that
he has probably been in the job too long.
A family friend interviewed for a secretarial job with the
Fridley Public Works Dept. some time back. She told us that
her interview involved pretending she was dealing with irate

taxpayers on the telephone and was judged by her ability to
handle these problems and isolate management from having to
bother with these people. She was offered the job but turned
it down because of the management attitude. Perhaps they
have forgotten who pays their salary.
The Public Works Dept. of Fridley is a problem. I suggest that
the Mayor, the Councilmen, the City Manager, and the taxpayers
of Fridley monitor this problem, and if we continue to get a
second -.rate job from the Public Works Dept. that action be
taken to replace Mr. Flora with someone who can and will do
the job. Fridley is too -small a village to support a non-
performing bureaucracy.
