The site is located at 1465 North Danube Road in New Brighton, Minnesota. The existing ground line slopes downward somewhat from the east to west with surface elevations ranging from about 9600' to 9902' at our boring locations. A generalized soil profile consists of peat and organic silty clay over- lying glacial till soils. Ground water was noted at a depth of 5' below the surface at boring location 2, however, it is our opinion that this observed ground water level represents a perched water condition. We understand that the proposed construction will consist of a one-story above grade residence with a full basement. In addition, a slab -on -grade garage is scheduled for construction attached to the home. We recommend that the swamp deposits materials consisting of peat and organic silty clays be completely removed to the level of the glacial till soils providing adequate excava- tional oversize. The footings could then be placed on the glacial till soils and proportioned for unit loads of up to 1500 pounds or altnernately, a compacted fill could be placed from the level of the till to the desired grade. For footings placed on the compacted fill, unit loadings of up to 2500 pounds could be utilized provided a minimum of 2' of fill was placed above the till, SOIL eXPLOR7t1Or1 Page 2 - Proposed Residence - 1465 North Danube - New Brighton, Minnesota - #19477 INTRODUCTION This report presents our findings and recommendations pertaining to the soil investigation and engineering analysis for the referenced project. The purpose of this report is to describe the soil conditions encountered at the site, to analyze and evaluate these conditions, and, based on this data, to recommend possible foundation designs and construction procedures. Four soil test borings were made during the period from August 2 through August 3, 1973. The borings were put down approximately at the locations discussed with you and as shown on the attached sketch. The surface elevations were referenced to the top of the manhole in North Danube Road immediately southeast of this property, taken as 100.01, an assumed elevation, SITE AND SOIL CONDITIONS The site is located in the North Innsbruck First Addition, New Brighton, Minnesota. The site slopes somewhat downward from east to west with surface elevations ranging from about 96.0' to 99.2' at our boring locations. A generalized soil profile consists of swamp depsoits (stagnant water deposits consisting of peat, muck, boglime and/or organic silt or clay) overlying glacial till (the term glacial till refers to non -sorted, non -stratified materials deposited directly by the action of glacial ice). The till is underlain by coarse alluvium (the term coarse alluvium refers to soils deposited in flowing water) at depth at boring location #1. The swamp deposits range from about 5%' to 1121 in thickness with the greater depths noted at the southern portion of the lot. Peat and organic silty clay SOIL axpLoRation Page 3 - Proposed Residence - 1465 North Danube - New Brighton, Minnesota - #19477 soils comprised the majority of the swamp deposit materials. These soils types are very compressible and should not be relied upon for support of structural loads. Glacial till, composed of clayey sand, sandy clay, lean clay and silty sand was noted underlying the swamp deposit materials at all boring locations. The cohesive till soils vary from soft to stiff based on the N values (an index of the consistency of cohesive soils and the density of cohesionless soils). The more cohesionless till soils were rated as very loose to very dense based on the resistance to penetration (N values). Sand, geologically noted as coarse alluvium, was encountered at a depth of 19' below the existing surface at boring location 1. The sand was noted as being in a very dense condition. GROUND WATER Ground water was observed at a depth of about 5' below the existing ground line at boring location 2. It is our opinion that this observed water level represents a perched condition. By this, we mean that the percolation of surface waters has been impeded by the peat soils and the water has been held up in its downward migration. It is interesting to note that the silty sand and sand materials underlying the swamp deposits were noted as moist to wet and not waterbearing. Seasonal and yearly fluctuations in the ground water level can be expected. SOIL eXPLO BbOn Page 4 - Proposed Residence - 1465 North Danube - New Brighton, Minnesota - #'19477 ANALYSIS AND RECOMMENDATIONS Project Information We understand that the proposed residence will be a one-story above grade structure with a full basement. There will also be an attached garage which is intended to be a slab -on -grade near the existing ground surface. We understand that the first floor grade must be elevated a minimum of 1%' above the existing ground line meet the prevailing code requirements. This would mean that the first floor and the garage slab should be constructed at an elevation of at least 99.5' with respect to the datum used during our soil investigation. We have no information regarding the building loads anticipated, however, we assume that the foundation and floor loadings will be relatively light. Foundation Analysis We recommend that the swamp deposit materials be excavated completely to the level of the glacial till soils. The excavation should be oversized 1' from the footing extremeties for each foot of fill which will be replaced from the level of the competent till soils to the bottom footing elevations. For footings placed on the till, unit loadings of up to 1500 pounds per square foot could be utilized in design of the foundation elements. In areas where a compacted fill will be necessary, we suggest the use of a granular material placed in maximum 8" loose lifts prior to being compacted to a minimum of 95% of the maximum density attained utilizing the standard laboratory procedure designated ASTM: D 698-70 (standard proctor). For footings placed on at least 2" of compacted fill so constructed, unit loadings of up to 2500 pounds per square SOIL 1EXPLORMIU01"1 I fl Page 5 - Proposed Residence - 1465 North Danube - New Brighton, Minnesota - #19477 could be utilized in design of the foundation elements. The existing till soils or a compacted fill constructed as outlined above, will serve adequately for support of a lightly loaded basement floor slab, Moisture Control As noted previously in our report, ground water was observed at a depth of about 5' below the existing surface at boring location 2. It is our opinion that this water level is the result of a perched water condition. We suggest that further information be obtained, regarding the real ground water level during the construction procedures. We suggest that consideration be given to installation of a perimeter draintile system. In addition, the subgrade foundation walls should be adequately dampproofedo FIELD INVESTIGATION PROCEDURES Soil Sampling Soil sampling was performed in accordance with ASTM: D 1586-67. Using this procedure, a 2" Oo Do split barrel sampler is driven into the soil by a 140 lb weight falling 30". After an initial set of 611, the number of blows required to drive the sampler an additional 12" is known as the penetration resistance or N value. The N value is an index of the relative density of cohesionless soils and the consistency of cohesive soils. Soil Classification As the samples were obtained in the field, they were visually and manually classified by the crew chief in accordance with ASTM: D 2488-69, Representa- tive portions of all samples were then returned to the laboratory for further SOIL expLoaation W Page 6 - Proposed Residence - 1465 North Danube - New Brighton, Minnesota - #19477 examination and for verification of the field classification. Logs of the borings indicating the depth and identification of the various strata, the N value, water level information and pertinent information regarding the m method of maintaining and advancing the drill holes are attached. Charts illustrating the soil classification procedure, the descriptive terminology and symbols used on the boring logs are also attached, REMARKS The recommendations and/or suggestions contained in this report are our opinions based on data which are assumed to be representative of the site explored; but because the area of the borings in relation to the entire area is very small, and for other reasons, we do not warrant conditions below the depth of our borings, or that the strata logged from our borings are necessarily typical of the entire site. In sand, the indicated levels can be considered reliable ground water levels. In clay soil, it is not possible to determine the ground water level within the normal scope of a test boring investigation, except where lenses or layers of more pervious waterbearing soil are present and then a long period of time may be necessary to reach equilibrium. Therefore, the position of the water level symbol for cohesive or mixed texture soils may not indicate the true level of the ground water table. The available water level information is given at the bottom of the log sheet. Lot 5, Block 3, Innsbrook North, 1st Addition Section 19, Township 30, Range 23 Ramsey County, Minnesota. Dear Mr. Kupcho: September 28, 1973 On September 24, 1973, the undersigned inspected foundation excavations at the southwest corner of the proposed residence to be located at the above site. At that time, 3 (three) hand auger probes to a maximum depth of 36 inches below the excavation grade were performed to determine the suitability of soils for support of foundations. These bearing soils consisted primarily of gray silty clay containing some fine to medium sand and a trace of gravel. The unconfined compressive strength of this material as determined by a hand penetrometer varied from 2,500 to 3,000 pounds per square foot. The level of the foundation excavation at this corner of the proposed structure varied from approximately 10 feet to 12 feet below the surrounding grade. According to our understanding, soil borings were performed at this building site by Soil Engineering Services and reported in their job number 19477. Soil boring number 2 as reported in that report was located in the area of the southwest corner of this building and indicates similar soils as those encountered during our inspection to exist to a depth of 20 feet below the ground surface SOIL & MATERIALS ENGINEERS, INC. ■ 7900 77TH AVENUE NORTH, MINNEAPOLIS, MINNESOTA 55445 ■ (612) 425-6478 DENNIS M. On the basis of the available soil information, it is our opinion that the soils encountered during this inspection are suitable for the support of spread footing type foundations utilizing a maximum net allowable soil bearing pressure of 2,000 p.s.f. It was recommended at the site that all loosened or disturbed materials within the foundation excavations be removed prior to placement of foundation concrete. Dear Mr. Kupcho: On October 26, 1973, the undersigned inspected the existing in place foundation walls at the above site for a single family residence paying particular attention to the area at the southeast corner of the proposed garage where a wall failure had occurred. The foundation wall in this area consisted of 12 inch masonry block which in this area was approximately 16 courses high. At the time of this inspection, portions of this wall had been knocked down and the backfill on the outside of the building removed. About 14 courses of block had been removed in this area. Lateral movement of wall and observation of some vertical cracks adjacent to the failure indicate that the failed portion of the wall had moved toward the inside of the building in the garage area. This type of movement would be precipitated by excessive pressures on the outside of the wall which could be caused by the backfill material or the weight of earth SOIL & MATERIALS ENGINEERS, INC. ■ 7900 77TH AVENUE NORTH, MINNEAPOLIS, MINNESOTA 55445 ■ (612) 425-6478 DARRELL F. According to our under- standing, the wall failure occurred as earth moving equipment was at work placing backfill on the outside of the building in this area. On September 24, 1973, the undersigned inspected the foundation excavations at the southwest corner of the proposed residence including an area underneath the failed portion of the wall. This inspection consisted of visual observations and hand auger probes to a maximum depth of 3 feet below the bearing grade and indicated satisfactory bearing materials as reported in our letter of September 28, 1973. Although some settlements in bearing materials may normally be expected due to the loading of the structure on the soils, these settlements would normally be expected to be small with the anticipated loadings of this type of structure and would not occur until the major portion of the loading due to the structure is developed. Therefore, it is our conclusion that the failure of the walls in this residence is caused by horizontal loadings due to construction equipment operating too closely to the laterally unsupported walls of the structure. We found the grading to be incorrect in that it appears that surface water would run towards the structure rather than away. The basement showed evidence of water seepage and is probably due to improper grading. Also there are some cracks in the masonry in the basement that need repair. We also noted some holes in the basement floor that also need to be properly repaired. A hand rail was missing which the owner might have removed to move some furniture. Sobiech, Public Works Director MEMO FROM: C1 a Moravetz, Engineering Aide/Administrative MEMO DATE: May 3, 1979 SUBJECT: Regarding Memo #CM -134 Relating to Owner's Letter Dated 4/20/79 Action taken by the City regarding the construction and development of 1465 North Danube Road, is as follows: Building Permit #12295 was issued in May of 1973. 4/23/74: Letters to Builder (Springfield Homes) informing them of and incorrect grading of said lot. Drainage was running toward 6/4/74 structure rather than away. Copies went to owner. 9/5/74: Report from Soils & Materials Engineers, Inc. to Springfield Builders regarding a foundation wall failure at 1465 North Danube Road. The City Engineering Division required a minimum top of footing eleva- tion of 945.90, approximately 3.5 feet above the service invert (wye elevation). The contractor either ignored this information or requested sewer and water locations after the footings and foundation was construct- ed, therefore creating the need for an injection system.
