The purpose of our involvement was to judge if competent material was reached in the e;:cava- tion from which to begin fill placement. Furthermore, we obtained density tests in the newly placed fill at your request. We received verbal authorization for our work from Mr Bob Swanson of your firm on May 3. CONCLUSIONS Based on our hand -auger borings, it appears that all compressible soils have been removed. Furthermore, the results of our density testing would indicate that adequate compaction was obtained in the areas tested. Please refer to our letter of October 26, 1977, for background information. OBSERVATION METHODS AND'RESULTS We performed our visits between May 3 and 26. During this time, the remainder of the exca- vation necessary for the two lots was completed. We advanced several hand -auger borings into the excavated areas to depict the local subsurface soil conditions. The material retrieved was visually and manually classified in accordance with the Unified Soil Classification System, and estimates were made of its strength properties. A stiff glacial till was found in the southwestern portion of the western lot. This glacial till was found to exist in the excavated portion of the eastern lot and was in a stiff condition. The competent material was found below approximately 5' to 8' of peat and muck. Our observations of the southwest portion of the western lot were hampered due to the presence of 3' of standing water. Our judgements on.the condition of the excavation bottom were restricted to advancing hand -auger borings through the water. The results of these auger probes indicated all topsoil, peat and muck were removed in those areas checked. However, because the water was not removed prior to our field observations, we cannot assure that some remnants of compressible material were not missed in this area of the excavation. Filling operations confined the water to the southwest portion of the western lot, where it eventually drained from the site. We were able to observe the remainder of the excavation. The excavation rose steeply from the center portion of the.eastern lot to the east. At the eastern edge of this lot, approximately 2' to 3' of fill will be required to attain grade. However, on the western edge of this eastern lot, the fill will be from 8' to 12' deep. During the placement of fill, four in-place, density tests were.obtained and evaluated accord- ing to the moisture -density relation of soil as designated by ASTM:D698-70 (Standard Proctor). A minimum of 95% was established for backfilling operations. As can be seen from the attached results, all areas tested have obtained adequate density. If adequate density was -not obtainer with the initial work, additional compactive effort was applied until these areas met site specifications. Additional tests, designated "retests", were then performed to document this fact. it appears that all poor soils have been excavated from the lots. The attached sketch locates the improved areas with respect to the lot boundaries. Care should be taken to position the building correctly within the filled area. The house should be positioned so that the fill extends 1' outside of the footing for every foot of fill under the footing. This lateral oversize is necessary for the distribution of the footing loads. The possibility of detri- mental settlement exists if this oversize is not maintained. i REMARKS Since soil borings were not performed, we cannot warrant the competency of the material below the depth of our shallow hand -auger borings. However, based on geologic data at our disposal, the likelihood of deep-seated deposits of compressible soil and peat are minimal. In order to properly evaluate.the foundation soils at a building site, it is imperative our firm know exactly where the building will be placed, its size and the elevation of the founda- tion elements. This project data is especially critial in situations where the excavation extends below the footing grade and compacted fill will be required to attain building elevations. In these situations, the excavation would require lateral oversizing to provide suitable lateral dis- tribution of the footing loads. It must be recognized that Twin City Testing and Engineering Laboratory Inc does not practice in the field of surveying. We, therefore, must rely on the staking performed by others. If the construction is redesigned or otherwise moved subsequent to our work, we should be informer so our firm can assess if additional engineering observation is required or suggest sound engineering alternatives. PREREQUISITES FOR SOUND ENGINEERING PRACTICE In order to properly evaluate the foundation soils at a building site, it is imperative for our firm to know exactly where the building will be placed, its size, and the elevation of the foundation elements. Without this information, we cannot assure that the preparatory foundation earthwork is adequate. This project data is especially critical in situations where the excavation extends below the footing grade and compacted fill will be required to attain building elevations. In these situations, the excavation would require lateral oversizing to provide suitable lateral distribution of the footing loads. Offset batter boards or the building lines stakes provide the best on-site verification of the building location and size. It must be recognized that Twin City Testing and Engineering Labora- tory, Inc., does not practice in the field of surveying. We, therefore, must rely on staking by others. If Twin City Testing is required to perform the survey, we will retain a licensed surveyor and invoice client for that amount per our current fee schedule. Provision of the building founda- tion plans is also important so that we may properly perform our inspection. If the construction is redesigned or otherwise moved subsequent to our inspection, we should be informed so our firm can assess if additional inspection work is required, or suggest sound engi- neering alternatives. We cannot be responsible for any soil foundation system if the structure has been relocated with respect to the excavation subsequent to our inspection. GENERAL OVERSIZE REQUIREMENTS Because of the lateral distribution of foundation pressures with depth, lateral oversizing is re- quired in an excavation where unsuitable soils extend below plan footing grade. The lateral oversize scheme provides compacted fill material beyond the exterior footing limits where fill is required below footing elevation. The degree of lateral oversizing is dependent upon the sur- rounding soil's ability to resist lateral movement. In most soils, we generally recommend the lateral oversize be at least 2 ft. plus the depth of excavation below bottom of footing elevation. In extremely compressible swamp or organic soils, this oversize should be increased to 5 ft. plus twice the depth of unsuitable soils below footing grade. Due to these variations in the required lateral oversize, each project must be evaluated individually. The purpose of our involvement was to verify, that competent materials were reached in the excavation from which to begin fill placement.- Furthermore,. we obtained density tests in the.newly placed fill at your request. We received verbal authorization for our work from Bob Swanson of your firm on September 7. ::.CONCLUSIONS Based on our hand auger borings,: it -appeared that all compressible soils have been removed from the excavation created on the western.lot and fill placement was initiated. Additional excavation work.is necessary in the eastern lot before fill placement can continue. The excavated area, as noted on the attached sketch, has been filled to approximately 61 below street elevation. Presently, we are unsure whether the excavation performed on the western lot will satisfy the building needs. Because the exact positioning and elevations of the building has not been determined, we cannot comment on the suitability of the fill system to support the proposed construction. Therefore, we should be contacted -to discuss place- ment of the residence within the excavated area and verify the adequacy of.the oversize. In this regard, it is mandatory for the lot and building lines to be provided in the field. With this information, additional excavation in the western lot may be necessary as well as the continued excavation in the eastern'.lot. As of this date, eleven field in-place density tests have been taken in the fill material placed within the western lot. The results of these tests indicate that adequate compaction has been attained in the test areas. BACKGROUND INFORMATION The area under development encompasses two lots. The eastern lot is located on the slope of a.hill and is approximately 1171 in depth. The western lot is located in a topographic low for the area. A large amount of silts and organics have collected in this low -.area, necessitating approximately 81 of excavation. The western lot is 135' in depth. No penetration borings were performed at the site prior to excavation. INVESTIGATION METHODS AND -RESULTS We performed our insepctions between the dates of September 6 and 8. During this time, approximately 2/3 of the lots were excavated. We advanced several hand auger borings into the excavated areas to ascertain the local subsurface soil conditions. The material re- trieved was*Visially_-and manually classified in accordance with the Unified Soil ClassifiE cation System, and estimates were made of their strength properties. A stiff glacial till was found in all areas inspected. Thi•s'glacial till was under 6'-8' of peat and muck in the western lot and the western portion of the eastern lot. Our inspection of the western lot was hampered due to the presence of 2 1/21-3' of water standing in the excava- tion. We were required to inspect the bottom by advancing our hand auger borings through the water. It was found that all topsoil and peat had been removed in those areas checked. However, trecause the water was not removed prior to our inspection, we cannot assure that some remnants of compressible material were not missed in : this area of the excavation. The water was forced to the southwest corner of the western lot during filling operations where it -was funneled to a storm sewer. This left the remainder of the site dry. Therefore, the succeeding phases of excavation were able to be visually and manually inspected. The excavation rose steeply upward to -the yeast from the denter of the eastern lot. Several small pockets of soft material were removed from the northwest corner of the eastern lot prior to the placement of fill. During the placement of fill eleven in-place density tests were performed and evaluated according to the moisture -density relation of soil'as:designated by ASTM: D 698-70 (Standard Proctor). A minimum of 95% was established for backfilling operations. As can be seen from the attached results, all areas tested,* have obtained adequate density. If adequate density was not obtained with the initial work, additional compactive effort was applied unttl these areas met site specifiications. Additional tests, designated retests, were then performed to document this fact. It appeats all poor material was excavated from the western and southern portions of the western lot and the western section of the eastern lot. The front 20' of each lot have not been improved during this work and should not be considered capable of bearing any loads. Care should be taken in locating the building. In any event, the mouse should be positioned so that the fill extends 1' outside of the footing for every 'Foot of fill under the footing. This lateral oversize is necessary for the distribution of the footing loads. The possibility of a bearing faflurecor settlement exists if this oversize is not attained. Without this information, we cannot assure that the preparatory foundation earthwork is adequate. This project data is especially critical in situations where the excavation extends below the footing grade and compacted fill will be required to attain building elevations. In these situations, the excavation would require lateral -oversizing to provide suitable lateral distribution of the footing loads. Offset batter boards or the building lines stakes provide the best on-site verification of the building location and size. It must be recognized that Twin City Testing and Engineering Labora- tory, Inc., does not practice in the field of surveying. We, therefore, must rely on staking by others. If Twin City Testing is required 'to perform the survey, we will retain a licensed surveyor and invoice client for that amount per our current fee schedule. Provision of the building founda- tion plans is also important so that we may properly perform our inspection. If the construction is redesigned or otherwise moved subsequent to our inspection, we should be informed so our firm can assess if additional inspection work is required, or suggest sound engi- neering alternatives. We cannot be responsible for any soil foundation system if the structure has been relocated with respect to the excavation subsequent to our inspection. GENERAL OVERSIZE REQUIREMENTS Because of the lateral distribution of foundation pressures with depth, lateral oversizing is re- quired in an excavation where unsuitable soils extend below plan footing grade. The lateral oversize scheme provides compacted fill material beyond the exterior footing limits where fill is required below footing elevation. The degree of lateral oversizing is dependent upon the sur- rounding soil's ability to resist lateral movement. In most soils, we generally recommend the lateral oversize be at least -2 ft. plus the depth of excavation below bottom of footing elevation. In extremely compressible swamp or organic soils, this oversize should be increased to 5 ft. plus twice the depth of unsuitable soils below footing grade. Due to these variations in the required lateral oversize, each project must be evaluated individually.
