Your item 2 is acceptable because the sum of the construction parts you propose are greater than the sum of the parts I required. The method shown m your sketch is an acceptable way to tie the anchor bolts from the footing to the shear panel. I suggest you eliminate the top wooden plate and use a steel plate. Fill the space below the steel plate with solid jack studs. The end grain is much better m bearing than side grain. Nails through the studs into the blocking will help.
